This is a mid-week report since we're about to gather the RNC in Houston. Expected
attendance is 138 members which is a tremendous turnout. If your schedule isn too

hectic next week, I'll slip over and give you a report on what transpires. (Incidentally
I neglected to mention after my last trip that Hal DeMoss asked me to passion "warm
regards to the broccoli eater!"
Jeanne went with meton a quick trip to Europe this past week. I addressed a meeting
of the Young President' Organization (YPO) in Vienna, which had about 400 people
(probably 3/4 American) plus spouses involved. It was a tremendously well organized

meeting, and provided a good recruiting ground for major donors. I also spoke to a
major investment seminar in Paris, and tried to give a strong boost to the Uruguay
Round: I pointed out that Kohl and Mitterand are still the keys to success of that
exercise, and added that it is imperative that they take a different attitude toward it now
that they chose to do last December.
We had Republicans Abroad events in both cities, and the one is Paris was excellent.
We stayed with the Curleys while there, and they both send their best. Walter plans to
try to help a bit from a distance as we try to breathe some life into the New York
VRepublican Party.
The Louisiana convention turned out about as well as could be expected. As you
undoubtedly know, Congressman Holloway got the official gubernatorial nomination,
thereby denying it to Duke. But he received only slightly more than a majority of the
votes, SO it was no big victory for him. That should leave Governor Roemer in a
relatively strong position, assuming his veto of their abortion legislation is not too
damaging.

of the party hierarchy has been objecting to White House and "national party"

interference in Louisiana politics. I'll be meeting with their RNC members in Houston
this week, and I will quietly suggest to the party chairman, Billy Nungesser, that he do
his criticizing in private!
The Strauss nomination was a good move. This is a such a critical time for the Soviet

Union that you need someone in Moscow who understands business and politics. I'm

not sure the Soviets can get through the political and economic reform process even
with guidance and support from you, Secretary Baker, and Ambassador Strauss, but
without some guidance they are in deep trouble. We got a few phone calls from party

surface!
The Thornburgh Senatorial candidacy is in the hands of the courts, as you know, but
we're reasonably confident that the final outcome will be satisfactory Were the extant
decision to be affirmed, both we and the Democrats would have to change electoral
procedures in a whole host of states. I did a fundraiser for Congressman Ritter early
this week, and there was lots of discussion of the issue since his is the home area of the
Bush Presidential Library Photocopy
Federal District Judge who ruled on the matter. People there are just astonished at and
totally surprised by what occurred. We do need a timely outcome, and that may
require skillful legal follow up in Pennsylvania.
In my last report I neglected to congratulate you on the fast track victory. That was a
sensational, heartwarming result in a rugged battle on a very critical issue. Your
personal intervention was crucial, and the world will benefit. The Democrats, of
course, chose the labor unions over Hispanics and we need to point that out over and
over again from now until November 1992.
Direct mail fundraising is still tough, but SO far we are keeping our heads above water.
We re giving considerable attention to our major donor program, and I ve begun to
good
invite small groups of Team 100 members and Eagles to the White House for breakfast
or lunch with me. They seem to like having an opportunity for some input in that
intimate environment, so I plan to keep doing it even though it is time consuming.

Since I left Camp David and the warm Bush hospitality, I have been traveling. I
know you get reports from everywhere in Europe, so this may be repetitive or boring.
But you may find some of these personal observations are tiled in the mosaic you must
observe.
Italy: Of course, the Secchias send their greetings. Peter brings enormous energy
to his job

He has
turned a suite of rooms in the residence into the "Bush Suite". Very nice.
Italy looks sleekly prosperous, better than I have ever seen it. I hope you can
take a little time off when you and Barbara are there. I am not saying you would be
canonized (right) but it might be close. The papers talk always of Pax Americana.
I was having dinner in Gubbio, a small charming medieval town between Florence
and Rome, with a bookseller and the police and security folks. It was a small group of
"real" Italians. The youngest cop suddenly rose mid-course with a toast to "President

Bush" and a wish that Italy will have leaders like you. Very moving and a great time.
The Italians still speak of Max Rabb. We are on a roll with Ambassador Secchia, too.
There is a new Labor Minister, a trade union head, who is trying to reform an incredibly
expensive pensions system. He seems confident he can. He's very sure of himself and a
favorite of the press; he bears some watching for future moves.
Morris
Switzerland and the ILO remain about the same. I stayed with Max Abram and
his new wife Bruna. He is a thoughtful, kind man, very in tune with you and Boyden on
the Civil Rights bill. He is quite in love with Bruna, a charming Italian who has worked
in the Human Rights organizations here. Very nice to see.
The new Director General of the ILO had just come back from Kuwait. He
wants to work closely with us, I found him a good choice and his observations about
Kuwait fascinating.
sadri (prince sadruttin Aga Khan)
Had dinner with your friends Sadin and Kath at their chateau where you used to
stay. The were both as lovely and welcoming as could be. If you ever wish to know
some of the "chatter" about his future, I will be happy to pass it on.

As we approach the first anniversary of your June 27, 1990
speech announcing the Enterprise for the Americas Initiative, and
its three pillars for building a broad-based partnership in the
Hemisphere, we can report significant progress on its trade

pillar.
Your initiative set forth a three-point plan to encourage
free market reform in Latin America: a successful Uruguay Round,
a free trade system linking all the Americas to begin with a free
trade agreement with Mexico, and framework agreements on trade
and investment. Now that Congress has approved fast track, we
can move forward with the Uruguay Round and the North American
Free Trade Agreement which, in turn, will pave the way for
negotiating free trade agreements with other countries or groups
of countries in the region.
As the first anniversary of your Initiative approaches, we
can document great progress on the third aspect of its trade
pillar. Thus far, we have concluded nine negotiating framework
agreements on trade and investment to open markets and develop
closer trade ties with nine nations (Bolivia, Chile, Colombia,
Costa Rica, Ecuador, El Salvador, Honduras, Peru, and Venezuela).
We plan to sign the first agreement with a group of countries
(Argentina, Bolivia, Uruguay, and Paraguay, the so-called
Southern Common Market or Mercosur) in June. In July, we expect
to sign another Agreement with a group of countries (members of
CARICOM -- comprised of 13 English-speaking Caribbean nations).
Our remarkable progress on negotiating these Agreements
testifies to the increasing commitment in the Western Hemisphere
to economic reform, liberalization, and democracy.

SUBJECT: Last Week's Trip to Europe
On Saturday, I returned from a week in Europe. In Paris I
attended the OECD Ministerial, where our delegation was very ably
led by Nick Brady, and I met with government and business
leaders. I also met with government and business leaders in
London and Bonn. The primary focus of all my meetings was the
Uruguay Round.
At the OECD Ministerial, the general tone of discussions on the
Round was positive. We made clear that the successful conclusion
of the Round remains a top U.S. priority. We declined to set an
explicit deadline for the Round that could force inadequate
results, stressing that real results should create the deadline.
Toward that end, we proposed an action plan whereby the technical
work in key areas of the Round would be completed by the end of
July. Our aim is to achieve tangible benefits in terms of
increased market access for manufactured goods, services,
government procurement, and agriculture, in order to ensure the
participation of a broad range of countries and political support
at home. We persuaded Canada, Australia, New Zealand,
Switzerland, and the Netherlands to exert pressure in the coming
weeks on the EC, the Latins, and the Southeast Asians to move the
negotiations.
The LDCs still will not negotiate in all areas of the Uruguay
Round unless there is progress in agriculture. In part, this
progress hinges on the EC's internal reform of the Common
Agricultural Policy (CAP). The EC Commission plans to have a
first draft of CAP reform available for discussion by the end of
June. In addition, GATT Director-General Dunkel plans by late
June to table a paper designed to narrow the options for
achieving agricultural reform in the Round. Despite this
activity, German officials cautioned us that the EC may not be in
a position to deal constructively with agriculture until
September or October.
It may be useful for a small group of us to discuss with you the
prospects for the Round before the Economic Summit in July.

Secretary Brady has discussed with Ambassador Hills the need for
Cabinet-level consideration of our Uruguay Round strategy.
Secretary Brady has indicated to me that once you have heard from
Carla on the OECD he would like in the next several weeks to
convene a small meeting with her and other Cabinet colleagues to
discuss our approach in the Uruguay Round.

GOVERNMENT AND THE KURDS, BELIEVE THE ONLY WAY IS PEACE,'
BARZANI, HEAD OF THE KURDISH DEMOCRATIC PARTY (KDP), TOLD
REUTERS ON SATURDAY.
PUBLICISING DETAILS OF THE DRAFT ACCORD FOR THE FIRST TIME,
HE SAID IT STIPULATED FREE ELECTIONS IN KURDISTAN IN THREE
MONTHS' TIME AND IN THE WHOLE OF IRAQ WITHIN SIX MONTHS TO A
YEAR.
BARZANI, 45, INTERVIEWED AMID THE RUBBLE OF HIS ANCESTRAL

BARZANI SAID THE HALT TO THE ALLIED WITHDRAWAL FROM NORTHERN
IRAQ THIS WEEK AND PROPOSALS FOR THE ALLIES OR THE UNITED
NATIONS TO GUARANTEE AN AUTONOMY AGREEMENT WOULD NOT ALTER HIS

LEFT ANKARA FOR NORTHERN IRAQ ON SUNDAY SAYING KURDISH LEADERS
MUST DEBATE A DRAFT AUTONOMY DEAL WORKED OUT WITH BAGHDAD.
THE ANATOLIAN NEWS AGENCY QUOTED TALABANI AS SAYING A DEAL
RUCK BY MASSOUD BARZANI, HEAD OF THE KURDISTAN DEMOCRATIC
PARTY (KDP), IN TALKS WITH THE IRAQI GOVERNMENT HAD NOT YET BEEN
APPROVED.
"THIS IS ONLY A DRAFT. ALL THE KURDISH LEADERS WILL DISCUSS
THIS. AGREEMENT WITH IRAQ IS POSSIBLE IF ALL THE LEADERS AGREE
ON THE DRAFT AND APPROVE IT," TALABANI SAID.
"THE MOST IMPORTANT THING IS TO ESTABLISH A DEMOCRATIC
REGIME AND A CONSTITUTION IN IRAQ," HE ADDED. "IT IS OF
SECONDARY IMPORTANCE WHETHER KIRKUK SHOULD BE INCLUDED IN
KURDISH AUTONOMY."
ANATOLIAN SAID TALABANI, HEAD OF THE PATRIOTIC UNION OF
KURDISTAN (PUK), HAD FLOWN TO DIYARBAKIR IN SOUTHEAST TURKEY AND
WOULD DRIVE FROM THERE TO THE IRAQI BORDER.
BARZANI SAID ON SATURDAY HIS DRAFT ACCORD WITH PRESIDENT
SADDAM HUSSEIN WOULD ENSURE FREE ELECTIONS IN KURDISTAN IN THREE
MONTHS' TIME AND IN IRAQ WITHIN SIX MONTHS TO A YEAR.
HE SAID THE EXACT BORDERS OF KURDISTAN HAD YET TO BE AGREED,
BUT THE OIL CENTRE OF KIRKUK WOULD BE JOINTLY ADMINISTERED.
"AFTER 30 BLOODY YEARS I THINK ALL OF US, THE (IRAQI)
GOVERNMENT AND THE KURDS, BELIEVE THE ONLY WAY IS PEACE, HE
TOLD REUTERS IN HIS ANCESTRAL VILLAGE OF BARZAN, NORTHERN IRAQ.
BARZANI SAID HE HOPED TO MEET TALABANI WITHIN TWO DAYS, BUT
SOME OTHER KURDISH FACTIONS HAD ALREADY APPROVED THE DEAL.
"I DON'T KNOW IF THE AGREEMENT WILL BE SIGNED THIS WEEK BUT
IT WILL BE SIGNED," HE SAID. "NOW WE CAN GO BACK AND SIGN. WITH
THE SUPPORT OF THE KURDISH PEOPLE."
TALABANI MET SADDAM IN BAGHDAD IN APRIL, BUT LATER TURNED
OVER NEGOTIATIONS ON AUTONOMY FOR IRAQ'S 3.5 MILLION KURDS TO
HIS FORMER RIVAL BARZANI.
KURDISH PARTIES ACCEPTED SADDAM'S OFFER OF TALKS AFTER THE
SUPPRESSION OF THEIR UPRISING IN MARCH CAUSED UP TO TWO MILLION
KURDS TO FLEE IN TERROR TOWARDS THE IRANIAN AND TURKISH BORDERS.
TALABANI SAID 10 DAYS AGO THAT SADDAM'S INSISTENCE ON
MONOPOLISING POWER WAS A MAJOR OBSTACLE IN AUTONOMY TALKS.
"THE BAATH PARTY HAS DRAFTED A CONSTITUTION WHICH IS NOT
ACCEPTABLE TO US," HE TOLD REUTERS. "THE DRAFT IS ENSHRINING THE

Since I left Camp David and the warm Bush hospitality, I have been traveling. I
know you get reports from everywhere in Europe, so this may be repetitive or boring.
But you may find some of these personal observations are tiled in the mosaic you must
observe.
Italy: Of-course, the Secchias send their gréetings. brings enormous energy
to his job

turned a suite of rooms in the residence into the "Bush Suite". Very nice.
Italy looks sleekly prosperous, better than I have ever seen it. I hope you can
take a little time off when you and Barbara are there. I am not saying you would be
canonized (right) but it might be close. The papers talk always of Pax Americana.
I was having dinner in Gubbio, a small charming medieval town between Florence
Bush Presidential Library Photocopy
and Rome, with a bookseller and the police and security folks. It was a small group of
"real" Italians. The youngest cop suddenly rose mid-course with a toast to "President
Bush" and a wish that Italy will have leaders like you. Very moving and a great time.
The Italians still speak of Max Rabb. We are on a roll with Ambassador Secchia, too.
There is a new Labor Minister, a trade union head, who is trying to reform an incredibly
expensive pensions system. He seems confident he can. He's very sure of himself and a
favorite of the press; he bears some watching for future moves.
Morris
Switzerland and the ILO remain about the same. I stayed with Max Abram and
his new wife Bruna. He is a thoughtful, kind man, very in tune with you and Boyden on
the Civil Rights bill. He is quite in love with Bruna, a charming Italian who has worked
in the Human Rights organizations here. Very nice to see.
The new Director General of the ILO had just come back from Kuwait. He
wants to work closely with us, I found him a good choice and his observations about
Kuwait fascinating.
sadri (Prince sadruttin Aga Khan)
Had dinner with your friends Sadin and Katy at their chateau where you used to
stay. The were both as lovely and welcoming as could be. If you ever wish to know
some of the "chatter" about his future, I will be happy to pass it on.
Had a private dinner (the two of us in jeans) with Begum Aga Khan. She is a
hoot.
Long talks with Land Kirkland. He is replacing Kenny Young, his long-time alter
ego and communications guru, with Jim Baker. (Not that Jim Baker.) This one is a
younger type who has been in charge of the ILO and Europe. Good speaker, fluent in
French, et al. One cannot help but think this is a signal. Lane is not going to retire. He
is bringing in a new, very qualified player.
Women workers went on strike in Switzerland for one day - the day I addressed
the ILO on the changed work force and women's roles. Life has wonderful ironies.
Last, if I can be at the Bulls reception at the White House, I will shamelessly
agree to everything you ask for at least two minutes. My Bulls t-shirt is a big hit in
Europe -- no remarks please.
Mr. President, thank you for this and all of my life's current opportunities. I hope
I do you and our nation good service.

He has
turned a suite of rooms in the residence into the "Bush Suite". Very nice.
Italy looks sleekly prosperous, better than I have ever seen it. I hope you can
take a little time off when you and Barbara are there. I am not saying you would be
canonized (right) but it might be close. The papers talk always of Pax Americana.
I was having dinner in Gubbio, a small charming medieval town between Florence

and Rome, with a bookseller and the police and security folks. It was a small group of
"real" Italians. The youngest cop suddenly rose mid-course with a toast to "President
Bush" and a wish that Italy will have leaders like you. Very moving and a great time.
The Italians still speak of Max Rabb. We are on a roll with Ambassador Secchia, too.
There is a new Labor Minister, a trade union head, who is trying to reform an incredibly
expensive pensions system. He seems confident he can. He's very sure of himself and a
favorite of the press; he bears some watching for future moves.

Switzerland and the ILO remain about the same. I stayed with Max Abram and
his new wife Bruna. He is a thoughtful, kind man, very in tune with you and Boyden on
the Civil Rights bill. He is quite in love with Bruna, a charming Italian who has worked
in the Human Rights organizations here. Very nice to see.
The new Director General of the ILO had just come back from Kuwait. He
wants to work closely with us, I found him a good choice and his observations about
Kuwait fascinating.

Had dinner with your friends Sadin and Katy X at their chateau where you used to
stay. The were both as lovely and welcoming as could be. If you ever wish to know
some of the "chatter" about his future, I will be happy to pass it on.
Had a private dinner (the two of us in jeans) with Begum Aga Khan. She is a
hoot.
Long talks with Land Kirkland. He is replacing Kenny Young, his long-time alter
ego and communications guru, with Jim Baker. (Not that Jim Baker.) This one is a
younger type who has been in charge of the ILO and Europe. Good speaker, fluent in
French, et al. One cannot help but think this is a signal. Lane is not going to retire. He
is bringing in a new, very qualified player.
Women workers went on strike in Switzerland for one day - the day I addressed
the ILO on the changed work force and women's roles. Life has wonderful ironies.
Last, if I can be at the Bulls reception at the White House, I will shamelessly
agree to everything you ask for at least two minutes. My Bulls t-shirt is a big hit in
Europe -- no remarks please.
Mr. President, thank you for this and all of my life's current opportunities. I hope
I do you and our nation good service.
