Attached at Tabs I through IX are minutes for DC meetings held
during August 1990 through May 1991 during the Persian Gulf
crisis. A list of typical participants during the early days of
the crisis is provided at Tab A.
Due to the high tempo of operations and heavy workload during
this past year, these records were reconstructed by Sandra
Charles from her notes prior to her departure. As a result,
these minutes are not always consistent with the prescribed NSC
formats and are provided for record purposes only.
RECOMMENDATION
That you approve the DC minutes at Tabs I through IX for record
purposes.

1. Intelligence Update:
Nothing new on Scuds;
No confirmation of Saudi Air Force overflight;
On speeches, nothing different in Saddam's rhetoric or
content. There is no evidence of weakening in his resolve
and he shows initiative (vis-a-vis Iran). He asked for help
with sanctions from Yemen and Jordan. Smuggling is
occurring through Syria, Jordan and Iran. There is truck
traffic.
In the Iraqi military there is no evidence of unrest and
they don't appear displeased with the Iran peace agreement.
There are reports of Kuwaitis helping Americans get out.
Money appears to be Saddam's key problem. He has only moved
$50 million through Jordan.
Saddam is keeping a low profile. He is not appearing much
in public.
On terrorism, we don't understand his reaction to all this.
We may see things tightening a little faster. (8)

3. UNSC Update: The 5 Perm Reps agreed on the text. Baker and
Shevardnadze have talked, and agreed a presidential decision will
be held for 48 hours. The MSC met with the Perm Reps. Pickering
met with the French and the British who agreed to the delay for
48 hours or until 1800 on Friday. In the meantime, Article 51
obtains. (8)

4. Interception Operations: We should orchestrate intercept
operations with the UK, French and US navies simultaneously. JSC
should take this for action. State should send a demarche to
Yemen that we are watching what they do with the Iraqi tankers.
A cable should go to Oman for blanket authorization to use Omani
waters, and we should go back to the Gulf States on this. We
also should ask the French and UK to ask the Gulf States for
divert ports. (S)
On Libyan IL-76 overflights, there has been one new one. We
should demarche Cyprus, Greece, Turkey and Syria. (8)
5. Jordan Strategy: We should make a comprehensive approach to
donors on Jordan's behalf, as well as Turkey and Egypt. Jordan
has closed its border with Iraq. They need help for the refugees
which number over 25,000. Meals can be provided from the
military. Charter flights are being arranged from Europe. (8)
We need to establish a Donor Constortium for mid term aid through
five months and long term assistance. (8)
State should send a cable to Jordan inquiring about the border
closure in view of the refugee situation. (8)
6. Egypt and Saudi Military: Egyptian divisions need lift to
Saudi Arabia. (S)
7. August 24: State should prepare a cable on commensurate
action we will take against Iraq for closing our Embassy. If
they enter the Embassy, the staff should be instructed not to
resist. (8)
8. Donor Paper: Available tomorrow.

9. Congress: There will be a White House briefing with CIA, the
CJCS, Secretary Cheney, Larry Eagleburger, and others. A
leadership CoDel is planning to visit at the same time Secretary
Cheney is going to Saudi Arabia. (8)
10. Sanctions Breakers: We need to consider diplomatic and other
options. We need to know more about Soviet military advisors in
Iraq, how many, where they are and what they are doing. (8)
11. Oil Production: Saudi production is up. (8)
12. Truck Traffic: something is being done. (8)
13. Public Diplomacy/Propaganda: Group will meet Friday. (8)
14. Asylum/Sanctuary for Iraqi Crews: Legal implications being
reviewed. (8)
