I hereby resign as Chief of the U.S. Liaison Office, Peking,
Peoples Republic of China. This resignation should be
effective at close of business the day before I officially transfer
to the CIA.
It has been a great pleasure working with all of the people
in EA and in many other departments. I would appreciate your
conveying my warm thanks to all who did so much to make this
assignment such a rewarding one.

Dear George,
There is a young chinese man, Wayne Chan, who runs
the Health Club at the New Canaan, Connecticut Y.M.C.A. He
has quite a heart rending story.
His mother and father, as I understand it, were
allowed to leave China by the present government; and were
able to have Wayne join them.
There are still two brothers and a sister in Canton,
whom the family has not seen for about 20 years. They have
attempted to get them to Hong Kong and thence the United
States. They have followed procedure, filled out proper
forms, had legal advice, etc., but everything seems to be
continually stymied at the lowest bureaucratic level in
canton. On the other hand, acquaintances have been allowed
to emigrate, prople whose immediate supervisor did not block
the papers from reaching a higher chain in the command.
The human aspect of this saga is quite touching,
and as a shot in the dark, I though it might be worthwhile
to send the enclosed papers on to you with a hope that you
might possibly render some advice, gleaned from your offi-
cial duties in China.
I know you must be extremely busy, as you prepare
a shift over in high responsibilities, and I apologize for
bothering you. However, it was difficult to let this situa-
tion pass, if there were any way to help.
Anne and I congratulate you for another job well
done, and for the potential new post, although we think you
should be the Vice-President or higher.
Best to you and Bar. We look forward to seeing
you in Kennebunkport.
