the Dutch Government: my thanks to you for this warm and
gracious welcome. / Barbara and I well remember our first trip
to your country two years ago. Our visit to the majestic
Pieterskerk in Leiden stands out: it is a special moment for any
American to set foot on the streets our Pilgrims walked so many
centuries ago. //
I learned at Leiden that The Netherlands is a land of origin
in more ways than one. I was told the Bush family tree -- well
before my time -- included a Dutch ancestor named Abigail Jenney.
[Apparently she went straight from Plymouth Rock to
Kennebunkport. ]] The discovery of old Aunt Abigail makes this
meeting of friends a family reunion -- perfect for two nations
that have been allies for more than 200 years. //
Your majesty, since we last met, change has transformed this
continent. In the summer of 1989, I came to the Netherlands from
"the other Europe" -- the Europe behind the Wall. It will be two
years tomorrow that the wall that tore Europe in two itself came
crashing down. //
In those two years, as the captive nations of the East shook
off their chains, Western Europe continued its own steady march

toward a single market and greater political integration. The
European Community found itself at the center of change -- its
role now recognized in this, the first U.S.-EC summit held in
Europe. //
Each day makes more clear that the problems we confront
require common action. A Europe that speaks and acts as one can
promote positive change far beyond this continent -- and advance
the cause of a great commonwealth of free nations. // Consider

This is a good speech, and I would just raise a couple of points:
P. 2, line 3: "summits we begin tomorrow." I thought the US position
was that we had begun the regular US-EC summit process last year, when
Andreotti came here in November. (I certainly remember EC flags flying.)
Don't we cede the moral high ground to the Europeans by saying that the
summits are beginning in Europe? How about something like "its role now
recognized in our regular summits" or "its role now recognized in this,
the first US-EC summit held in Europe."
P. 2, first full paragraph: I'm a little concerned about the changing
definition of "Europe." The "European" effort in Yugoslavia is really
the Community's effort (hence my edit). Yet earlier in the speech,
"Europe" seems to be defined as the continent as a whole. If we do
want to see closer links (including eventual membership) for central
and eastern Europe in the EC, we should be careful about too closely
identifying Europe with just the EC nations.
P. 2, second full para., last sentence: I wonder if there is a way
to strengthen this -- as I understand our policy, it's not just "acting
in concert," but real engagement in Europe, both military and political.

Your Majesty, [Mr. Prime Minister], distinguished members of
the Dutch Government: my thanks to you for this warm and
gracious welcome. / Barbara and I well remember our first trip
to your country two years ago. Our visit to the majestic
Pieterskerk in Leiden stands out: it is a special moment for any
American to set foot on the streets our Pilgrims walked so many
centuries ago. / /
I learned at Leiden that The Netherlands is a land of origin
in more ways than one. I was told the Bush family tree -- well
before my time -- included a Dutch ancestor named Abigail Jenney.
[[Apparently she went straight from Plymouth Rock to
Kennebunkport.]] The discovery of old Aunt Abigail makes this
meeting of friends a family reunion -- perfect for two nations
that have been allies for more than 200 years. //
Your majesty, since we last met, change has transformed this
continent. In the summer of 1989, I came to the Netherlands from
"the other Europe" -- the Europe behind the Wall. It will be two
years tomorrow that the wall that tore Europe in two itself came
crashing down. //
In those two years, as the captive nations of the East shook
off their chains, Western Europe continued its own steady march

toward a single market and greater political integration. The
European Community found itself at the center of change -- its
role now recognized in this, the first U.S. -EC summit held in
Europe. //
Each day makes more clear that the problems we confront
require common action. A Europe that speaks and acts as one can
promote positive change far beyond this continent -- and advance
the cause of a great commonwealth of free nations. // Consider
the Gulf War, and the common stand we took against aggression;
the quest for peace in the Middle East -- or, closer to home, the
EC's effort to end the bitter civil war now ravaging Yugoslavia.

The European Community found itself at the center of change --
its role now recognized in the regular summits we begin tomorrow.

Each day makes more clear that the problems we confront
require common action. Far beyond this continent, a Europe that
speaks and acts as one can promote positive change -- and advance
the cause of the great commonwealth of free nations. //
Consider the Gulf War, and the common stand we took against
aggression; the quest for peace in the Middle East -- or, closer
to home, Europe's effort to end the bitter civil war now ravaging
Yugoslavia. //
Your Majesty, the people of the Netherlands support progress
toward European unity as a logical step for the nations that call
this continent home. We in the United States share the view that
free nations on both sides of the Atlantic should act in concert.
In that spirit, let us raise our glasses:
To Queen Beatrix and the people of the Netherlands; to the
centuries-old friendship that binds our two countries -- and to
the enduring principles that link America and Europe.
