This week I have been able to resume China-related activity, and so the first task is to send you a letter concerning the CBS video-tape cassettes. You have already received the initial cassettes which were made available from CBS through my office. These cassettes may be re- tained by USLO until sometime in late July, and then returned to me by pouch. I will take care of returning them by mail from USIA to CBS. CBS will continue to exercise their best judgement in selecting pro- grams for USLO, and they will welcome any suggestion which you wish to forward through me. The matter of specific rights may cause some delay occasionally, but I am impressed by the networks desire to be helpful and by its intention to accommodate you. I did not intend to be so much into the mechanics of the loan arrangement, but since there seems to be no problem on anyone's part let's continue on this basis. CBS will send cassettes to me. I will send them to you by pouch, and alert you by Department telegram. In the telegram I will give a date for returning them to me, and although the pouch will not be mentioned it will be understood that they will be coming that way. Then, after I have received the cassettes, they will be returned by my office to CBS. - -2- There are a couple of other topics which I would like to address, but I will handle them in a separate letter. Dear Frank: Thanks for your letter of August 18. The "Moses" reels will be great. The pouch carrying "Visions of the Past", both. film and VTR, arrived today. I assume that these are for our permanent library here. I would like to have a VTR with Chinese narration of this one, if it isn't an imposition. I have already shown the VTR on China to some US-bound Chinese travelers. It was great. I received Tom De Mitor's cassette on the track team. Perhaps I am not an objective judge, but I, too, feel that the Fourth of July affair was a big success. It was very, very different for Peking. Next year we will do even better. "That's Entertainment" went over well. Harry Thayer is away, but when he gets back I'll get back to you on both the Wireless File matter and a possible consultation visit by you for next winter. Incidentally, I will be in Washington at the State Department from September a to 18 and would love to see you. I will be trolling around EA's offices on the 6th floor. I would like to begin talking to someone at USIA about doing a couple of "specials" out here next year for the Bicentennial. Today we prepared ten additional reels for pouching to Peking. Six of those are the series, "Moses: The Lawgiver". There is a shorter time available for those six than for theother four. That is due to a stipulation of the producer and accounts for the difference in dates of return to me given in State 191115. USIA has already sent two short VTR programs to you. One is of Washington, D. C. and the other includes scenes of New York, Chicago, and San Francisco. The special film on the Archeological Exhibit discussed during my March consultation is completed. The film concludes with a hope that exchanges between our country and the People's Republic of China will increase. We are sending you two copies in 16mm film and two copies on VTR cassettes in a pouch which is set for 18 August. I think you will find this short production especially useful when the exhibit itself returns to Peking. If you decide that you would like a VTR or a 16mm film with a Chinese narration, let me know. I have also provided a courtesy copy of this film on 16mm to the Chinese liaison office in Washington. Still on VTR cassettes: I am sending a one hour cassette of the AAV track team in China which was provided to me by Tom DeMiter of KTRK/TV in Houston. He told me that you are expecting this program, and that it is a gift to you. -2- We heard that your 4th of July Affair was a tremendous success. Since That's Entertainment finally found its way to East Berlin, all ended well. When I was talking with you in March we discussed the possibility of installing Wireless File equipment at USLO. The decision was made to wait until Harry Thayer and Stan Brooks arrived, and then make a comparison between three days transmittion of the file and the selected items which you now recieve. I am reminded of this, as I look over my notes, by Peking 878 of 8 May which asks to be kept fully informed on public statements concerning US-PRC commit- ments. This kind of material is in the Wireless File. I am going to write to our new Public Affairs Officer in Hong Kong, Jack Friedman, and ask him to send up three days of the full transmission by pouchwith three days of the selections. After you and your staff make the comparison, please inform me concerning your further thoughts on installation of the equipment. I enclose with this letter the East Asia Wireless File for August 11, just to give you a feel for one day's contents. I am planning travel in Asia this winter during January or February. I know this is extreme advance notice, but you have a very active schedule.
