in sponsoring the Great Bay National Wildlife Refuge on the 1200
acres of land at the phased-out Pease Air Force Base in New
Hampshire, very close to the President's lovely "New England
White House" in Kennebunkport, Maine.
I am inclined to believe that you, as a concerned
conservationist, will look favorably upon this proposal to
SUPPORT A NO COST INTER-AGENCY TRANSFER OF THE
DEFENSE TO ESTABLISH THE GREAT BAY NATIONAL
WILDLIFE REFUGE.
Your support is critical Sir, since this is prime acreage
for all forms of New England Maritime Wildlife, and since the
Great Bay was recently designated a "National Wildlife Estuarine
Research Reserve". A grant of the land by the DOD would
preserve the SIX MILES OF COASTLINE WHICH SUPPORTS A GREAT MANY
ENDANGERED SPECIES.

Mrs. Sununu to watch the Fourth of July fireworks display from the
terrace of the Evening Star building in Washington.

splendid view of the Washington skyline, including the Washington
Monument where most of the fireworks will be displayed. It

research indefinitely. Towards time end II my wire year
fellowship, I began to look for research positions, and I wrote a
grant to continue at the Florida lab.
Between 1979 and 1982, Mr. Reagan had received a mandate to
reprioritize the federal funding of research. The "pure"
research that I do, with no short term payoff, was one of the
areas that was deprioritized. My research continuation grant
application was not funded. Academic institutions are not very
interested in hiring specialties that can not compete for grant
money, and the number of jobs for people like me dropped to zero.
I looked into alternative service positions for researchers,
including the CDC, but they were releasing people, not hiring.
After the end of my fellowship in 1982, I continued to work on my
research until I ran out of money in 1983. I was forced, at age
31, to move in with my parents and to take a series of jobs in
data processing (the field I had left to take the post-doctoral
fellowship).
While this was going on, I had been in communication with
the Grant Management department of NIAID. One of the specialists
there suggested that I apply for a waiver based on my inability
to carryout the service payback. In response to my repeated
requests for the waiver application form, I was granted a two-
year extension of payback. I continued to request a waiver
application with no response until mid-1989. A grants. management
specialist finally sent me the instructions on how to apply for a
waiver; I formally applied to have my payback service waived
on June 16, 1989. My request for a waiver was denied; the
explanation was unsatisfactory to me. Essentially, I was denied
a waiver because I didn't find a job. The letter asserted that I
could have found one: overlooking the recession, the federal

Dear Mr. Sununu:
We wish to voice our gravest concern over President Bush's
declaration that the United States opposes "new settlements in
the West Bank or in East Jerusalem." This declaration has only
added to the continued confusion of American policy concerning
the City of Jerusalem.
As Sen. Moynihan pointed out, "the use of the term 'East
Jerusalem' conjures up images of the years after May 1948 when
the Jordanian Arab Legion drove the once flourishing Jewish
majority out of the Old City at gunpoint."
Jerusalem is and shall remain the State of Israel's capital
-- reunited and undivided. To suggest that the unity and
security of Jerusalem is a proper subject for negotiations only
lends encouragement to those enemies of Israel who seek to drive
a wedge between the U.S. and Israel. The United States fosters
intransigence by refusing to acknowledge that Israel's capital
city is its own and by refusing to even permit our Ambassador to
Israel to set foot in parts of that capital city.
American foreign policy and the search for peace in the
Middle East would be well served by the President of the United
States acknowledging the status of Jerusalem as Israel's
undivided eternal capital, acknowledging the right of Jews to
live anywhere in Jerusalem, and moving the U.S. Embassy from Tel
Aviv to Jerusalem.
We would appreciate your conveying our feelings on this
subject to President Bush. Thank you.

Dear Governor Sununu:
We want to invite you and Mrs. Sununu to attend a special event
in the life of our Farm Bureau organization here in New Hamp-
shire.
We are starting our 75th year as a Federation and to help cele-
brate, Sullivan County Farm Bureau, one of our ten counties, is
hosting a field day and barbecue with tours, exhibits, enter-
tainment, some speaking and a whole lot of comraderie. Sullivan
County was the first county in New Hampshire to respond to the
call of Congress to form a sponsoring group of farmers so that
the county could receive the services of a Cooperative Extension
Agent. This was in 1913 and Farm Bureau was born.
This is going to be held at the beautiful hilltop farm of Harvey
and Edith Bascom in Acworth, N.H. on Saturday, July 21. This
farm was recently selected to participate in the Land Conserva-
tion Investment Program whereby the state purchases the develop-
ment rights to the land, thus assuring the farm will remain
undeveloped forever.
Many media outlets, including television, have been invited to
cover this event and many notables have been invited, including
our Washington delegation and our Governor and Council members.
This is a pre-primary event in an election year in New Hampshire,
so there is absolutely no way to know who will show up. Farm
Bureau is strictly non-governmental and non-partisan, so the
political aspect will be handled correctly.
It should be a great day for all concerned and we are looking
forward to a response.

Please pass these thoughts on to the President or include them
in with what other input you receive from citizens.
1. Please get rid of John Frohnmayer as head of the NEA. He is
arrogant and unresponsive to the public.
Frankly I don't see why we (the taxpayers) should support
an NEA; this is not the 1930's when artists were starving.
But in any event if we are to have an NEA, the works it
supports should reflect the likes of the majority - not the
weird choices of the liberal few.
2. Please do something positive for Lithuania. Such as ship-
ments of coal, oil, food etc. We have never recognized the
Hitler-Stalin Pact that resulted in their enslavement.
Probably all Russia wants is access to a warm water port.
Why not suggest that Lithuania offer that in exchange for
complete freedom.
3. No more "gay" meetings at the White House. They aren' t that
big a voting block that they need to be stroked They Pro-
bably wouldn't vote Republican in any case.
4. Please tell the NLRB to institute the Beck Decision That
is as important as anything in the proposed voting rights
bill.

Dear Mr. Sununu:
Our foreign policy with regard to the Soviet Union does not
show we know how to play chess. The Soviets are great chess
players - they plan four and five moves ahead.
If the USSR is so broke, why are they continuing their arms
build up, as well as supplying weapons and aid to Angola,
Mozambique, Cuba, Afganistan and other places. The aid may have
been cut somewhat this past year, and some troops withdrawn from
the Eastern Block Countries, but they are still far ahead of us
militarily.
Romania recently had elections, flawed by a variety of circum-
stances showing the elections to be unfair. Iliescu is Gorbachev's
comrade and protege. Most-Favored-Nation status should be withheld
from Romania until a free constitution has been adopted guaranteeing
freedom of assembly, freedom of speech, private property rights and
an end to intimidation and harrassment of anti-communist political
activists.
Most-Favored-Nation status should be withheld from the Soviet
Union until Lithuania and any of the other states that wish to
be independent have been given their independence. The Baltic
states should not have been given to Stalin 50 years ago. Why
are we not standing up for Lithuania in her hour of need? Looks
like Hungary in 1956 and Czechoslovakia in 1968 to me.
Are we witnessing the fall of communism or the isolation of America
and the neutralism of Europe that will both fall into the hands
of the Soviets? Are we reliving 1938-39 once again?

written by Maury Maverick, Jr. (whose father served in the House once) dated
June 3, 1990 in the San Antonio Express.
I suppose you will never see this letter. Perhaps some smart assistant will.
Let me try to outline what we in the boondocks are saying:
a) Congress is far behind the American people. We want peace!
b) Congress has become incestuous - speaking only to each other.
c) Congress should come home to listen.. Don't speechify. Listen!
d) People don't give a "tinker's damn" about Lithuania. They see the Big picture.
e) Nor do they care about the emigration-Israel-linkage to MFN status. They
want MFN to Russia if the Beijing Butcher can have such without any con-
cessions. Or is it because President Bush"s brother has business dealing
with the People's Republic?
f) Congress was childish and churlish to President Gorbachev in the televised meeting.
g) Congress (both Houses) is bought and paid for by Aipac - an individual's
voice is worthless today unless he has at least $10,000 to give to a campaign.
h) Three Billion (3,000,000,000.00) a year to Israel is too much. That is $10,000 per
person. We need that for our own hungry children.
i) George Bush is very popular because of his foreign policy. If Gorbachev goes,
the President's popularity plumets. Democrats like the foreign pelicy.
j) To sum up: People think Lithuania and Israel are holding US as hostage.
Sir: We are tired, tired, tired of the cold war, but perhaps not too tired to throw
you fellows out if you do not give us peace.

The Republicans asked me, "What's wrong with America?"
in a recent survey. I am glad they are asking the question.
How can President Bush's administration solve any problems
if he doesn't know precisely what the problems are?
There is one primary problem facing America. It is
summarized below:
A. Question - What's wrong with America?
The unconstitutional, usury-assessing, privately owned
and controlled debt-money system which renders the
national debt mathematically unpayable. Please read
The Truth In Money Book for explanation.
B. Optional Section - Please list in order of importance
the five issues you consider the most critical.
There is one critical issue; - The nation's total debt
continues to grow exponentially. This is because all
credit and currency comes into existence as loans
created at the stroke of a pen and whirr of a computer
in private banks. The money to pay the usury on this
debt-money is never created within the system. Loan
repayments to the banks reduce M1. More borrowing
becomes mandatory. Therefore, it is mathematically
impossible ever to pay off our national debt.
The solution is Sovereign-Interest-Free Money.

Executive Director, Sandra R. Herman, contacted Ms. Gail Beaumont who indicated
that application paperwork should have been received prior to the deadline. No
one at the Youth Service or in the School District has any record or remembrance
of receiving such a notification.
It seems strange that the reapplication procedure should follow "so close on
the heels" of the initial awarding of the Grant. Ms. Beaumont did indicate
that a second award date of June 15, 1990 was available but was discouraging
about submitting an application as only three awards are to be given. We will,
however, reapply as the Grant is crucial to our success in this endeavor.
Whether the appropriate paperwork for grant renewal was ever sent to or received
by the Pittsford Schools, will probably never be determined. What is important,
however, is the continuation of a highly successful and model program aimed
at preventing drug and alcohol addiction rather than just treating the symptoms.
If the Administration is serious about continuing the war on drugs, it is
imperative that preventative programs such as the one created by Pittsford
Youth Service, Inc. and the Pittsford School District be aggressively funded.

Sigma Kappa convention in Washington, little could I realize
that our paths might once again cross several years later in
connection with environmental concerns and issues.
You are to be commended for your approach whereby you dis-
courage automatic presidential blessings for far-reaching
environmental program proposals without first reviewing and
weighing research-based findings and cost/benefit relation-
ships.
In the west where we are in our fourth year of drought, the
members of the Colorado River Water Users Association espe-
cially appreciate your common-sense efforts. The association
plans to honor you for your stance during its annual conven-
tion in Las Vegas in early December and hopes you will be
able to join us to receive the commendation.

In 1992, the United States of America will join with the rest of the Western World in
commemorating the 500th anniversary of Christopher Columbus' encounter of the New World. This
voyage opened the door for Spanish exploration and settlement of what is now the United States of
America. The blending of the Spanish, Mexican and Caribbean cultures were dramatic and their
contributions are still visible today in our art, music, architecture, language, law, and culture. For
this reason, the National Hispanic Quincentennial Commission (NHQC), a private, non-profit
commission based in Washington D.C., views the 1992 Commemoration as a unique opportunity to
highlight Hispanic contributions over the past five hundred years.
The first step toward 1992, is the Annual Conference of the NHQC, July 13 & 14, 1990, Omni
Shoreham Hotel in Washington D.C. On behalf of the Board of Directors, I invite you to join us at
the Annual Conference by attending either the Opening Luncheon, July 13; the Mexican House of
Culture Reception, July 13; the Saturday Luncheon, July 14; or the Saturday GALA, July 14. This
conference will be the "Debut Project" of the commission and is designed to inform, mobilize, and
coordinate the Hispanic-American community for 1992. The conference will also serve as the forum

Landfill in Tyngsboro, Massachusetts. Inactive SINCE
70 acres, begun in 1955 as a municipal dump, was acquired by Mr. George in
1977. Major landfill development occurred following this acquisition, and
in the early 1970s, the Massachusetts Development of Environmental Quality
Engineering issued a permit allowing disposal of hazardous waste in addi-
tion to refuse. Volatile organic waste, both in drums and in bulk form
were disposed in the landfill between 1973 and 1975. In 1979, the Town of
Tyngsboro revoked assignment of property, formerly requested by the owner
for landfill expansion and ordered the landfill closed. However, landfill
operations continued until 1982. At approximately that same time, the DEQE
ordered two supply wells for the Cannongate Condominiums located approxi-
mately 100 feet to the Southwest of the landfill, closed due to volatile
organic contamination.
In 1983 EPA allocated the sum of $750,000. for a temporary water supply to
the Cannongate Condominium complex, and for corrective actions at the
landfill site. Again, Milford had its solid waste trucked there from July
1980 through February 1983. We had heard nothing concerning the Charles
George Landfill, other than newspaper reports, until late fall of 1989 when
we received the subpoena for deposition. Since that time, the Town has
been heavily involved with a Boston law firm defending its actions and
protecting it from further liability or settlement costs relating to this
case and third party laws suits arising from the initial suit.

There is a great opportunity for the Administration to
come out on top of the "Acid Rain" issue, and it can do

before and the results should satisfy all factions;
political, business, and environmentalist.
What follows is only an outline and does not provide the
details necessary to carry out the entire plan; however,
the basic idea is presented and with the right people
assigned, a definitive plan could be generated.
EPA with 365
Acid rain apparently comes from the emissions of smoke
stacks on the plants that produce electric power, with
the result that wind-blown S02 chemicals travel from
therming response
those stacks to drop onto the land, lakes and streams
lying downwind.
There is some equipment available today that will "scrub"
out those emissions if added to each stack, but it is
prohibitively expensive and will cost the power industry
and subsequently their customers a great deal of money.
The essence of this proposal is to challenge major
industrial suppliers (like GE, Westinghouse, and others)
to come up with the best method, and then given the
chance to bid on a contract to equip all of the power
plants in the United States with the resulting product.
If one or two of the major companies had such a sizable
contract, just the scale of the effort would bring about
reduced costs and would bring the winning company(s) a
significant amount of revenue.

director at SDIO.
We believe that a strong, pro SDI American policy has been
more instrumental in bringing the Soviet Union to the bargaining
table than any other program in its class.
There is also evidence that the promise of SDI has given
captive peoples of the world hope for and faith in western values
and objectives. SDI has been cited as a reason the Freedom and
Democracy movements of Eastern Europe have taken hold and spread
so fruitfully.
Also, in light of the instability on the horizon and the
proliferation of ICBM capability in the third world, SDI stands
as a preemptive deterrent when its eventual deployment is
perceived to be a reality.

For these reasons we believe General John Protrowski is the
best man to head SDIO.
His experience as Commander of NORAD, the U.S. Space
Command, and his belief in the virtues of the SDI program make
him the right man for the job.

I am just very concerned about the situation with the Japanese and I want
somebody to explain to me why we have catered to them for forty-five years with
millions and millions of taxpayers' dollars. What are we afraid of! It was
they who bombed Pearl Harbor and took three years out of my husband's. life. I
also need an explanation regarding the Japanese trade issue. Why were the
trade restrictions lifted? Carla Hill's explanation was not satisfactory.
The Japanese have not only taken over the majority of the steel mills, ruined
the car industry with cheap cars, etc., but we now hear about this fairly young
man in our church congregation who has gone from a high position in an American
company to a Japanese firm as a vice-president. His position is to buy every
available oil well in the United States. I am not only upset about his buying
the oil wells but about his going with a Japanese company to do this. It is
common knowledge here that they will drain his brain for three-to-four years
and let him go and hire another one of our greedy eggheads.
We are very concerned for the future of American families (including both yours
and mine) and I think our future is at high risk because of the Japanese
takeover and the fast growth of the Negro population.
I also know that the majority of the American people would join you in anything
that you can do to improve the moral standards of our country.

Re: Line Item Veto
Dear Mr. Sununu:
Where is it authoritively written that the President cannot make
line item vetos?
It seems to me that if there is no tested statute that absolutely
and clearly prohibits line item vetos, then the President could - and
should - initiate this practice. Congress would then be forced to
either accept line item vetos or enact specific legislation prohibiting
it.
With so many states now permiting line item vetos, Congress would
have difficulty legislating against, it. And if they did the President
could veto such a bill!
We feel that most U.S. Citizens would greatly respect a President
who had the courage to begin line item vetos. Surely the voters would
understand that the President deserves, the same degree of authori ty as
do the Governors of the States in which they live, Most of us have
little respect for Congress.

various policy positions that the White House has been
pursuing. These include fighting to have disoriented
homosexuality included as a legally protected category of the
handicapped, opposing restrictions on the reauthorization of
the National Endowment for the Arts, excluding such courageous
conservatives as Alan Keyes and Thomas Sowell from a White House
meeting with the President because liberals wanted them excluded,
apparent willingness to sign a "civil rights" bill that sets
abhorrent racial quotas, and other recent actions that have
people shaking their heads and wondering if Michael Dukakis
actually won the 1988 national election.
Even on the pro-life issue, where the administration has
worked with the activists, one had to note that the President
was unwilling to speak in person to the recent huge pro-life D.C.
rally, whereas on a "liberal issue, he invited radical homosexual
activists right into the White House.
I think the sort of dissatisfaction expressed by such
conservative journalists as Paul Gigot and William McGurn strikes
a chord throughout the voting majority in this nation. Where the
White House could be forging a "new majority" coalition, such as
with workers whose jobs are threatened by the greenie "clean air"
bill, we instead find the President apparently doing his best to
blur all critical distinctions and merely assure continued
liberal-secularist-Democratic control of Congress, and thus perhaps
help deliver the White House into their hands, too, in '92.

This morning our hometown newspaper, the Fort Worth Star Telegram, reported
that in 1988, our own U.S. Air Force Plant No. 4, released 2.1 million pounds
of toxins into our environment.
Where are the regulators? What has happened to our President, who has made
a claim to "environmental" leadership, yet sits back when the nations of the world
agree to act while he asks for "more study?"
My students want to know why there is so much 'foot-dragging" on the part of our
government in the area of environmental concern. They see President Bush's decisions as
a mere extension of his predecessor's policies, and wonder why he is afraid to
stand up and be tough about the poisons that are killing our world.
You have influence with the President, and he respects your opinion. You, too,
have avoided responsibility for major decisions made by the Bush administration
to avoid confronting the issues. Even dear old Margaret Thatcher has wised up
to the necessity for quick action regarding recommendations made by the United
Nations!
I'm ashamed for our govenment and our President--and for you, Mr. Sununu. You, at
least, have an opportunity to yet make some positive impact on Mr. Bush's decisions.
The question, of course, is will The President change his thinking long after its
too late to act?

George Hajali and Andrew (Andy) Kohlhofer of Methuen. Both men are
helping me in my State Senate race and both are instrumental in the
rebirth of the Republican Party in the Lawrence-Methuen area of
Massachusetts.
First, Andy Kohlhofer is the new chairman of the Methuen Republican
Town Committee. Methuen, a conservative Democratic town, went 60-40
for President Bush in 1988. Andy is trying to convert that swing vote to
increased Republican Registration.
Second, George Hajali is a leading member of the Lebanese community in
Methuen, and an avid supporter of Republican objectives. He is looking for
ways to activate his Lebanese friends for our purposes.
We have one additional pressing need -- donors and volunteers for my
State Senate race. Both Andy and George are strong supporters of my
campaign (Andy is my Methuen coordinator) and are aware of my letter.
I am challenging Sen. Nicholas Costello, as I did in 1988. This time he has
a primary -- a conservative Democrat from Methuen. Costello is expected
to survive the primary, but will face November short of cash and energy.
Should Costello lose, we have an open seat. Either way, we can take this
Senate Seat, and we're working very hard to make that happen.

I am concerned that the Downy child care bill passed the House.
Such bills that discriminate against those of us who choose to
live on one income SO we can give our children a higher priority
are wrong. We should at least recieve treatment equal to those
who choose to rake in two incomes often times to the detriment of
their children.
As a teacher I fully understand the necessity of full parental
support. "The home is the child's first (both in chronology and
impact) school and the parent his first teacher". If we want to
get a hand on our educational problems, we will first have to
defeat those problems that are tearing our families apart.
Please encourage the President ta remain strong in his stand
against these types of bills in general, and this bill in
particular. Help him develop legislation that will encourage
families to place raising their children at a high priority.

debate at Yale this fall.
The Political Union, comprised of over 1,700 members, is the largest undergraduate
organization at Yale. Founded over a half century ago by McGeorge and William Bundy in
conjuction with Dean Acheson, the Union serves as a unique forum which enables students to meet
with and debate America's most prominent, interesting and provocative political figures. In 1965,
Senator John Kerry (D-MA), then Union President, expanded the program by inviting leaders of
national stature to either debate students, prominent Yale faculty or other guests, or to give a
keynote address. Since that time, Union guests have included the likes of Ronald Reagan, Jimmy
Carter, George Bush, George McGovern, Geraldine Ferraro, Jesse Jackson, and Molly Yard.
Recently, á cabinet officer described the Union as "the most prominent campus forum for political
ideas in America."
A typical visit to the Union includes dinner at Mory's with the Union executive board, a key-
noted debate on the Union floor, and either a press conference or an informal reception with

on beer as a possible tax source.

The reason I'm writing to you is your nearness to the president.
Hopefully, you will be able to get this letter through to him,
and, if he's half the person I think he is, I know he' 11 heed the
advise contained herein and get us back on our feet. Also, I am
not impuning you personally in this letter, but rather ALL of the
administrators and congressmen of the past 6 decades, save a few,
who have led us down the Socialist, sugar coated path of
irresponsibility to the point we now face. So when I say "you",
I mean "ALL OF YOU". With that out of the way let us begin.
One of the toughest and most frustrating things that only a few
of us ever experience is to be a bright person of good will in a
world dominated by less than bright people of questionable
intent. Most of this latter group always manages to know who
will be in the Superbowl or which iron to use on the 15th hole,

representative or or the child's teacher or what the
administration and congress are doing. It's enough to give a guy
hives or ulcers or both.
When I was growing up in the little, quiet town of Cicero,
Illinois during the 30's and 40's, everyone seemed to possess
some degree of brightness we called it 'street smarts'.
It wasn't necessarily I. Q. It was a learned effect. It was, as
Kenny Rogers says, "Knowing when to hold 'em and knowing when to
fold 'em". Perhaps, living in the immediate proximity and shadow
of 'Al Capone and the boys', rotten as they were, kept the folks
on their toes. Some of us were fortunate enough to go to high
school. Some went to college most of the time night school
while they worked. And even those who could not go to school
learned and survived, BECAUSE THEY WERE INTERESTED IN LEARNING.
And they all worked hard and managed to hang onto their money and
invest it believe it or not, without the help of the federal
government.
No one, today, could ever accuse anyone in Washington of 'knowing
when to hold 'em or of having 'street smarts'. The
administrations and congresses of the past 6 decades have given
us and our children a legacy of 6 decades of bungling and
factual, creeping Socialism laced with 'politics as usual'. And
an overwhelming part of our population is either too inept or too
uncaring to have any feeling for how this has impacted the
country's current status. But you know and I know that political
mismanagement has left our country bankrupt.

For many years now the Hatch Act has functioned very well in
protecting both the general public and civil servants who might be
forced to perform political acts against their will. With a 98%
re-election rate in the Congress, we need less rather than more
political pressure on behalf of candidates. And, despite the
claims to the contrary by Big Labor and partisan politicians, It
is extremely difficult to comprehend how any "rights" have been
infringed upon. After all, this has been a subject understood all
too well by those now clammering for a change to give them
unnecessary and unfair political advantage.
As a matter of fact, we need more HONEST competition on a fair
and equitable basis than now exists. To that end I would like to
suggest one change which might bring about a. solution which would
make it possible for new contenders to meet incumbents on a more
even field. FROM THE TIME CONGRESSIONAL RACES OPEN, THE FRANKING
PRIVILEGE SHOULD BE EXTENDED ON AN EQUAL BASIS TO ONE AND ALL.
(Until after elections.) And to make this effective, it would be
necessary to restrict the franking privileges of incumbents for the
entire year prior to the opening of new races for seats in
Congress. Wont solve all the fund-raising advantages of incumbents,
but may help.
You will know best how to handle the franking matter, but
meanwhile I urge a Presidential VETO ON HATCH ACT CHANGES.

into public sewers and other means. This source of water pollution even
extends into our offshore ocean water. This letter will describe the
means to reduce this pollution from 40% down to possibly less than 10%.
It is no longer necessary to consume and dump one billion gallons of
petroleum based motor oils into our environment every year. A totally
superior, far more economical and much cleaner alternative exists.
This alternative would require the universal usage of a relatively new
class of highly technical and perfected synthetic (engineered) motor
oils. Absolutely NOT one drop of crude or finished mineral petroleum
based material would be needed. There exists a class of approved SAE
(Society of Automotive Engineers) motor oils that are distinguished by
their 100% polyol ester base stocks. A principal raw material of polyol
esters is vegetable oil.
At the risk of seeming to be making a commercial presentation, please
read all of the following. The information that follows merely supports
what we have stated above.
We have had over 8 years of field experience with a product called SDL-1
which is 100% polyol ester based and which was originally developed by
the Stauffer Chemical Company of Westport, Connecticut and which is now
produced by Stauffer's successors, the Akzo Chemical Company of Chicago.

1. A "Non burn" continuous, mechanical, centralized
municipal solid waste (MSW) separation and recycling
plant to supplement or replace household sorting and
curbside collection of MSW.
2. Reduce demands on landfills since our facility will
recycle 85% of MSW, with only 15% of the residue
having to be landfilled. This will reduce the
capacity of existing landfills ten (10) times, as
opposed to landfilling 75% of the residue after the
mandated 25% recycling.
3. Offer an alternative to mass incineration presently
performed. After front end separation and
recycling, larger communities could still incinerate
the remaining volume in a much safer and economical
means, eliminating the problem of air emissions

far beyond the point that emergency measures should have been
considered. Under these circumstances, all proposals should
be considered and thoroughly evaluated.
I have communicated my views on the efficacy of oil mining to
recover substantial volumes of crude oil from abandoned reser-
voirs directly to the U.S. Department of Energy and indirectly
through Congressional Representatives, requesting a grant in
support of a pilot project. The only response from DOE was
negative with reasoning that revealed a complete ignorance of
reservoir conditions and lack of interest in technology that
could develop the 30 to 50-year supply of petroleum needed to
establish a transition to a nuclear energy industrial capa-
bility of supplying electricity and preserve remaining re-
serves for automotive and industrial purposes.
Interested potential investors approached have been skeptical
of the suggestion that residual oil exists in abandoned fields
or they question the feasibility of the production technology.
Actually both production feasibility and the existence of com-
mercial amounts of hydrocarbons have been proven by French and

so because of Article 214B, which interpretation I was informed, is that my sister
does not have enough reasons to want to go back to her country of origin. Although
my sister has no intention of staying here permanently, under the present
circumstances, one must have a death wish to want to go back to Lebanon; at least

My sister must eventually return to Lebanon to take care of our parents who remain

the time the class of "1993" was admitted to the Academy, I
was offered an appointment to the United States Air Force
Academy Prep School. Attending the Prep School only require
one to be eligible for citizenship, but attending the Air
Force Academy require one to have US. citizenship.
At the time of the appointment, I was also was offered a
four years scholarship to Stevens Institute of Technology in
Hoboken, New Jersey.
Since I desired to be an Air Force Officer, I declined the
scholarship to Stevens and accepted the appointment to the
USAF Academy Prep School. I made this decision after
discussing it with various individuals. At that time, most
of my peers advised me to take the Stevens scholarship but I
refused because I was assured by the Congressional Staff
that a time waiver could be obtained this year to allow me
to enter the Air Force Academy in June 29, 1990.
My plan was deal a blow when I received a letter from my
Congressman telling me that he is unable to obtain the
waiver. I am currently qualified on everything in order to
enter the Academy in June 29, 1990 with the exception of

2. Since the medical profession is in clear violation
of the Sherman Act, have their fees controlled by
the procedure and by the hour. Do you know Medicare
pays over $2500 for a 15 minute catarac removal
operation? Another example, my annual rectal exam
which took two to three minutes cost $290.
3. Have the Government pay for any qualified person
to receive a medical education. Right now a
medical education can only be obtained by the

Dear Governor Sununu:
The subject Senate and House of Representative Bills are legislation on
acid rain. These bills will result in a tremendous loss of jobs to coal
miners, fossil fuel power plant employees and suppliers to these industries
unless modification to the legislation is included prior to their passage.
Specifically, a provision should be added to the House Bill whereby the
Governor of a state has the right to intervene if the acid rain requirements
of Title V of H.R. 3030 causes economic disruption or significant job losses.
This provision is not currently included in S.1630. It should also be
included in any final legislation that results from a House/Senate
conference.
A provision must be included in the House Bill, and, any final legislation
from a House/Senate conference to allow an electric utility a choice to
obtain a waiver of the 1995, Phase 1, 2.5 pounds of sulfur dioxide per
million BTU emission requirements, if the utilities commit by that time to
the full 1.2 pounds sulfur dioxide per million BTU level by the year 2000.
Both bills mandate switching to low sulfur coal or natural gas in 1995 and
do not allow access to clean coal technology expected around 1997 and
beyond. Extending this waiver until the year 2000 when such new clean
coal technology can be utilized is the most sensible approach.

colonial grants, homesteading, and the rest of it were a great mis-
take. Somehow this nation, the light of the world, barely escaped
self destruction due to private ownership, and just in the nick of
time the environmental consortium comes to save us from ourselves.
If today the land base, tomorrow what?
The various initiatives headed your way have been in process,
covertly or openly, since the early 1960's. The iceberg has been
long a building and now has been launohed into the shipping lanes.
The irony is the vast majority of private lands with natural val-
ues are conservatively managed by their owners. Condition of the
land base is not the issue so much as who shall own or control it;
the issue is collective ownership vs. private ownership. And since
virtually every preservationist initiative is doomed absent a re-
duotion in population, the outoome of an orgy of acquisition will
be merely a transfer of ownership or control to bureauoracies. (I
enclose a white paper on the NNLP, a tragio example of bureauoracy
run amok, a bureaucracy controlled by liberal, predominately Demo-
cratio officials (supposedly under the direction of a Republioan
political appointee), a bureaucracy hostile to private landowners
who are a natural conservative Republican constituency which now
has no option but to turn on the administration).
Please, at the very least, take the position that none of the
funds the administration is maneuvered into approving may be used
for adverse condemnation purposes (nor replace funds so employed).
Please take a position against adverse condemnation being used
against lands not imperiled by acts of the owners. Please take the
position that employing adverse condemnation to take the land of
one person wherewith to make of it a toy for another (reoreational
use) is immoral and unwise. Make no mistake about it, the threat
of adverse condemnation is the key.

The Savings And Loan Bailout
Dear Mr. Sununu:
Please accept this letter as an outline of a proposal for the
financing of the Federal Deficit and for the financing of the
Cost of the Savings and Loan Bailout. My proposal for you to
consider, in the event that increased taxes are determined to be
needed to finance the above costs, is to implement a "National
Gross Receipts Tax" ("NGRT") spread out over a ten year period.
Virtually all other means of "raising taxes"; a national sales
tax, consumption taxes, excise taxes,
etc.; place an undue
burden on the middle income citizen taxpayer. The Gross Receipts
Tax; if applied fairly, without exception and/or exemption; can
mitigate the burden of financing (taxing) the U.S. taxpayer by
spreading the burden over the entire U.S. economy.
It seems that there is no central reporting entity that monitors
Gross Receipts on a national or even on a state by state basis.
Mr. Robert White of the Federal Reserve Bank in Boston suggested
that the Gross National Product (GNP) index is as close as one
can currently come in determining a National Gross Receipts
number. Assuming that $300 Billion of additional taxes were
needed to retire the Federal Budget Deficit and to finance the
S&L Bailout; the annual "National Gross Receipts Tax" ("NGRT")
Rate would be 0.6% per dollar of Gross National Product during
the ten year financing period, using the 1989 GNP of $5,233.3
Billion as a statistical base. Stated in terms of the average
taxpayer; the National Gross Receipts Tax for a family with
$50,000 of "Gross Receipts" would be $300 per year; for a
business with annual "Gross Receipts" of $1 Million, the NGRT
would be $6,000 annually; for the "big business" with "Gross
Receipts" of $1 Billion, the NGRT would be $6 Million annually.

in facilities funding from NASA to help pay for the new Science Center, which will cost
over 3 times that amount.
Senator Kerry and his Legislative Director, Tim Barnicle, have met with NASA officials
and have been very forceful in supporting Northeastern's request. They specifically
emphasized the need for facilities funding rather than research grants at this time and
have requested that NASA respond to them quickly. As a member of Northeastern's
Board of Trustees, I would like to enlist the support of Governor Sununu in this
endeavor.
Also, I would like the opportunity to have Northeastern's newly-elected President, Dr.

Dear Governor Sununu:
As you may know, I won the Republican nomination for Texas
Attorney General by beating three opponents in the March 13
primary. Since then, the public opinion surveys show me within four
points of defeating my Democrat opponent, the closest any down-
ballot Republican has ever started a general election in Texas.
With the Republicans on the verge of gaining majority party
status in Texas, the Attorney General takes on added significance.
The Attorney General, as the state's top lawyer, will be
responsible for all litigation arising out of the 1991 legislative
and Congressional redistricting process. There is no doubt that the
liberal Democrats in the Legislature will flagrantly gerrymander
the redistricting plan in an attempt to maintain their tenuous
advantage. Besides the Attorney General's inherent power in
redistricting -- by virtue of his vast discretion in defending and
pursuing legal challenges -- the officeholder also sits on the
powerful five-member Legislative Redistricting Board.
Many other issues of importance to the Bush White House, the
Republican Party and conservative causes in general will come
before the Attorney General. The current Attorney General, Jim
Mattox, is an activist liberal who is leaving the office scandal-
plagued. Mattox has been a constant foe of Governor Clements, and
has hampered economic growth in the state through his anti-business
policies and his expansionist, activist legal and political
shenanigans.
I want to be the Attorney General who returns the office to
a legal operation dedicated to providing top-notch legal services
to the state. Under my administration, the Attorney General will
work in concert with our new Governor and the White House to steer
the state down a responsible, conservative path. But Republican
victories in Texas don't come easily or cheaply. That is why I am
writing you.

This December, The Astronauts Memorial Foundation (AMF) and the
nation will dedicate the Astronauts Memorial at NASA's
John F. Kennedy Space Center, Florida. We have invited
President Bush to deliver the keynote address at the official
dedication ceremony on December 3, 1990 at 10:00 a.m. at
Spaceport USA. On behalf of Grace Corrigan we are most pleased

to extend to you a personal invitation to the dedication
ceremony.
Created in the aftermath of the Challenger accident, The AMF has
a two-fold goal: to design, construct and perpetually maintain a
permanent memorial to the 14 fallen U.S. astronauts; and, to
develop and operate an education and scholarship program which
will serve as a "living memorial" to those astronauts by helping
foster a greater understanding of space and its. exploration
among our youth.
The AMF Board of Directors, in cooperation with NASA KSC, is
planning a world-class dedication event similar to the national
dedication of the Vietnam Veterans Memorial held in 1982. Our
dedication activities will include a private dinner and memorial
tour for the honored astronauts' families, sponsors and
dignitaries on Sunday evening; the official dedication ceremony,
followed by a private luncheon on Monday; and, a VIP dinner
hosted by Canadian-based Olympia & York, the world's largest
privately-held development company, on Monday evening.
The dedication activities will conclude on Tuesday, December 4,
with a Space Education Symposium, which was inspired by President
Bush's recent announcement committing a permanent U.S. presence
in space through initiatives such as Space Station Freedom.
The Astronauts Memorial Foundation is a 501 (c) (3) tax exempt, public, non-profit corporation.
NASA has approved AMF to build an Astronauts Memorial at Kennedy Space Center.
