SUMMARY OF CONCLUSIONS
We will share CIA's revised estimate of winter casualties
with Vance. The "implications" section of the CIA estimate
should be studied by our own relief specialists and should
also be shared with UNHCR as the sorts of non-security
measures that could reduce the casualty figures. (8)
State will prepare and circulate for clearance a cable to
respond positively to UNHCR's request for a 50-bed field
hospital. (S)
A briefing team will go to Zagreb to brief UNHCR officials
on the purpose and functions of an MCC. We will encourage
UNHCR's acceptance of an MCC for earliest practical
deployment. DOD staff in Zagreb will be augmented with
Logistics personnel as required. (8)
Via the MCC and other appropriate ways, we will work with
UNHCR to clarify truck requirements and restate our previous
offer of trucks. We are willing to take for further
consideration any requests from UNHCR for truck maintenance
or other support. (8)
Military contacts will continue to determine lift needs to
expedite deployment of UNPROFOR. If feasible, we want to be
responsive to any requests in which our capabilities would
mean earlier arrival of the force. (8)
Pending SECDEF approval, 6-10 Americans will participate as
part of the NORTHAG contingent to the UNPROFOR headquarters
element. (S)
We will determine if the retro-fitted Volant Solo aircraft
has the capabilities to meet needs for rebroadcasting into
Serbia. State will prepare paper pulling together all
aspects of increasing television broadcasts to Serbia,
including possible areas of deployment of aircraft (i.e.
Adriatic, Croatia, Hungary, Bulgaria, Romania) and, with
USIA, will also evaluate possible alternatives to Volant
Solo. (8)
To facilitate USG consideration of the myriad requests for
supply and support for the range of international activities
dealing with the crisis in Yugoslavia, State will assemble a
prioritized, comprehensive list of requirements, establish
guidelines, and suggest a simplified procedure by which
requirements within those policy guidelines can be dealt
with expeditiously. (8)
State will prepare an expanded options paper on how to
handle the Kosovo situation, including additional steps we
should take now and could take in the face of positive
indications of a looming crisis. The study should consider
diplomatic initiatives, e.g. engagement of the new CSCE High
Commissioner for Minorities, as well as possible frameworks
for an eventual solution. (8)
