DRAFT PRESS RELEASE
for
The President today announced his intention to nominate
William B. Milam, of the Department of State, as Ambassador to
Bangladesh. He would succeed Willard A. De Pree.
Mr. Milam has been Deputy Assistant Secretary for
International Finance and Development since October 1985
covering international financial issues, including debt and
investment, as well as intellectual property issues. He
represents the United States at the Paris Club, the
international forum for rescheduling of official debt, a duty
he also performed for a while in 1982 and 1983.
Mr. Milam entered the Foreign Service in 1962. He has
served abroad in Martinique, French West Indies, as assistant
economic officer in the U.S. Embassy in Monrovia, Liberia, as
financial economist in the U.S. Embassy in London, and most
recently, from September 1983 to August 1985, as Deputy Chief
of Mission in the U.S. Embassy in Yaounde, Cameroon. His
Washington assignments have included African Affairs, the
Office of Monetary Affairs -- in which he served as Director
from August 1980 to May 1983 -- and as an international
economist working on international energy policy.
Mr. Milam's work on energy matters involved U.S. policy and
international actions regarding the energy problems of
developing countries. He served as a member of the U.S.
delegation to the 1976-77 Conference on International Economic
Cooperation in Paris.
The State Department awarded Mr. Milam the James Clement
Dunn Award in 1981, citing the excellence and depth of his
performance across a full range of Foreign Service
responsibilities. In 1983 he received a Superior Honor Award
for his work on debt rescheduling.
Born in Bisbee, Arizona on July 24, 1936, Mr. Milam has
been a resident of California since 1951. He earned an AB from
Stanford University and an MA from the University of Michigan.
His language is French. Mr. Milam is married to Faith A.
Handley, formerly of Australia, and there are two children,
Erika and Fred, in the Milam/Handley family.

THE WHITE HOUSE
Subject: Nomination of William B. Milam as Ambassador
to the People's Republic of Bangladesh
Transmitted herewith is the paperwork associated with the
prospective nomination of William B. Milam, of California, a
Career Member of the Senior Foreign Service, Class of Minister-
Counselor, as Ambassador Extraordinary and Plenipotentiary of
the United States of America to the People's Republic of
Bangladesh. He would succeed Willard Ames De Pree.
A full field security investigation has been conducted by
the Department's Bureau of Diplomatic Security, and the summary
of that investigation has been forwarded under separate cover
to the White House Office of Security. Additionally, the
Office of the Legal Adviser has forwarded a completed financial
disclosure report (SF-278) to the White House Counsel's Office.
Agreement to this appointment has been received from the
Government of Bangladesh.
Attached is a draft press release to be used at the time of
the announcement of the nomination. We would appreciate twenty-
four hours advance notice of the announcement in order to advise
the Government of Bangladesh.
Attached also is the report for the President to forward to
the Senate Foreign Relations Committee regarding demonstrated

CANDIDATE: William B. Milam
William B. Milam, a Minister-Counselor of the Senior Foreign
Service, has since October 1985 been assigned as Deputy
Assistant Secretary for International Finance and Development
in the Bureau of Economic and Business Affairs, Department of
State. Prior to that, Mr. Milam was Deputy Chief of Mission in
Yaounde, Cameroon from 1983 to 1985. Mr. Milam has also held
the position of Financial/Economic Officer in London. In the
Department, he has served in the Bureau of African Affairs and
has held several senior assignments in the Bureau of Economic
and Business Affairs, including as Director and Deputy Director
of the Office of Monetary Affairs.
Mr. Milam's extensive experience in economic and financial
matters, his tours in management positions in Yaounde and in
the Bureau of Economic and Business Affairs in the Department,
and his exposure to broad policy issues as a Deputy Assistant
Secretary of State make him a well qualified candidate to be
Ambassador to Bangladesh.
Under Section 604 of the Foreign Service Act of 1980 and the
provisions of the Privacy Act of 1974, the information above
should be treated as confidential and not released to
unauthorized parties.

as a result of ethnic divisions, racial tensions and the
bitter residue of 20 years of war in the territory.
Holmes is currently serving as Deputy Chief of Mission in
South Africa. She previously served as Deputy Chief of
Mission in Haiti and in Malawi. Earlier assignments on the
Hill, in congressional relations, and on details to AID have
given Holmes broad experience for nomination as U.S. envoy
to Namibia. As DCM Lilongwe, she proved herself an able
manager and political analyst, winning AF's strong support
for her current assignment to Pretoria where she has ably
represented U.S. interests.

RECOMMENDATION:
William B. Milam, FE-MC, as Ambassador to Bangladesh
United States policy interests in Bangladesh are primarily
humanitarian and developmental in order to assist a
desperately poor country to achieve sustained equitable
economic and political growth. To this end, one of our
major priorities is to encourage the strengthening of
democratic institutions. Our Ambassador is responsible for
one of the largest A.I.D. Missions in the world, and must
mobilize Mission personnel to respond quickly and
meaningfully to frequent disasters while living in the midst
of the disaster.
Milam has since October 1985 been assigned as Deputy
Assistant Secretary for International Finance and
Development in the Bureau of Economic and Business Affairs,
Department of State. His prior assignment was as Deputy
