It's great to be here this morning. I worked up a good
appetite yesterday, traveling the state and talking with New
Hampshire voters.
I've got a simple message. You make serious choices in New
Hampshire. You don't elect protesters. You take elections
seriously and you elect Presidents.
I know you've heard your share of negative campaigning --
you know the ads -- the ones that tear people down -- and, I
believe, turn people off. Frankly, I don't think New
Hampshire voters think this election is about who can trash
another's candidacy in a thirty second sound bite.
The issue this year -- the one that counts most -- is the
economy. And this year, we have two kinds of candidates.
We have one candidate who can tell you what he's doing right
now. And we have other candidates -- on the left and on the
right -- who don't have a clue.
I have a two-part plan -- for the short-term, to jumpstart
the economy -- and for the long-term to keep us competitive
and strong into the next century. I want both parts passed
by the Congress this year.

My opponents in both parties have carped and complained, but
they haven't stepped up and offered a sensible action plan
for what they' 11 do about problems people want solved now.
Some have resorted to spreading outright lies about what's
in my plan and what isn't.
It includes student loan deductions and more importantly,
tax relief for America's families with children. My plan is
a good plan -- and it will work.
I know some candidates like to promote isolationism and
protectionism. Well, that's nothing more than a blueprint
for failure.
America won't succeed economically at home unless it leads
economically abroad. So when you vote, you must decide who
understands the new world -- the world after the Cold War.
And we won't build a better future until we have a Congress
that will take on our present challenges. They should start
by passing the proposals in our plan that would stimulate
the economy right now.
My housing proposals will create 1,000 new homes and more
than 2,000 new construction jobs in New Hampshire starting
this Spring -- if Congress passes it on time -- and it will
create 415,000 jobs nationwide and generate $20 billion in
new economic activity
The investment incentives in our plan will help businesses
grow, buy new equipment and hire new workers.

My long-term plan includes comprehensive proposals for
education, for health care, for strengthening the family for
a New American Century.
But it's more of the same from my opponents -- old thinking
-- failed notions of isolationism, big government, high
taxes, and more regulations.
I've spent much of my life in this region of the country.
We're neighbors, not strangers, so let me close by asking
for your help.
I need your help now to persuade Democrat leaders in
Congress to get moving on an economic action plan -- and to
pass it by March 20. And I need your help in building a
foundation for American greatness by electing me for another
four years.
This year's election will decide America's future. We can
follow the path of isolation -- and fall behind. We can
follow the path of Big Government -- and fall behind.
or we can complete the work we started here so many years
ago: We can begin the liberation of our economy -- right
now.

The President's Plan to stimulate jobs can be enacted by
March 20. It will stimulate investments by both businesses and
individuals and it will allow people to purchase homes for the
first time. It will help small businesses -- which are the major
source of new jobs -- to obtain funding to expand.
This package costs less than $7 billion over the next 5
years and is paid for with spending cuts and reforms. We do not
need to increase anyone's taxes to get the economy moving. This
bill can be enacted immediately, and I will sign it immediately.
It will spur the economic recovery, put at least [1/2 million]
people back to work and protect others from losing jobs. If the
Democrats really cared about jobs - if they really cared about
being fair to the American people, they would pass it now and
save their debating points about tax increases for the political
campaign.
I am committed to increasing the personal exemption for
every family with children. This tax cut is also important but
for a different reason. The personal exemption is badly out of
date and we need to begin to restore its value. That's only
fair. And this can be paid for with spending cuts. I have
proposed many and I believe the public deserves its share of the
peace dividend. I oppose paying for it with tax increases.
Democrats in Congress say that they won't consider but one

tax bill this year and they have been meeting in secret
developing a permanent tax increase of $90 billion over the next
five years to fund a temporary two year dollar-a-day tax cut.
They are not even trying to stimulate jobs. They are playing
political football with this nation's economy. Maybe they think
the only way they can win the White House is to try to halt
economic recovery. The American people deserve better from their
Congress. Tell them to stop fiddling and pass my jobs bill.
Then they can fiddle until November and then the people will get
their say.
SUGGESTED TALKING POINTS

In the President's State of the Union address, he asked
Congress to put politics aside and pass a comprehensive
economic growth plan to be completed in two parts -- one
short term, one long term. Within days, he sent the
legislation to implement both parts of this comprehensive
plan to Capitol Hill.

He also asked for quick bipartisan action by March 20th on
the short term growth items in his plan that would quickly
create jobs and stimulate the economy across the country.
Since Democrats in Congress complained about having to deal
with his comprehensive plan by that date, the President and
his allies in Congress put those short term items in a
smaller piece of legislation.

Unfortunately, the Democratic-controlled Ways and Means
Committee decided that partisanship was better than
cooperation. They rejected fair consideration of the
President's plan. They have offered no plan of their own.
Now they're drafting a plan behind closed doors.
--
Remember, the President's plan will immediately help create
jobs and stimulate the economy. It will increase
opportunities to work and earn money.

The Democrats' package, what we've seen so far, raises taxes
in a big way. Among the tax increases, they hike the tax
rate 4% -- from 31 to 35% on incomes of $85,000 (single) ;
$145,000 (joint) ; $125,000 (head of household).

The question you have to ask is whether a Congress that has
consistently shown that it wastes taxpayers' money should be
allowed to take any more of any American's hard earned
wages.

The tax increases in the Democrats' package are permanent.
The $200-400 credit they provide to certain taxpayers is
temporary. Permanent tax increases for a small temporary
cut.
--
The President's long-term plan provides middle class
families a permanent $500 increase in the personal exemption
for each child. It is part of a permanent long term plan
designed to permanently help America's families.
The President's plan also makes buying your first house
affordable to thousands and thousands of Americans. He
gives a $5,000 tax credit to those first time homebuyers --
the Democrats give lip service.

In short, the Democrats' current plan will not create jobs
or stimulate the economy. In the end, it simply feeds more
money, taken from hard working Americans, for the Democratic
controlled Congress to spend on pet projects.

If you want jobs, if you want a strong economy, you want the
President's plan, not the Democrats tax increases. The
Democrats talk about "fairness," they want taxes.
