Upon your nomination as Director of the Central Intelligence Agency.
To me, the President is putting you on the back burner to keep you
warm for the Vice Presidency. Everyone I talk to shares my view. In
fact, the New York Times leans more to you than the other contender
because of your diversified background and your charisma.
I spoke to an Italian victory rally in Nassau County, last night, and
the chatter was principally about your being tapped for Vice President.
You remember all the telegrams from the Italian-American organizations
across the country, to the President, endorsing you for Vice President.
They still feel very strongly on the this subject.

It is disappointing to read in the news that you oppose
the nomination of George Bush as Head of the C.I.A.
Ambassador Bush has gained the admiration and respect
of all those with whom he has dealt in every capacity where
he has served, and ably served, our Nation. He is a man of
unquestioned ability and integrity.
To oppose the romination of this splendid gentleman on
the ground that he has served as Chairman of the Republican
National Committee is ludicrous. If you follow that argument
to its logical conclusion, then anyone who has ever held a
political office, including all Senators and Congressmen,
should be excluded from appointment to high office.

Ambassador Bush, in my opinion, is the type of broad
gauge person who can see the overall complete picture of
government and its inner relationship with the C.I.A. His.
track record proves he has the outstanding leadership ability
to fill the post.
That he is "political", as you put it, does not detract
from his qualifications; indeed, it demonstrates that he has
concerned himself with good government to the extent that he
is willing to sacrifice much of his personal life to become
involved.

We have had a marvelous experience here
in China, peaceful, calm, fully consuming, and
totally interesting. Now we go back to contro-
versy and turmoil, to a job that I recognize is
one of the toughest there is, given the compli-
cated climate surrounding it. I would love to
chat with you about this sometime. I did not
seek the job, but my three years plus in
foreign affairs convinces me that it is
tremendously important.
In any event, we will be back in Washington,
and that means that maybe we will get to see the
Hartes more.

Congratulations! I know this wasn't your dream choice
but a man with your sense of duty won't have any
trouble adjusting.
With all the attention that the CIA has been getting
I think it is possible for you to place your imprint
on that activity of the United States in a fashion
that will be beneficial without sacrificing the
real value of the organization. Around the United
Nations the foreigners who know you were pleased
with the prospect of your holding the job as their
point of view was that a man with you sense of honor
would not be given to destructive activities inimical
to anybody's country.

We have settled back into the Arizona rhythm. I
am making rather frequent appearances on the subject
of the U.N. That has got to wear out by the end of
February. Meanwhile, I am trying to get the Arizona
Republican Congressional delegation to rationalize
our position to the extent that we are not facing
the possibility of wasting three incumbencies in an
ambitious struggle between two sitting Congressmen
to replace Paul Fannin in the Senate.

It is with joy that I look back over the year you spent campaigning
in Texas for the U.S. Senate. At that time, I knew you would be a
great asset to our nation even if you did not win the Senate seat.
How enjoyable it has been to me seeing you as Ambassidor to the United
Nations, then Liason to China, and now this most useful position as
Director of CIA. Lilian and I are very proud for you and thankful that
we have one of your ability to represent us.

office there since even as a child I had a love for Chinese people and

I always want to feel free to tell you both the good and the bad.
Attached is a story of which I am certain you are already familiar.
My assessment of the situation is that you will be confirmed, but
I would not be surprised if they postpone your hearing until the middle of
January. Your life and record speaks for itself. Of course, I become in-
furiated when anyone criticizes you. I have never known a man of greater
integrity and fairness than yourself. You have always put our country first.
In regard to the criticism that has been voiced about a "certain
donation" you received when you were a candidate for the Senate, I think
you know and I know where that originated. It first originated when you
were under consideration for the Vice Presidency. If you do not know, I
can assure you that Barbara and I know. I agree with Marvin Collins that
this is a smear which is totally uncalled for.

In regard to the other criticism, I am certain that this "same
person" is fanning the flames, but in your case, I am confident that it is
going to work out alright. Maybe most of the critics will let off their
steam to the press and then be "meek and mild" during the hearing.
