Dear Alan:
Many thanks for the photographs from my recent visit to Argonne; they provide a
wonderful memento of the occasion.
It was a very real pleasure to have the opportunity to get away from Washington and to
be able to see some of the excellent research that you have underway at the laboratory.
It was particularly pleasant to be able to chat with you about so many topics during the
luncheon and as I mentioned there, I was much impressed with the programs to which I
was exposed. You are to be congratulated for the outstanding job that you have done in
changing the entire ambiance in Argonne into one that is fully cognizant of the
laboratory's national responsibilities.
I was pleased also to receive the publication concerning your educational programs
where again you are playing a leadership role.
On a more personal note I wonder if you have made your decision yet concerning the
environmental position in your office that we discussed during my visit. Whenever your
travels bring you to Washington please do let me know. I would be delighted to have an
opportunity to take you to lunch at the White House Mess.

To have a knowledgeable, interactive scientist like you talk
with our people helps to renew faith throughout the Laboratory that
science is well represented in the Washington halls of power. I hope
you could sense that, as I did, especially in the question and answer
period following your colloquium.
Enclosed are a few photo mementos of the day. I'm also
including a publication describing our educational programs which
was published in July, 1991. On the basis of our discussion, we are
re-examining the distribution to make sure we cover any areas that
we missed on the first distribution.

Many thanks for your letter of April 24 with its enclosed letter to President Bush which
I shall certainly pass on to him. The mail has been running at a very high level
concerning the UNCED Conference with the Union of Concerned Scientists, for example,
delivering 10,000 letters urging the President to attend the conference and a great many
others taking precisely the opposite view.
Unhappily, the situation here is a complicated one and the President has not yet made a
final decision concerning his participation in the conference. Rest assured, however,
that we in the Bush Administration are determined that we will get a resolution at the
conference that will avoid the north/south polarization that could be devastating.
The points you make in your letter are well taken and I am sure that the President will
consider them very carefully.

Many thanks for your very gracious letter of April 9. I was delighted to
have had the opportunity to meet with you during your visit to Washington
but regret that I did not have more time.
I was glad to learn that you felt that your visit with many of my colleagues
here in Washington had been profitable and that you were able to report
that result to Professor Nilsson and his colleagues in the Copernicus
Program.
I was pleased by your remarks concerning Minister Heinz Riesenhuber of
Germany because I have had the pleasure of working with him on a large
number of topics and have found him to be a very interesting and able
individual as well as an outstanding representative of German science and
technology. I know that he is interested in having input from states like
Norway that are not yet formally part of the European Community.
I am, of course, very much in favor of the point that you raise in your
letter concerning the importance of informal contacts on the working level
and would be happy to work with you and your colleagues in Norway and
mine in the Washington agencies to establish better communications in
whatever form seems most appropriate. I would be very interested in
hearing from you with your thoughts on what an appropriate mechanism
would be that would guarantee the appropriate level of communication
without requiring too much of a formal overburden of bureaucratic
structure.
I was delighted to have the chance to meet you and would ask that you
convey my warmest best wishes to Jan Nilsson and accept them yourself.

Dear Allen:
One of the major issues confronting American research universities such as MIT is
the nature and extent of their research and educational interactions with industry,
universities and governments of foreign countries. The subject has become an important
political matter in recent years, especially as concern has risen about the nation's
technology competitiveness.
We are planning a one-day conference on April 9, 1992 to bring the range of views
before the community, and would be very pleased if you were able to join us and
participate as a panelist on the program. The conference will have as its starting point a
study on this subject completed in May of this year by a faculty committee under the
direction of Professor Eugene B. Skolnikoff; a copy is enclosed in the event you have not
seen it.
The agenda of the conference will provide for expression of the views of industry,
of the American government, of foreign industries or government, and of American
universities. Professor Skolnikoff will be co-chair, along with Professor Richard Lester,
who was executive director for an earlier MIT study on productivity of American industry
that resulted in the book Made in America, and is currently director of the MIT Industries
Project.
We would hope that you could present in roughly twenty minutes how you see the
various aspects of this issue from your perspective, and what you believe our policies
should be. There would then be opportunity for discussion among the panelists and
questions from the audience. No formal paper is necessary, though a paper would be
useful in the event it proves feasible to publish the proceedings.
The conference will begin at 9 AM on April 9, so that it is advisable to arrive the
evening before. No formal session is planned for the evening of April 8, but we will
assemble as many of the participants and invited guests as are present for an informal
dinner; we hope you can join us. The conference will finish by 5:30 PM on April 9. We
can, of course, provide transportation and local costs if that is necessary.
My colleagues and I hope that you will be able to join us for what ought to be a
particularly interesting occasion and one of considerable importance for us.

Unhappily I have to be in San Diego and so cannot join all your other
friends in honoring you for your twenty years of effective and devoted
service to Yale physics and to Yale physicists.
It is difficult to believe that it is now that many years since you, Irv
Pollack and I sat in the Chairman's office in Sloane and discussed the
possibility of your joining the Department.
Since the day you arrived it has been a very real pleasure having you and
Pepita as members of the Departmental family. You have made major
contributions to the education of a very large number of Yale students now
spread around the world and have made teaching those students a much
easier and more rewarding process for me and all my faculty colleagues in
the Department.
Your ready cooperation, technical skills and, I must say, your unflagging
good humor-often in the face of provocation--have established a
benchmark for service to the Department against which all your successors
will find themselves measured.
I have much enjoyed our personal interactions over the years and want to
take this opportunity to add my thanks to that of my colleagues and to
wish you and Pepita a very long, happy, and rewarding time together.
Deep down, I have a suspicion, however, that you may flunk retirement--

dissemination grant to the MAA from the National Science Foundation.
This booklet was developed by the MAA to emphasize the value of the mathematical sciences to a
wide variety of careers. Too many students, especially those from underrepresented groups, lose
challenging employment opportunities by abandoning the study of mathematics before knowing the
real consequences of doing so. The result is a shortage of graduates with appropriate mathematical
education at all degree levels, from technical workers in industry through research specialists.
The MAA was founded in 1915 to promote the interests of mathematics, especially at the collegiate
level, and has a membership of 33,000 mathematicians, mathematics teachers, and students. It is
engaged in a broad range of activities to promote excellence in teaching mathematics, cultivate

Relaxing in front of the fire with the January 1992 issue of
Scientific American yesterday, I was pleased to find your picture
and an article on your numerous achievements as Science Advisor.
This inspired me to begin the new year by dropping you a line.
You may recall that following my work with you on the WHSC
University Panel I went to Paris to work for John Marcum at the
OECD. While there I helped John set up an industrial consortium
called the European Institute of Technology, now based in Italy,
spending most of my time organizing the biotechnology program,
which I subsequently ran full time. I then returned to the US, and
took an MS in Biochemistry at UCLA and an MBA at the University of
Chicago, the latter of which I finished last June. Since then I
have been on my own doing marketing and financial consulting for
biotechnology companies here in California.
With this rather curious mix of experience and education, I now
find myself able to contribute my skills and perspective to a wide
range of activities. It occurred to me in running across the
article that from time to time you may need some assistance on a
consulting basis, and that in areas related to biotechnology,
international science and technology issues, and a number of
others, I might be able to help. Of course I would be delighted to
contribute to your efforts in any way I can, and would relish the
prospect of working with you again.

Dear David:
I am responding to your letter of December 23 in which you raise the
question of a possible Allan Bromley chair in Science Policy.
Let me say at the outset that I am, of course, very much honored that
this proposal has surfaced at all but let me also say that, at least by
U.S. standards, it is perhaps somewhat premature. I do not know of a
single case where a named endowed chair has been established before
the person named was either deceased or perilously close to that
situation. Any rumors that you may have heard to the effect that I was
in either of these conditions are also, of course, premature.
Given the intense competition for such funding among American colleges
and universities, I would also imagine that it would be extremely
difficult to raise funds for such a chair in the U.S. for its establishment
outside of the country.
My first conclusion then is that, although the idea obviously has very
attractive features as far as I personally am concerned, I am afraid that
it somewhat premature.
I congratulate you on the establishment of your School of Policy Studies
because far, far, too little has been done in academia in this vitally
important area. Such schools have much to contribute to national well-
being by giving some longer range strategic thought to the issues
involved than is typically possible in the actual circles of government
where brush fires all too frequently take precedence.
Let me say finally that, for what it is worth, my experience in raising
funding for endowed chairs, such as the Henry Ford II one that I
currently hold (on leave) from Yale, suggests that it is much more
probable to obtain the necessary funding from the appropriate single
individual than as a collection taken up from a broad spectrum of
individuals. The going rate at Yale at the moment is about $4 million
dollars for a fully funded endowed chair and I would be interested in
knowing what the equivalent number is in Canada.
I shall give this question some further thought and when I see you at
the end of February we can perhaps discuss it at a little greater length.
Let me emphasize that I am honored by the thought and let me take
this occasion to wish you a 1992 that is happy, healthy and rewarding in
every respect.

We have recently established a School of Policy Studies and we
are expecting it to stimulate work on policy issues in a number of
key areas. One of these is science policy. It is an area in which
Canada has been woefully weak and in which we should be establishing
better international research links. The University has some very
good people in both policy studies and in some of the policy aspects
of science, but we clearly need a chair to establish leadership.
You are one of our most distinguished graduates. You have
emerged as one of the foremost advisors on science policy. We have
been wondering what the chances are of raising the funds for an
Allan Bromley Chair in Science Policy. We do not know whether you
would lend your name to this chair. Since funding would most likely
have to be secured in the United States we are not sure who to

agreement with the thrust of your arguments, and am making copies of
the paper available both to Hank Habicht, who is the Deputy

Group under the Federal Coordinating Council, as well as to my
Assistant Director for the Environment, Dr. Nancy Maynard, who

Dear Dr. Bromley:
Because of its pertinence to the current development of global policy on climate warming, you
may be interested in the enclosed paper prepared for presentation at the Society of Risk Analysis
meeting on December 10. The first part deals with the process of risk analysis and strategic
choices, and the second with an illustrative analysis of the probabilities of degrading global
habitability for various strategic options. The second paragraph of the abstract states the
following:
"This illustrative exercise suggests that with present uncertainties, the probability of a serious
degradation of global habitability by the middle of the next century is modest in every case (18%
or less). This probability would halved by mandating constraints now, but would be further
reduced if such action awaited the results of the global research program. The very large
cumulative global cost estimated to result from mandated constraints (sufficient to prevent CO₂
induced climate warming) emphasizes the apparent merit of awaiting research findings first.
Recognizing the judgmental nature of such probability and cost estimates, this analysis illustrates
the magnitudes of the factors pertinent to strategy choices."
The final paragraph of the paper concludes that:
"In the time frame of the next half century it is plausible that we face feasible accommodation
rather than catastrophe, and that we have the time to fill the gaps in our knowledge of the
biosphere and the consequences of alternative strategies. This implies, of course, that we will
use this time for intensive biosphere research, for stimulation of energy system efficiency, for
development of low emission and nonfossil technical options, for study of long-range
alternatives for climate modification, and for building the collaborative framework for
international cooperation."
Although this study was intended to be illustrative of a decision-making process, I believe the
probabilities presented are reasonable and defensible. As this is an initial exploratory effort, I
would appreciate any suggestions.

Dear Mr. Schrote:
Thank you for your letter of June-16. I have looked into the situation
regarding the New York Times article, and have the following observations.
Dr. Tucker is a well-respected biologist, with Masters and Ph.D degrees from
the College of Forestry at Colorado State University, and substantial
expertise in ecosystem studies. He has been one of the world leaders in the
scientific community in the study of ecosystems using remote sensing
techniques. The methods used to conduct the study in question are
straightforward, and have previously been presented in international
scientific meetings, most recently the World Forest Watch Conference in Sao
Jose Dos Campos, Brazil. Questions about the factual basis of the research
study can most profitably be pursued by independent analyses of the data. I
understand that the Department of the Interior has requested the data, and
that Dr. Tucker sent them to Mr. Allan Watkins, Chief, National Mapping
Division, USGS, on June 22, 1992, to be forwarded and reviewed by experts at
the Eros Data Center.
I note your concern over ethical issues. As is usual in any scientific study,
the analyses in progress have been discussed with colleagues in open
scientific meetings well before the UNCED conference, and as a result of such
discussions, the New York Times reporter became aware of the work in late
April or early May. Therefore, the timing of publication was clearly under
control of the New York Times, and not due to any scientist's personal
political agenda.
The ethical issue of most concern is that working scientists not be
intimidated from discussing their methods and results in the spirit of full
and open exchange of information, because of concern, or potential concern,
over the possible implications of the results. I-am sure you will agree that
scientists must have the freedom to discuss their research in open scientific
forums without fear that reaction to media reporting will adversely affect
them. The scientific community will ultimately be the arbiter of the factual
reliability of Dr. Tucker's research, and the implications of his findings.

I hope that things are going well for you in Washington. It is unfortunate that our
paths have not crossed on return trips to WNSL. I have been back three times since my
graduation in the fall of 1990 to give Nuclear Physics seminars, to work with Peter Parker,
and to give moral support to the graduate students. I still am very interested in doing
research in nuclear physics, due in large part to the good experiences I had at WNSL.
I am writing to you to ask for a letter of recommendation for a position at Oak
Ridge National Laboratory. I am currently finishing up a postdoc at Kellogg Radiation
Lab at Caltech, and have been searching (for almost a year) for a way to continue my
research in experimental nuclear astrophysics. I have worked on experiments here at the
Pelletron accelerator, as well as on a long computational physics project involving Big
Bang Nucleosynthesis with Willy Fowler and his postdoc. I have included a resume and
publication list to give you an idea of the work I have been doing.
My negotiations for a position at ORNE began when I recently attended a workshop
at ORNL with Art Champagne (now at TUNL) and three other nuclear astrophysicists
to discuss what experiments our community would like to do with radioactive ion beams
(RIBs) at the Oak Ridge Exotic Beam Facility (OREBF). You are probably aware that
astrophysics makes up a substantial portion of the proposed research program at OREBF,
but they currently have no astrophysicists working there. This is where I spotted my
opportunity. I actually invited myself to the workshop, because I knew the organizer
(Jerry Garrett) and because I had done a nice experiment with Claus Rolfs and Charlie
Barnes at Caltech which applies to future RIB experiments: we measured an excitation
function of a radiative capture reaction with a recoil mass separator. Well, I gave a talk and
they were impressed, but there really weren't any openings at ORNL. I figured that I had
to be bold, so I returned to Caltech and wrote them a letter which included a hypothetical
job description of a postdoc who worked in astrophysics at OREBF, and would get ORNL
ready to do astrophysics experiments at OREBF when it is finished in two years. This
person would be the contact person between the astrophysics community and OREBF, to

stimulate the involvement of University Labs in OREBF, and to excite the ORNL staff
members into doing astrophysics research.
My letter (and good fortune) swayed them to make me an offer of a Senior Research
Associate, splitting my time between astrophysics and development work at OREBF and
work on a computational physics project (Supernova modeling) with Michael Strayer. I
am very excited about the offer, and am currently waiting for it to be put into writing
before I accept it.
However, there is another possibility that would give me more freedom in the work I
want to do at OREBF, and that is to get one of the new DOE Distinguished Postdoctoral
Research Program (DPRP) Fellowships. You are probably aware that the goals of the
program are to allow young scientists to continue to pursue basic research, to benefit
research programs at the national labs, and to foster cooperation between the academic
and government research communities. I think that the project I have proposed to do at
OREBF meets these criteria, and helps support the DOE's new initiative in RIB research.
I would greatly appreciate it if you could write me a letter of recommendation for a DPRP
Fellowship at OREBF. I have included a research proposal to give you an idea of the
projects that I feel will help OREBF get off the ground in astrophysics. Jerry Garrett and
Fred Bertrand at ORNL, and Art and Peter, are all enthusiastic about these projects.
I will most likely accept the Senior Research Associate at ORNL and start sometime
this fall. However the DPRP, which would start in January, has a number of advantages
over the SRA: it would (possibly) give me a bit more clout at ORNL as far as getting
equipment, beam time, and cooperation from the other staff members; it would make it
easier to get the travel money I need (since ORNL would essentially get me for free);
it would give me a larger salary and an impressive title on my resume, since only 10
fellowships will be awarded in the country (it will be very competitive); and it would give
me more freedom to concentrate on the experimental nuclear astrophysics work.
I have included a special recommendation form, but you can substitute a traditional
