MEMORANDUM FOR DISTRIBUTION
SUBJECT:
Meeting National Telecommunications Management Structure Task Force too
1. The National Telecommunications Management Structure (NTMS) Task Force is
scheduled for June 5, 1989, at the National Coordinating Center, 8th Street and
South Courthouse Road, Arlington, Virginia. The meeting will begin at 1 p.m.
The proposed agenda is enclosed (enclosure 1) for your information. The
minutes from the April 18, 1989, meeting are provided as enclosure 2. As
agreed to at our last meeting, the National Telecommunications Coordinating
Network (NTCN) Working Group will meet following the Task Force meeting.
2. These meetings will be conducted at the SECRET level. You should have your
security clearance on file at the Security Office, Defense Communications
Agency. The point of contact at the security office is Ms. Davis, (202)
692-6990.
3. I anticipate that the NSTAC will concur with the Task Force recommendation
to disband at their June 8 meeting. Since this will likely be the last formal
meeting of the task force, a farewell reception will follow the business
session. I look forward to seeing all current and former task force members
there, so I can personally thank you for your contributions.

OF THE
NATIONAL TELECOMMUNICATIONS MANAGEMENT STRUCTURE (NTMS)
TASK FORCE MEETING
APRIL 18, 1989
CALL TO ORDER. Ms. Peggy Newland, NCS-PP, Chairman of the NTMS Task Force,
called to order the twenty-eighth meeting at 9:45 a.m. at the National
Coordinating Center (NCC) in Arlington, Virginia. The meeting summary from the
March meeting was approved as written. The meeting attendees are listed in
Appendix A.
ACTION ITEM REVIEW. Ms. Newland reviewed the status of the following open
action items and provided the task force with a status update.
Develop a detailed timeline that reflects the upcoming NTMS Task Force
actions.
[A timeline of NTMS milestones was distributed to task force members. Ms.
Newland reported that the Communications Service Authorization (CSA)
strawman will be ready for review at the next NTMS meeting. It was also
noted that OC site selection will occur in the June timeframe. Ms. Newland
stated that the updated program plan will be distributed in the near
future, and the program management plan is currently being developed. Mr.
Boheim recommended that the program reviews be included on the timeline.

Investigate issues regarding security clearances for NTMS personnel.
[Mr. Don Rickard, DCA Security, was available to answer member questions
about DCA-sponsored personnel clearances for the NTMS program. Mr. Phil
Hollar, MCI, expressed concern over the confidentiality of the security
questionnaire. Mr. Rickard said that a corporate security office would
identify an individual to DCA officials who would in turn work directly
with that individual. DISCO would not be involved, and DCA security would
coordinate an investigation if necessary with DIS. A clearance was
expected to take three to six weeks, and would be at the SECRET level. Mr.
Rickard agreed to distribute a written list of the procedures including the
DoD directive paragraphs. Mr. John Meekin, NCS-PP, took the action to
assure that the procedures are distributed to the task force members.
The action item will remain open until the next meeting.
Meet with each company to determine level of participation.

negotiating process.]
Site selection working group develop a timeline.

found in the detailed timeline presented earlier.]
INDUSTRY NEGOTIATION STATUS. Ms. Newland reported that the CSA Working Group
has been very productive, meeting on March 16 and April 6. The working group
has reviewed a draft CSA, agreed on an approach for a DECCO review, and will
prepare a strawman for review at the next task force meeting.
NATIONAL TELECOMMUNICATIONS COORDINATING NETWORK (NTCN). LTC Chat Perry,
NCS-PP, briefed the task force on the status of the NTCN Working Group. LTC
Perry presented highlights of the March 21 working group meeting, including
overviews of the STU-III acquisition briefing by the NSA, the FEMA National
Emergency Management System (NEMS) briefing, the NTCN background briefing, and
a general discussion of topics germane to the NTCN. Anticipated future meeting
discussion points include: FEMA communications support for RCC teams;
quantification of network message loads; and the use of STU-IIIs at the OCs.
The next meeting of the NTCN Working Group is scheduled for the afternoon of
June 5, 1989.
REVIEW PROPOSED IES BRIEFING. Ms. Newland presented the proposed NTMS IES
briefing. The briefing included a review of the NSTAC IX charges, background,
NTMS trial results, implementation status, the NTCN, and recommendations. The
group approved the presentation with the following changes:

Dr. John Paul Hyde, Ford Aerospace, suggested that a definition of
IOC/FOC be included in the briefing.

Ms. Newland requested that the NTMS component relationship slide be
enhanced by showing all six RCC's.

It was agreed that additional clarity be given to the participating
companies playing in exercises. The new words should state, one
person at each RCC plays in exercise."
Mr. Bean, GTE, recommended consolidating the NTCN portion of the IES
briefing by deleting the slides on the NTCN proof of concept
demonstration.

The group agreed that "negotiate with participating companies" versus
"coordinate closely with participating companies" is more appropriate
for the task force recommendation.
REVIEW OF PROPOSED ISSUE PAPER. The proposed NTMS issue paper was distributed
to the task force, which in turn promoted a lengthy discussion. Mr. Carl
Smith, NCS-A, was present to clarify any misconceptions. The following points
reflect the task force's discussion:

Several members disagreed over the interpretation of the NCC charter.
Mr. Smith explained that the charter clearly states that the NCC has
an operational role not an advisory function.

The Task Force expressed concern that non NCC member companies would
be excluded from NTMS planning.

Ms. Newland pointed out that all NTMS participants who are working on
CSAs currently reside in the NCC, and reassured the task force that
all interested parties will be kept informed on the progress of NTMS
through periodic program reviews.
Dr. Hyde, Ford Aerospace, said that perhaps the assistance from the
task force is not yet complete. Ms. Newland stated that assistance
from industry is still needed, but will be handled on a company by
company basis versus a formal task force.
The OMNCS Program Office will negotiate all details with the NTMS
participants. This will be done initially for Region 1 and continue
through Region 6.
Col Bob Sparks, NCS-EP, stated that he did not see any reason why NTMS
implementation cannot be handled through the NCC Charter.
Mr. Jim Bean, GTE, questioned whether the NCC has the right to say
something about how their plans will be implemented.
After a lengthy discussion, the task force agreed on the following words for
the NTMS issue statement:
"
The task force has concluded that as of NSTAC X, the NSTAC charges
will have been met. Therfore, the task force recommends that the NTMS
Task Force be deactivated. The Program Office will continue the
implementation of NTMS negotiating with companies participating in the
NTMS, and will report their progress to the NSTAC and IES through the
National Coordinating Center (NCC). The NTMS Program Manager will
conduct periodic program reviews." "
Mr. Ernie Wallace, COMSAT, expressed concern that the role of the NTCN is being
interpreted differently across some of the NSTAC task forces, particularly
CSS. Mr. Ken Boheim, NCS-PP, stated that the issue will be taken for action to
ensure better coordination of the NTCN.
Ms. Newland agreed to delete the NTMS objectives from the issue paper and to
coordinate the new version prior to the IES meeting on May 10.
OPEN DISCUSSION. The Task Force agreed that Mr. Smith, NCS-A, should brief the
NCC at their next Monday morning meeting on the NCC role and its charter. Mr.
Smith accepted the invitation to brief the NCC prior to the IES Meeting
scheduled for May 10, 1989.
CLOSING REMARKS AND ADJOURNMENT. The next meeting of the NTMS Task Force was
re-scheduled for June 5, 1989, at 1:00 p.m. in the NCC. The meeting was
adjourned at 12:30 p.m.
