SUBJECT: Guatemalan Cocaine Threat Assessment
The overall flow of cocaine through Central America--in
particular, Guatemala--has increased substantially over the last
year and a half, according to seizure statistics, radar track
line data, and a body of human source reporting. The most
heavily traveled cocaine transshipment corridor involves
traffickers flying from Colombia to offload points in Central
America and Mexico--using both the eastern Pacific and the
western Caribbean air routes--according to the Interagency
Assessment of Cocaine Movement. There has been a dramatic
increase in
1.4(b); 1.4(d)
detected targets flying into Guatemala, from
seven in 1989 to 25 in 1990-there were 26 addtional targets
detected by radar in 1990. In 1991, possibly as many as 57
confirmed narcotics flights were detected flying into Guatemala,
reaffirming the importance of Guatemala as a transshipment
country. In addition, there is Intelligence Community agreement
that an unknown number of "undetected" operations occured in this
region due in part to traffickers' evasive and deceptive
countermeasures and a lack of adequate US government detection
and monitoring resources. Guatemalan traffickers, in cooperation
with Colombian organizations, are using airstrips located on
well-established and legitimate farms, in addition to the more
"clandestine"-type airstrips, to transship large quantities of
cocaine through Guatemala.
Due in part to the presence of the Northern Border Response Force
in Mexico and Operation Cadence in Guatemala the traffickers
success rate for detected operations has declined in both areas.
According to the Interagency Assessment, traffickers success
rates from first quarter 1991 to first quarter 1992-based on
detected activity--declined in Central America from 75 to 63
percent and remained fairly constant in Mexico at between 70 to
73 percent. The successes of air interdiction programs in Mexico
and Guatemala have had a growing impact on trafficker operations,
causing them to use alternate routes and methods, including
increasing use of large payload aircraft, maritime shipping, and
overland routes. If pressures continue to increase on
traffickers in Guatemala they will look for alternate offload
countries--mo: probably El Salvador, Belize, and Honduras. In
March 1992, for example, two aircraft were detected flying to El
Salvador and one to Costa Rica which supports human source
reporting that the use by traffickers of Central American
countries is increasing.

Detected air operations from Colombia to
Central America/Mexico are expected to continue at
an average of twelve to sixteen flights per month.
Mexico and Guatemala will remain the primary
transshipment points for cocaine-laden aircraft in this
geographical region.
The use of Belize, El Salvador, Honduras, Nicarauga,
Costa Rica, and Panama as refueling or transshipment
countries will increase.
In addition, Guatemala's participation in and support of
Operation Cadence will enhance the antidrug capabilities of its
security forces and probably set a positive model for other
antidrug programs in the region. Regionally, the trend toward
closer political, economic, and military ties--underscored by the
inauguration of the Central American parliament and an
unprecendented meeting of Central American air force commanders
last July--will hopefully facilitate more cooperation on drug
trafficking.

SUBJECT: Guatemalan Cocaine Threat Assessment
The overall flow of cocaine through Central America--in
particular, Guatemala--has increased substantially over the last
year and a half, according to seizure statistics, radar track
line data, and a body of human source reporting. The most
heavily traveled cocaine transshipment corridor involves
traffickers flying from Colombia to offload points in Central
America and Mexico--using both the eastern Pacific and the
western Caribbean air routes--according to the Interagency
Assessment of Cocaine Movement. There has been a dramatic
increase in
detected targets flying into Guatemala, from
seven in 1989 to 25 in 1990-there were 26 addtional targets
detected by radar in 1990. In 1991, possibly as many as 57
confirmed narcotics flights were detected flying into Guatemala,
reaffirming the importance of Guatemala as a transshipment
country. In addition, there is Intelligence Community agreement
that an unknown number of "undetected" operations occured in this
region due in part to traffickers' evasive and deceptive
countermeasures and a lack of adequate US government detection
and monitoring resources. Guatemalan traffickers, in cooperation
with Colombian organizations, are using airstrips located on
well-established and legitimate farms, in addition to the more
"clandestine"-type - airstrips, to transship large quantities of
cocaine through Guatemala.
Due in part to the presence of the Northern Border Response Force
in Mexico and Operation Cadence in Guatemala the traffickers
success rate for detected operations has declined in both areas.
According to the Interagency Assessment, traffickers success
rates from first quarter 1991 to first quarter 1992-based on
detected activity--declined in Central America from 75 to 63
percent and remained fairly constant in Mexico at between 70 to
73 percent. The successes of air interdiction programs in Mexico
and Guatemala have had a growing impact on trafficker operations,
causing them to use alternate routes and methods, including
increasing use of large payload aircraft, maritime shipping, and
overland routes. If pressures continue to increase on
traffickers in Guatemala they will look for alternate offload
countries--most probably El Salvador, Belize, and Honduras. In
March 1992, for example, two aircraft were detected flying to El
Salvador and one to Costa Rica which supports human source
reporting that the use by traffickers of Central American
countries is increasing.

Detected air operations from Colombia to
Central America/Mexico are expected to continue at
an average of twelve to sixteen flights per month.
Mexico and Guatemala will remain the primary
transshipment points for cocaine-laden aircraft in this
geographical region.
The use of Belize, El Salvador, Honduras, Nicarauga,
Costa Rica, and Panama as refueling or transshipment
countries will increase.
In addition, Guatemala's participation in and support of
Operation Cadence will enhance the antidrug capabilities of its
security forces and probably set a positive model for other
antidrug programs in the region. Regionally, the trend toward
closer political, economic, and military ties--underscored by the
inauguration of the Central American parliament and an
unprecendented meeting of Central American air force commanders
last July--will hopefully facilitate more cooperation on drug
trafficking.
