Mr. Gates began the meeting by discussing the process for
decision on the issues. He said that after today's meeting,
there would be an NSC meeting on Tuesday (April 17, 1989) and
that the President would then make decisions in concert with
Secretary Cheney. ($)

Mr. Gates continued that he wanted to start today's meeting with
ICBM modernization and in particular a discussion of whether ICBM
modernization is needed and how urgently, options for
modernization, views on those options, and then turn to SDI basic
choices and specific options. ($)
Mr. Gates began discussion of ICBM modernization by noting that
there were tradeoffs in terms of dollars and also in terms of
arms control. Thus a MIRV' mobile missile ban, different mobile
missile verification options, and limits on exercises all have a
bearing on choices for mobile ICBM modernization. With that
introduction, Mr. Gates called on Amb. Wolfowitz. (8)
Amb. Wolfowitz noted that the NSR 12 paper is long but there had
been an executive summary distributed subsequently. He said that
because silo-based ICBMs are at risk, they can no longer play all
roles. In practice they are no longer a hedge against the
Soviets holding bombers or submarines in port at risk. Instead
of two survivable legs of the triad, we have two vulnerable legs.
This does not mean there is no deterrence, but we do have less
confidence. Silo vulnerability creates pressure to make a "use
or lose" decision. Because of that, we have no secure reserve
force. Shifting even a portion of the ICBM force to mobile
basing would ameliorate the situation. In effect, we would have
another leg that we could be highly confident was survivable.
Some argue that we might improve survivability even more if we
de-MIRV silo-based missiles. ($)
Nonetheless, there remain two alternatives: MX on railroad cars;
and SICBM carried by a hard, mobile launcher. Peacekeeper is
cheaper, available starting 2-3 years before IOC of the SICBM
(and 10 years before FOC for the SICBM) but, absent strategic
warning is susceptible to surprise attack. SICBM is survivable
with only tactical warning in Northern basing, and survivable
virtually without warning in Southwestern basing. There are also
three suboptions for Peacekeeper. ($)
Mr. Gates stopped Amb. Wolfowitz and asked what he characterized
as the broadest of questions, is modernization needed? Is there
a general view that it is needed? ($)
Gen. Herres noted that the NSR 12 paper says it is needed.

Amb. Wolfowitz resumed by saying that there are three Peacekeeper
sub-options: buying 50 new missiles; rebasing the 50 missiles

currently in silos; or both, ending with 100 missiles on railroad
cars. The options differ by cost and the number of missiles
available. All are highly flexible. All would provide crisis
management options. Deploying some or all missiles into the rail
net would not be provocative or destabilizing. The missiles
could be launched anywhere. The deployment would be analogous to
sending submarines to sea or generating bomber forces. (8)
Amb. Wolfowitz continued that there are also three small ICBM
options. The options differ on where the missiles are based.
Northern basing is cheaper but depends on dash on tactical
warning. Southwestern basing on government land would allow
constant movement. A mixed option, with some missiles in each
place would differ by only a small percentage of the cost, about
$2 billion. Northern basing makes crews vulnerable. Southwest
basing would require direct Soviet attack. However, it would
entail greater environmental concerns. ($)
It would also be possible to select an option melding the
Peacekeeper and SICBM options with strategic warning of benefit
to the MIRV'd Peacekeeper and tactical warning sufficient for the
flexible, single warhead missile. This would combine the
earliest possible deployment with later solution of the "bolt
from the blue" and potentially greater threat from SLBMs
problems. However, the option would cost more. (8)
Mr. Gates noted that this was a discussion that could last one
hour, three weeks, or fifteen years, but that in any case, he
would like to hear agency views on the tradeoffs, preferences
among options, and arms control considerations.

Gen. Schlossberg said that State was comfortable with a mix of
road and rail options, that they were not firm on the numbers,
but that less than three hundred seemed to be right. He noted
that although the cost goes up with the mixed option, it is the
way to go because it is most important that the decision be
politically sustainable. The mix would also support our arms
control negotiators. ($)
Gen. Herres said that he thought the purpose of the meeting was
to ensure that the options paper was acceptable, not to record
agency views.

Gen. Herres said he worried that if the deputies met and decided
something it would not matter, because the decisions were
ultimately the President's. He said that the deputies should
ensure that the decision paper was a sound basis to move forward.

Mr. Gates said he was comfortable with that characterization of
the deputies' task. ($)
Gen. Herres said that the DOD had not reached a decision on which
option to support. (&)
Mr. Gates said that ultimately the decision was between the
President and SecDef, and that he had no problem at all with
discussing whether the paper properly frames the issues, or other
options have merit. The purpose is not to come up with
recommendations on options, but it is also to get whatever views
are held by agencies. This decision is not like the one on
East-West relations. Nonetheless, the process can be used to let
the President and SecDef have the opportunity to hear the views
of other agencies. (S)
Mr. Kerr said he had one general observation that the decision on
these options would be unlikely to have much impact on Soviet
plans. From the monitoring point of view, rail garrison and
SICBM verification poses a daunting monitoring problem. He said
the Intelligence Community finds the problem very challenging.

Mr. McEachin noted that nothing would surprise the Soviets or
cause them problems. On the other hand, mobiles create
monitoring problems for the U.S.

Gen. Herres said he did not accept the idea that because we have
road-mobiles we know more about how to verify them. He called
the idea a knee-jerk reaction and said that we may find the
reverse is the case. He noted also that when the Soviets have
more experience with road-mobile ICBMs they may be able to do
more to trick us.

Mr. Joseph noted that the discussion again centered around
standard Soviet practices which we cannot control. (8)
Mr. Gates suggested that the discussion step back. He said that
if the President makes a decision to change the U.S. START
position it would have a profound effect on monitoring and
verification of mobile missiles and greater uncertainty than
would be entailed with silo-based missiles. ($)
Mr. Joseph said that if we are to move on mobile missiles, we
need more intrusive suspect site inspections to del with missile
production. This entails not only the problem of dealing with
Soviet sites but Soviet inspections of U.S. sites.
Gen. Herres said the options are there, and while variants are
possible, they are close enough for decision, although not at
this meeting. For the record he noted the last JCS position was
for 100 Peacekeepers on rails. There has been no action to back
away from that position. There are other considerations on the
horizon, political, and economic. Things are quite a bit

It is important to emphasize that day-to-day and with
launch under attack we are not starting from scratch. The
radiation problem is overplayed in hard mobile launchers on
Minuteman sites. It is easily manageable. The contribution to
deterrence would not be affected one iota. General Herres added
what he called a footnote that the aspect of cost is not
insignificant in that it draws funds away from something else
dealing with the defense problem. There is a firm limit to the
defense budget and tradeoffs must be made. He said he was
satisfied with the paper. (8)
Mr. Moore said the Department of Energy would be producing the

Small ICBM warhead. If the Mark 21 is used there would be no
problem. The cost would run from $30 to $50 million for start up
production. But if the Mark 21 is not suitable, eight to nine
years of study and investment as high as $1 billion would be
required. ($)
Gen. Herres said that the Mark 21 is suitable for either
Peacekeeper or the Small ICBM. ()
Mr. Moore said that the Energy Department is just a contractor
for the Defense Department.
Mr. Diefenderfer said that the tight defense budget is not likely
to ease any time soon.

Gen. Herres said that looking at Gramm Rudman and projections by
the Congressional Budget Office things will not get better. ($)
Mr. Gates called on George Murphy. (s)
Mr. Murphy said he favored Option D (rail garrison Peacekeeper)
for a variety of reasons. 1) like the Soviets, Congress is
taking a hard look at broader strategy. 2) Cost is key to our
deterrent, and 8" or 155 mm. artillery shells are not the essence
of deterrence. We are the richest nation on earth and we cannot
afford to send to the graveyard our fundamental deterrent forces.
3) Although rail mobile verification seems harder, there are
things more important than verification. Intelligence is
important, but improving our retaliatory capability is more
important. We shouldn't negotiate on mobile missiles when we
have none and the Soviet Union has SS 24s and SS 25s and are
improving their SA 10 air defense missiles. We need more muscle'
in the strategic budget. ($)
Mr. Gates said that he hears from agencies that the paper
properly frames the issues and that these are the most sensible
options and that no additional significant observations are
necessary prior to the NSC meeting. In short, he said, it was a
brilliant piece of work. ($)

Mr. Gates called on Amb. Wolfowitz to begin the discussion on
SDI. (S)
Amb. Wolfowitz said the paper concludes that defense dominance is'
not technically possible in the foreseeable future. However,
there are a range of less demanding options: 1) protection
against accidents or threats from third countries; 2) attrition
of limited Soviet attacks to deny the Soviets some limited

options or options for decapitation; or 3) meeting the JCS
established minimum for a Phase I contribution to deterrence, 50
percent of SS 18s and 30 percent of remaining warheads.

Mr. Gates asked about the origin of the JCS-established
requirement. ($)
Gen. Herres said it was based on analysis of the minimum level to
contribute to deterrence.

Amb. Wolfowitz said the goal is to blunt the leading edge of an
attack to create uncertainty in the minds of Soviet planners.
This uncertainty about the chances of a successful attack can be
increased by moving to mobile ICBM basing. The SDI options are
eight, falling into four groups:
Enhanced Defenses, meeting Phase I requirements;
Modest Defenses, that are ground-based, to deal
with a limited Soviet attack;
Limited Defenses, to deal with accidental or third
country launches;
Technology Base, not aiming at a particular type of
deployment but funding broad based technologies. ()
Mr. Gates said that his reading is that there is a branch point
between the technology base program and all the other options
because there is no out-year funding wedge for deployment. Thus,
options for deployment in the 1990s would be foreclosed. He
asked if this characterization is accurate. (8)
Amb. Wolfowitz said he believed it to be accurate.

Gen. Herres said it was not accurate from the point of view of
the proponents of the option. He said the JCS are the only ones
supporting the approach and that they have no intention of
wandering down an aimless road. The Phase I requirements would
remain the principle objective. But there are major
technological uncertainties, for example some specific and
unsolved problems with getting the sensor to detect the rocket
body rather than the plume or distinguishing between decoys and
re-entry vehicles. There is reason to be optimistic, but we are
not sure we can engineer and weaponize the technologies. We need
more time. We need to ensure survivability. We need to study
the options in more depth. We need long term technology, and we
can't solve the need to make such investments. Now is not the
time to throw money at deployment. Affordability is a major
factor. In a couple of years we should be smarter. There is a

lot of risk and we need more technical exploration. The option
would not cancel any effort. It would focus on uncertainties.

Mr. Gates observed that the practical effect would be to
eliminate from the Five Year Defense Plan a funding wedge for
deployment.

Amb. Wolfowitz said several options recognized the rationale for
delay. They are responsibly ambitious and recognize that we may
go slower, but it would be impossible to speed up if the
technology warranted it.

Gen. Herres said he takes issue with the branch point (described
earlier by Mr. Gates). All the options defer deployment, except
the current program and one based on Brilliant Pebbles. The last
option (Technology Base) defers a little longer. But the idea
that it would abandon SDI's original goals is wrong.
Mr. Gates said it would defer money for deployment.

Gen. Herres said we can't spend money with no answers.
Gen. Schlossberg said we should work vigorously reduce
uncertainties and costs. But we should also be careful in the
signal we send to Congress about the Administration's seriousness
about the SDI program A low number would not be seen as serious.
All options except the Technology Base option would be seen as
vigorous pursuit of the program. There are problems with START
in testing and deployment of defenses. We need good
consultations with the Hill. Also the Allies would worry about a
deployment decision. The French are concerned about the Force de
Frappe and the UK is concerned about the effect on Trident. In
terms of dollars a good signal would be sent with a request of
$4.5 billion.

Mr. Moore said that the DOE had been directed to look at the
x-ray laser as a hedge. Funding cuts interrupt lab work, retard
development of options, and make it difficult to keep a
broad-based technology program going.

Mr. Kerr said the General (Herres) could have written the memo
his crowd gave him. He did not see the Technology Base program
as backing away, rather it is the easiest on the budget and the
most saleable on the Hill.

Mr. Murphy said he was against the Technology Base option because
it might well kill the program. Sure, the technical people. have
not solved all of the problems, but neither had they when we
started the Manhattan project.

He said he favored the
current program. The worst that could happen is that Congress
could cut it, but why surrender in the first place. (8)
Gen. Herres said he was not here to debate the merits of options.
He said his speech was not to sell his case, not to make a
decision, but pejorative language needs to be fixed. The option
is not an attempt to kill the program, not an attempt to save
money, but an attempt to solve problems. There should be a
funding profile that directs the objectives. (8)
Amb. Wolfowitz said he saw the paper not a pejorative but as
charitable toward the JCS option. A flat fiscal profile, out of
which we would buy the Boost Surveillance and Tracking System
would amount to backing away from SDI's major objectives.
Important experiments would be cancelled or deferred. If there
is a better way of saying this we should fix the words. (8)
Mr. Gates said he had two observations. On the ICBM paper, one
area seemed a little weak, the discussion of relative strategic
advantage of two systems. On SDI and strategic defense, he asked
Amb. Wolfowitz to scrub the discussion of the Technological Base
for places where there might be inaccurate characterization of
deferment V. cancellation of experiments. (S)
Amb. Wolfowitz said that they might need to use footnotes in
order not to fudge real differences of view.
Mr. Gates said he saw merit in giving the Chiefs an opportunity
to footnote the document in order that they be fairly
represented. ($)
Gen. Herres said he could offer a point of convergence. There
has not been much thought on a START agreement and an ABM system
in combination. What do we want or need? We pretend options are
mutually exclusive when they are not. We should be thinking
about these things and not spend all this god damned money if we
are not. We should stop making decisions in isolation. (S)
Mr. Gates said we cannot avoid decisions now. He pushed Amb.
Wolfowitz to include more contrasts between options on tactical
and strategic considerations in the ICBM modernization paper.
