Pool Report
The president came back from Camp David by motorcade
Sunday afternoon, partly to attend the last performance of
Michael Crawford performing the music of Andrew Lloyd Webber
at the National Theater.
The president and first lady were accompanied for the
evening by Senator Alan K. Simpson, and his wife. They
arrived just as the show was about to begin and sat in a
box on the left side of the theater. Although Mr. Bush
sat closest to the wall, both he and the first lady, who
was dressed in a bright, red suit were easily visible to
much of the audiance.
Patrons of the sold out show were abit put out by.
the intrusion of your pool. "Hey, do you guys have seats?"
someone yelled. The management also was unhappy because
there were no extra seats and the pool was considered a
nuisance in the aisles. A compromise was reached when
the reporters were allowed to stay in the theater and the
photos were kind enough to wait next door in a bar.
Mags were also set up in the lobby--another anoyance to
the patrons
But when Michael Crawford recognized the president
at the end of the-show, the audiance clapped, just as it
had when he first arrived and when he returned from
intermission after a mix and mingle with the cast. He's
lucky he wasn't at a sporting event, where the fans are
usually much ruder.
The presidential party remained for every encore,
returning to the White House at 10.40 p.m. Thirteen
vehicles were required to make the three-block from
the White House to the National. All returned safely.

I thought you might be interested to hear that Amy Grant has been
working with the Office of National Service to help thank and
recognize "Points of Light".
Amy Grant has been giving tickets to Daily Points of Light in each
city along her current fall tour. To date, we have coordinated 10
of her shows to have a representation of Daily Points of Light in
the audience. In a couple of cities Amy has been able to meet with
the Points of Light backstage.
Media advisories are sent out to various media markets in each city
she performs in which produces a great deal of press.

heartwarming experience. After it was over, Mike O'Reilly, my boss,

President has personally made the awards (that Carter may have

Thank you for your birthday card!
I am in Argentina and we are expecting the largest and most
extensive Crusade in the history of my ministry. I deeply
appreciate your message to President Menem. He has invited
me to see him this coming Monday, shortly after which he
comes to the States and will be seeing you.
This is certainly a potentially wealthy, progressive
country. I have toured here twice before and have never.
quite understood why they are not one of the leading
industrial countries in the world.
I got a wonderful letter today from your brother John,
inviting me to visit them when in New York. He mentioned
your Mother, and I think of her constantly, and Ruth and I
pray for her daily. Ruth had to stay home this time because
of her bad hip.
I hope the loss of Mr. Thornburgh in Pennsylvania does not
discourage you. There is no doubt that the economic
situation will be a major factor next year, but in my
judgment your opponents have no person of major stature to
run against you. The people will never forget all the
wonderful things that you have done for the country and the
world during your first term. You can certainly count on my
support.
When I saw pictures of your home in Kennebunkport I felt as
though I were watching a disaster of my own home. You and
Barbara have made Ruth and me feel SO much at home at that
wonderful place. I am delighted you are rebuilding it.
I wish I could have been with you all at the dedication of
the Reagan Library. He was kind enough to invite me but I
felt I had to keep my appointments here. I'm sure that he
and Nancy understood. You have certainly been a wonderful
and loyal friend to him.

November 10-16. Secretary Madigan will travel to Rome where he
will attend the U.N. Food and Agriculture Organization (FAO)
conference and participate in bilateral meetings. On November
12, Madigan will address the FAO conference. Topic: the role of
agriculture in global political and economic change.
COMMERCE
November 12. Secretary Mosbacher will meet with Nippon Telegraph
and Telephone Corporation Chairman Haruo Yamaguchi and President
Masashi Kojima. Topic: U.S.-Japan telecommunications issues.
November 13. Mosbacher will travel to Philadelphia to
participate in a National Export Initiative conference.
November 14. Mosbacher will travel to Baltimore to participate
in a National Export Initiative conference. Administrator Saiki
will also address the conference.
November 15. Mosbacher will participate in an interview for
Congressman Sherwood Boehlert's "Washington Review, " to be
broadcast in his upstate New York district Topics: the economy

November 12-22, Commerce officials will lead an oil and gas
mission to Siberia. Fourteen U.S companies that sell equipment,
technology, and engineering services will participate in the
mission. Siberian officials are interested in ventures that will
allow them to refurbish existing oil wells.

EDUCATION
November 11. Secretary Alexander will address the National
Association of State Universities and Land Grant Colleges.
Topic: the America 2000 education strategy. The 104-year-old
association represents 148 institutions of higher learning that
enroll approximately 2.7 million students. Director Bromley will
also address the group.
November 13. Alexander will travel to Detroit to join Governor
John Engler at the Michigan 2000 kickoff. While in Michigan,
Alexander will visit a local school and meet with the editorial
boards of the Detroit Free Press and the Detroit News. Topic:
Michigan 2000.
November 14. Alexander will join the President at the White
House to meet. with the Presidential Advisory Committee on
Education Excellence for Hispanic Americans. Topic: improving
education for Hispanics.
November 15. Alexander will travel to Kingsport, Tennessee for
the Upper East Tennessee 2000 kickoff. While in Kingsport,
Alexander will meet with the editorial board of the Times-News.

ENERGY
November 15. Secretary Watkins will meet with U.S. Nuclear Waste
Negotiator David Leroy. Topic: recent efforts to find a
suitable site for storage of high-level nuclear waste.
November 16. Watkins will travel to Tokyo for a series of
meetings with Japanese government officials. Topic: Japanese
financial contribution to the superconducting supercollider
project.
HEALTH AND HUMAN SERVICES
November 9. Secretary Sullivan will participate in an interview
on CNN's Newsmaker Saturday Topic: health care reform.
November 10. Sullivan will address the Association of American
Medical Colleges Topics minority health disparities, training
minority health professionals and the department' commitment to
historically black colleges.
November 12. Sullivan will join the Vice President at a press
conference to announce recommendations to reform the federal drug
approval process. The reforms would implement new Food and Drug
Administration procedures to expedite the development and review
of drugs used to treat life-threatening illnesses.

November 13. Sullivan will travel to Rapid City, South Dakota to
attend a summit with local health officials on childhood
immunization. This is the third in a series of visits by
Sullivan and other HHS officials to promote public awareness
about immunization and to coordinate local and federal disease
prevention efforts.
November 13. The Food and Drug Administration's General and
Plastic Surgery Devices Panel will discuss seven pre-market
approval applications for silicone gel-filled breast implants.
The panel will eventually make recommendations to the FDA for
final approval of these products. This issue has generated
considerable media attention.
November 14-18. Sullivan will travel to Stockholm, Sweden to
address the Karolinska Institute, the leading biomedical research
institute in Europe. Topics: biomedical technology and funding
for biomedical research in the United States. While in
Stockholm, he will meet with Swedish Minister of Health and
Social Affairs Bengt Westerberg. Sullivan will also tour a
number of health and social service facilities in Stockholm
including a drug treatment center, a day care center, a
pharmaceutical manufacturer, and the state alcohol control board.
HOUSING AND URBAN DEVELOPMENT
November 10. Secretary Kemp will appear on CBS's "Face the
Nation." Topic: the Administration's anti-poverty initiatives.
November 11. Kemp will address a GOPAC breakfast. Topic:
economic development in the inner city.
November 12. Kemp will address the Family Research Council, a
public policy group dedicated to advancing family values. Topic:
the importance of strong families in fighting poverty. Later,
Kemp will attend a fundraising reception for Congressman Gary
Franks. Secretary Martin will also attend the reception.
November 13. Kemp will address the "Social Compact" dinner,
sponsored by a group of banks, insurance companies, and thrifts
dedicated to expanding housing investment in low-income
communities
November 14. Kemp will meet with representatives of the National
Association of Homebuilders. Topic: affordable housing. Later
Kemp will fly to Charleston, South Carolina to address the
Fortune 500 Forum, a gathering of presidents and chief executive
officers of major corporations. Topic: fighting poverty through
job creation and economic growth. Secretaries Cheney and Martin
will address the Forum on November 15.

November 12. Secretary Lujan will address the President's
Council on Integrity and Efficiency, which includes a number of
federal inspectors general. Director Martinez will also address
the conference. Topic: the importance of measuring the
effectiveness of federal drug control programs.
November 14. Lujan will travel to San Idelfonso Pueblo, New
Mexico to address the Cultural Heritage and Historic Preservation
Conference. Topic: "Keepers of the Treasures."
JUSTICE
November 12. Acting Attorney General Barr will appear before the
Senate Judiciary Committee for his confirmation hearings.
November 13. Acting Attorney General Barr will address the
Postal Inspection Service's Management Conference. Topic: law
enforcement coordination and cooperation.
LABOR
November 12. Secretary Martin will meet with National Drug
Advisory Council Chairman William Moss. Topic: the Council's
proposal's on a drug-free workplace to be presented to the
President. Later, she will participate in the PBS live video-
conference "Educating to Compete." Topics: education
partnerships, America's competitiveness, and the Secretary's
Commission on Achieving Necessary Skills (SCANS) report. That
evening, Martin will host a dinner at the department for the
House Republican Whips.
November 13. Martin will participate in an interview for the
Food Marketing Institute's Issues Bulletin Topics: child
labor laws and the supermarke industry and workplace
discrimination.
November 14 Martin will travel to Charleston, South Carolina to
attend a fundraiser for the South Carolina Republican Party.
STATE
November 10-16. Secretary Baker will travel to Tokyo, Seoul, and

November 11. Secretary Skinner will travel to the Napa Valley to
address the Airport Consultants Council (ACC) conference.
Skinner is the recipient of the ACC's Aviation Award of
Excellence. Topic: aviation industry issues.
November 12. Skinner will meet with members of the House Select
Committee on Narcotics. Topic: progress in the war on drugs.
November 13. Skinner will attend a reception in honor of David
Brinkley, celebrating the 10th anniversary of ABC's "This Week
with David Brinkley.'
November 14. Skinner will travel to Massena, New York to attend
the St. Lawrence Seaway Development Corporation's re-christening
of its tug, Robinson Bay.
November 15. Skinner will hold a courtesy meeting with
representatives of the Northwest Indiana Forum, a coalition of
government and business leaders interested in the site of the
third Chicago-area airport. Later, he will host a ceremony for
the signing of the Memorandum of Understanding (MOU) between the
department and the Hispanic Association of Colleges and
Universities (HACU). The MOU will increase educational
opportunities offered by the department for students of member
institutions of the HACU. He will also hold a courtesy meeting
with Japan Airlines Chairman Susumu Yamaji.
TREASURY
November 15. Secretary Brady will hold a breakfast meeting with
Argentinean President Carlos Menem.
November 15. The Office of Thrift Supervision will conduct a
field hearing Orlando, Florida on the credit crunch.
UNITED STATES TRADE REPRESENTATIVE
November 10-14. Ambassador Hills will travel to Seoul, Korea to
participate in the Asia Pacific Economic Cooperation Ministerial
meeting. Secretary Baker will also attend the meeting. While in
Seoul, Hills will hold bilateral meetings with her Ministerial
counterparts Topic: the Uruguay Round and bilateral trade
issues.
November 15-16. Hills will travel to Tokyo for meetings with
U.S. and Japanese leaders. Topic: the Uruguay Round and
bilateral trade issues.

VETERANS AFFAIRS
November 11. Secretary Derwinski will participate in Veterans
Day observances with the President at Arlington National
Cemetery.
November 14. Derwinski will participate in a wreathlaying
ceremony with Alesky II Patriarch of Moscow and All Russia at the
Tomb of the Unknowns, Arlington National Cemetery.
November 15. Derwinski will join the President for a courtesy
visit with Alesky II Patriarch of Moscow and All Russia.
AGENCY FOR INTERNATIONAL DEVELOPMENT
November 11-23. Administrator Roskens will travel to Ecuador,
Chile, Bolivia, and Brazil to review AID programs.
COUNCIL OF ECONOMIC ADVISERS
November 12-13. Chairman Boskin will travel to Paris where he
will chair the Economic Policy Committee meetings of the
Organization of Economic Cooperation and Development (OECD).
COUNCIL ON ENVIRONMENTAL QUALITY
November 12. Chairman Deland will participate in an interview
for the PBS television show "Technopolitics." Topic: the
President's environmental record. Appearing with Deland will be
syndicated columnist Warren Brookes.
November 13. Deland will meet with Federation of Austrian
Industrialists President Heinz Kessler. Topic: the President's
Commission on Environmental Quality. The federation is the
Austrian counterpart of the National Association of Manufacturers
and has over 2000 members.
November 14 Deland will participate in an interview with New
York Times columnist Tom Wicker. Topic: general environmental
issues and the President environmental record
ENVIRONMENTAL PROTECTION AGENCY
November 12. Administrator Reilly will travel to Wilmington to
meet with Delaware Secretary of Natural Resources Edwin Clark and
members of the U.N. Business Council for Sustainable Development.
Topic: general environmental issues.

November 12. As required by the Clean Air Act, EPA will release
a final rule setting a new timetable for compliance with
particulate emission standards for urban bus engines.
November 14. Reilly will participate in an interview with the
Washington Post. Topic: general environmental issues. Later,
Reilly will participate in an interview with editors of the
Leesburg Newspaper on the same topic. Reilly also will
participate in an interview with People Magazine. Finally,
Reilly will meet with Senator John Breaux. Topic: general
environmental issues.
November 15. Reilly will meet with Ukrainian Environment
Minister Yuri Shcherback. Topic: cooperation on environmental
issues. Later, Reilly will meet with Canadian Environment
Minister Jean Charest. Topic: various U.S.-Canadian

November 15. Pursuant to a court-ordered deadline, EPA will
propose new national emission standards for an industrial solvent
commonly used in the dry cleaning industry. This emission
standard will be the first proposed to control hazardous air
pollutants listed in the air toxics provision of the new Clean
Air Act.
FEDERAL EMERGENCY MANAGEMENT AGENCY
November 10. Director Stickney will address the National
Coordinating Council on Emergency Management in Kansas City,
Kansas. Topic: integrated cooperation.
NASA
November 13-14. Admiral Truly will participate in a meeting of
the NASA Advisory Council, a regular forum for discussion of
developments in NASA programs.
OFFICE OF NATIONAL DRUG CONTROL POLICY
November 13. Director Martinez will meet with Latin American
journalists. Topic: his upcoming trip to Europe and European
cooperation in international drug control initiatives.
November 15. Martinez will join the President at Camp David for

UNITED STATES INFORMATION AGENCY
November 12. Director Catto will meet with Foreign Student
Service Council Chairman of the Board Richard Murphy and
Executive Director Frances Bremer. Topic: student enrichment
programs.
November 15. Catto will deliver the Oscar Iden Lecture at
Georgetown University, sponsored by its School of Foreign Service
and the Institute for the Study of Diplomacy. Topic: thoughts
on public diplomacy in the information age.
RELEASES
November 12. Release of Owning Farmland in the United States
(Agriculture). The report reveals that U.S. farmland is held by
fewer owners now than at any other time in this century. Nearly
half of all U.S. farmland is held by about 4 percent of all
farmland owners. Over 40 percent of the 833 million acres of

private farmland is held by owners or organizations that do not
operate farms themselves.
November 13. Release of the Producer Price Index (PPI) for
October (Labor). Finished goods prices edged up by 0.1 percent
in September, but are decreasing at a 0.9 percent annual rate
through the first nine months of the year. Markets expect little
or no change in the October index.
November 14. Release of the Livestock and Poultry Situation and
Outlook Report summary (Agriculture). The report indicates that
large red meat and poultry supplies are pressuring livestock and
poultry prices downward. During 1992, retail prices of red meat
and poultry are expected to be lower than in 1991, due to
abundant supplies.
November 14. Release of the Consumer Price Index (CPI) for
October (Labor).
November 14. Release of the Retail Sales figures for October
(Commerce). Sales rose by 0.7 percent in September, more than
offsetting a 0.6 percent decline in August. Most of the
September gain resulted from a jump in retail automobile sales.
Markets are projecting a slight decline in the level of sales in
October.
November 15. Release of figures on industrial production and
capacity utilization for October (Federal Reserve Board).
Industrial production edged up by 0.1 percent in September
following no change in August. Employment data already available
point to little change in the October industrial production
index.
November 15. Release of figures on business inventories for
September (Commerce). Inventories eased by 0.1 percent in August
following no change in July. Data already available for
September showed manufacturers' inventories rising by 0.4
percent.

UPDATE
November 5. The Department of Interior issued a proposed rule to
list the Mexican spotted owl as a threatened species under the
Endangered Species Act. The owl is found in parts of central
Colorado, Utah, Arizona, and western Texas.
The Voice of America's Creole Service has resumed expanded
broadcasting to Haiti, with two additional half-hour programs
each day. USIS Port-au-Prince cabled that VOA reports on Haiti
and international response to the crisis since the Cedras coup
are frequently cited by local radio and press.
The Office of Personnel Management has authorized a 25 percent
hazard/physical hardship pay differential for GS employees
verifying nuclear weapons tests at the Soviet sites of
Semipalatinsk and the Novaya Zelya archipelago. Fewer that 25
employees would be covered from the Department of Energy, the
Department of the Interior, and the On-Site Inspection Agency, an
agency of the Department of Defense.

ON THE HORIZON
November 20. EPA will release the 1990 National Air Quality and
Emissions Trends Report, which reviews the findings on national
progress in reducing the major air pollutants from 1981 to 1990,
and to provide a one-year recap of Clean Air Act implementation.
In late November, EPA will publish state operating permit
regulations, which simplify EPA oversight of state programs and
enforcement of industry air pollution control requirements. EPA
also intends to release regulations requiring the sale and use of
reformulated gasoline and oxygenated fuels to reduce smog and
carbon monoxide in accordance with the new Clean Air Act. In
addition, EPA will publish a final rule that will establish a
nationwide standard for carbon monoxide emissions during cold
weather conditions.
