(and repeated again), "Dottie Bush was the
closest friend I had in Washington. She always
took more personal interest in me and our family

I realize that death can be, for them, a form of

MEMORANDUM FOR THE PRESIDENT

SUBJECT:
TRIP TO CHINA AND HONG KONG
My first ever visit to China -- and the widespread
expressions of support my trip received from the U.S. business
community here and overseas -- have underscored the effectiveness
of your policy of engagement.
I was well received in my meetings with the Chinese and our
conversations were candid and constructive, but significant areas
of concern still remain in the relationship. Both the U.S.
government and U.S. companies must continue to follow up and
aggressively pursue business in China. I am pleased to report
that our mission advanced this process and was successful on
three counts: (1) moving ahead with implementation of the market
access and intellectual property rights (IPR) agreements, (2)
setting the stage for further progress through the Joint
Commission on Commerce and Trade (JCCT), and (3) bringing home
nearly $1 billion in contracts for companies in the United
States.
Joint Commission on Commerce and Trade
The accomplishments of the JCCT, which I reconvened with
Ministry of Foreign Economic Relations and Trade (MOFERT)
Minister Li Langing, and which exceeded my expectations are:
progress on implementation of the market access and IPR
agreements (but aggressive follow-up is essential) ;
formation of a new working group on business development to
push for major project opportunities for U.S. firms;
renewal of trade promotion efforts, including seminars
intended to aid China in its reforms and its efforts to open
the services sector;
agreement to negotiate a MOU on end-use checks for dual-use
technology; and
agreement to explore resuming bilateral investment treaty
(BIT) negotiations.
The JCCT working groups now have a full agenda and intend to
meet quarterly -- with the benefits of this renewed and ongoing
effort likely to come down the road.

Business for U.S. Companies
We came home with nearly $1 billion in contracts. Of
particular significance was a $800 million deal with China
Southern Airlines, involving the purchase of six Boeing 777s.
This deal had been frozen prior to my trip. However, I raised
the need for concrete accomplishments with China's Aerospace
Minister in Washington the week before my departure for China,
and the Chinese responded. MOFERT Minister Li, in our first
bilateral meeting, told me the Chinese wanted to sign the Boeing
contract during my visit as a sign of their intention to address
U.S. trade and investment concerns.
Other contract wins included telecommunications equipment
sales by AT&T (Oklahoma) and a Northern Telecom facility in North
Carolina valued at $10 million each, and North Carolina-based
Bouligny's $20 million sale of chemical processing equipment.
AT&T in particular said my meeting in Washington with China's
Telecommunications Minister and the mission to China were factors
in this contract win -- the first sale of AT&T digital switching
equipment to a new customer in China since 1986. In addition, we
learned from another U.S. company that my visit had helped lead
to a Chinese letter of intent to purchase some $400 million in
power generating-related equipment.
I visited Shenzhen -- one of the first Special Economic
Zones -- to underscore U.S. support of economic reforms. The
growth is astonishing and very visible in this fastest growing
area in the world. While there, I opened an American business
center, visited local entrepreneurs doing business with U.S.
firms, and witnessed a signing ceremony for the largest gas
turbine that General Electric has ever sold in southern China.
GE believes this win will serve as a forerunner to even more
business in China.
Bilateral Meetings
Premier Li Peng acknowledged receipt and gratitude for your
message to President Yang Shangkun, which I had delivered in my
first meeting with MOFERT Minister Li. Throughout my meetings, I
was encouraged by the expressed Chinese commitment to reforming
their economy and spurring more trade with the United States.
Premier Li raised the need for unconditional MFN status,
liberalization of export controls, more U.S. investment and the
removal of remaining sanctions. He did not mention the sale of
F-16s to Taiwan and USTR Hills' visit to Taipei, although these
issues were raised in Assistant Secretary Clark's meetings at the
Foreign Ministry. On a personal note, Premier Li also conveyed
his and President Yang's best wishes and appreciation to you, and
their hope that their "old friend" will visit them soon.

Minister Li Langing was forthcoming in seeking constructive
ways to bridge differences and strengthen trade ties, and
underscored the need for U.S. businesses to participate in the
Chinese market. He said American companies came early to China
but often did not follow up. I replied that, while some U.S.
firms may have been daunted by the immense difficulties of
entering the Chinese market, I sensed a real change now, as U.S.
companies take a new, long-term perspective on opportunities in
China.
In all my meetings, I pushed for full implementation of the
recent market access and IPR agreements, and emphasized the need
for China to act to reduce the U.S. trade imbalance. (Our
deficit with China is our second largest.) I also noted that
expanding our commercial relationship would depend to an
important degree upon continued progress on human rights and
proliferation.
My bilateral meetings were structured so that the high-level
business delegation traveling with me -- which included the
chairman (or president) of Eastern Computers, Foster Wheeler,
Hughes Aerospace, McDonnell Douglas, Ingersoll-Rand and the U.S.-
China Business Council, among others -- also had the opportunity
to express their concerns. They delivered three messages:
(1) China must improve its business and investment climate; (2)
U.S. businesses are ready to supply products to meet China's
infrastructure needs; and (3) Chinese efforts to purchase more
U.S. goods and services and reduce the trade imbalance are the
best way to ensure continued MFN status.
Hong Kong
In my meeting with Governor Patten and a speech to more than
300 members of the American Chamber of Commerce, I underscored
U.S. support for our considerable investment and trade with Hong
Kong, and stressed the importance of the continuity of contracts.
These themes were strongly supported by the U.S. and Hong Kong
business communities. To further support this message, I visited
America's largest investment project in Hong Kong, the Sealand
(part of CSX) container terminal.
My meeting with Governor Patten was friendly and frank. We
covered a broad range of issues, most notably MFN for China. He
was clear in stating that the MFN debate in the United States
should not be linked to his democratization proposals. He also
indicated his strong support for Hong Kong's efforts to prevent
Chinese textile transshipments and maintain transparent and fair
procurement practices for major projects.

Annie and I would like to thank you and Mrs. Bush not only for your wonderful
hospitality at Camp David - it was a day we shall always remember - but for all
the many personal kindnesses you both have shown us since our arrival in
Washington. Above all, however, and on behalf, I am sure, of many of my
fellow-countrymen, I would like to express my own profound admiration for your
achievements as President of the United States. It would indeed appear that many
people have short memories. I would like to assure you that we do not. We
remember that we have never had a truer friend or more powerful ally or more
successful leader of the free world. The liberation of Panama, the reunification of
Germany, the ending of the Cold War and the defeat of Saddam Hussein are what
your Presidency will be remembered for long after the campaign is forgotten. I
have no doubt that any future historian is going to regard it as the apogee of the
American century. The culmination of all our efforts since the war; and if people
for the moment believe, falsely, that they can turn inwards again, it is precisely
because of your extraordinary accomplishments. It is small consolation, I know,
that the same thing happened to Winston Churchill after the war, and for the same
reasons. One can imagine the disappointment he must have felt, after all his
extraordinary efforts.
At the party given for you and Mrs. Bush by the National Security Council staff,
Jonathan Howe spoke for every one of us. It has been an extraordinary privilege
to work with Brent Scowcroft and with the other members of the most remarkable
and dedicated foreign and national security policy team any of us has seen, or ever
will see. They have as much to be proud of as George Marshall and Dean
Achison did and are, by all of us, as highly respected as they were. We also have
liked to think of ourselves as members of your team. And we do think that
history, and doing the right thing, are more important than the media.
I am sorry that this is not a more eloquent letter; but at least it comes from the
heart. We wish you a happy Christmas with your wonderful family. We thank
you for all your kindness; and we would like you to know that there are many in
