I AM GLAD TO HAVE THIS CHANCE TO SAY A FEW WORDS
ABOUT ISRAEL. THE STATE OF ISRAEL IS ONE OF THE
MIRACLES OF OUR TIME. I REMEMBER THE EXCITEMENT WHEN
IT WAS FOUNDED IN 1948. I REMEMBER WELL MY VISITS
THERE. WHO CAN FAIL TO BE IMPRESSED, AMAZED EVEN, BY
ALL THAT HAS BEEN ACCOMPLISHED.
IF IT IS NOT TOO BOASTFUL, I WOULD LIKE TO THINK I
HAVE DONE SOME IMPORTANT THINGS FOR ISRAEL AND ITS
PEOPLE. I AM PROUD OF THE PEACE PROCESS, LAUNCHED IN
MADRID IN OCTOBER 1991. IN THE AFTERMATH OF THE GULF
WAR, WE SAW AN OPPORTUNITY, AND WE SEIZED IT. NOW, FOR
THE FIRST TIME, ISRAEL IS MEETING FACE TO FACE WITH ALL
OF ITS ARAB NEIGHBORS. JUST IMAGINE HOW ISRAEL AND ITS
PEOPLE WOULD FLOURISH WITH A REAL PEACE.

I AM PLEASED MOST OF ALL TO HAVE PLAYED A PERSONAL
ROLE IN HELPING JEWS FROM ETHIOPIA AND THE FORMER
SOVIET UNION FIND A NEW LIFE IN ISRAEL. WE ARE
WITNESSING EVENTS ON A BIBLICAL SCALE. HOW COULD
ANYONE IN A POSITION TO HELP FAIL TO ACT? THIS IN-
GATHERING OF JEWS FROM AROUND THE WORLD SYMBOLIZES TO
ME JUST WHAT ISRAEL, WHAT THE JEWISH STATE, IS ALL
ABOUT. THE RECENT AGREEMENT BETWEEN THE UNITED STATES
AND ISRAEL ON LOAN GUARANTEES IS THE ICING ON THE CAKE.
THERE ARE OTHER THINGS, Too, THAT GIVE ME PRIDE:
SUCH AS THE REPEAL OF THE UN RESOLUTION THAT WRONGLY
EQUATED ZIONISM WITH RACISM. IT TOOK 17 YEARS, BUT WE
FINALLY GOT THE WORLD TO DO THE RIGHT THING. ZIONISM
IS NOT RACISM -- NOT THEN / NOT NOW / NOT EVER. //

BUT WHAT I REALLY WANT TO SAY IS SIMPLY THAT WHEN I
LOOK OUT AT THE WORLD, ISRAEL STANDS AT THE FRONT OF

CLICHE TO SPEAK OF COMMON VALUES AND DEMOCRACY, BUT IT

ALL KIDDING ASIDE FOR A MOMENT: MOST OF YOU KNOW

I am glad to have this chance to say a few words about
Israel. The state of Israel is one of the miracles of our time.
I remember the excitement when it was founded in 1948. I
remember well my visits there. Who can fail to be impressed,
amazed even, by all that has been accomplished.
If it is not too boastful, I would like to think I have done
some important things for Israel and its people. I am proud of
the peace process, launched in Madrid in October 1991. In the
aftermath of the Gulf war, we saw an opportunity, and we seized
it. Now, for the first time, Israel is meeting face to face with
all of its Arab neighbors. Just imagine how Israel and its
people would flourish with a real peace.
I am pleased most of all to have played a personal role in
helping Jews from Ethiopia and the former Soviet Union find a new
life in Israel. We are witnessing events on a biblical scale.
How could anyone in a position to help fail to act? This in-
gathering of Jews from around the world symbolizes to me just
what Israel, what the Jewish state, is all about. The recent
agreement between the United States and Israel on loan guarantees
is the icing on the cake.
There are other things, too, that give me pride: such as
the repeal of the UN resolution that wrongly equated Zionism with
racism. It took 17 years, but we finally got the world to do the
right thing. Zionism is not racism -- not then / not now / not
ever. //
But what I really want to say is simply that when I look out
at the world, Israel stands at the front of the line of our real
friends. It may be something of a cliche to speak of common
values and democracy, but it is real all the same. Americans --
all Americans, and not simply Jewish Americans -- feel a special
affinity for Israel and its people. There is a special bond, one
rooted in history but also in shared experience. This is a
strong, dynamic, productive relationship -- and as I said at
Kennebunkport with Prime Minister Rabin standing by my side, a
relationship built to endure. //

PRESIDENTIAL VIDEO: TEXAS WILDLIFE EXPO '92
I'm sorry I can't be with you all at this first annual Texas
Wildlife Expo. However, I understand my son, George, is making a
cameo appearance as emcee for some of your events. Now, while
Junior may not have inherited my charisma or my magic way with
words, when it comes to deer hunting, he's a lot like Harry
Truman: "The buck stops here".
All kidding aside for a moment: Most of you know that
spending time with my family means a lot to me -- especially when
we're enjoying the outdoors. Whether it's the whole Bush clan
exploring the coves at low tide up in Maine, pollock fishing with
my grandson, George P., or walking with Barbara in the woods at
Camp David -- nothing tops the feeling you get when you're
surrounded by Mother Nature and the ones you love.
You know what I'm talking about. Because, at Expo '92, you
encourage those of all ages to participate in the many activities
and competitions. I think that's terrific. What a great way for
parents to pass along to their children what they learned from
their parents and grandparents -- a tradition of appreciating
wildlife and its surroundings, and in turn, sharing it with
family and friends.
In the winter-time, I look forward to getting out of
Washington and heading south to Beeville, where I hunt quail.
Through hunting, we can teach our kids and grandkids about
history -- about past generations -- about how the sport of
hunting used to be a necessity for survival. Some of you have
brought that history full circle into the here and now. You have
taken your love for the sport and turned it into something much
more. I want to take a moment to thank those who have
participated in the "Hunters for the Hungry" program -- which
last year distributed 37 tons of meat to those who were hungry
and in need.
Some people say that hunters are "bad guys." I think the
"Hunters for the Hungry" program can dispel those notions. But,
unfortunately, there are some headline-grabbing poachers and law
violators out there who are a menace to our natural resources.
You and I know that legal hunting helps to conserve America's
game resources, as well as generate money that goes toward
protecting and recovering endangered species.
So, before Junior jumps in and tells me I'm starting to
lecture -- enjoy the rest of the Expo, and may God bless each and
every one of you.

Good morning everyone -- I want to welcome everyone to
PECC's ninth general meeting, welcome to the great state of
California. [[I wish I could have joined you in person, but I've
got to admit -- I kind of like this format. I get to say
whatever I like, and no one can talk back. \\]]
Of course I have heard from many of you already. I know you
understand my commitment to free trade, my fundamental belief
that a free world market must form the foundation for global
growth. Your meeting comes at a crossroads in time. And even
though this is a political year in my country, I will not let the
quarrels of the moment drown out the questions of the hour.
The last ten years have witnessed the greatest political and
economic transformations of our lifetimes. I see it as nothing
less than a global economic revolution. And I believe, that with
enough markets, with enough capital and technology, this can be a
revolution with no losers
a victory where we meet not to fix
borders -- but to transcend them.
As leaders in government, business, and academia -- you are
on the front lines of this revolution. You are best equipped to
build an argument for free trade -- to build a consensus for
commitment to action.
In fact, you've already begun. You launched The Ministerial
Meetings of Asia Pacific Economic Cooperation -- and its
September meetings transformed APEC into a force for economic
cooperation.
I want you to know I share the objectives that have gathered
you here. The United States stands committed to furthering trade
and investment liberalization by implementing NAFTA and
completing the Uruguay Round negotiations this year.
I believe we're making good progress, but for Americans --
good has never been good enough. We will work toward a system of
freer trade and stronger investment ties in order to increase
global growth. We will develop a strategic network of free trade
agreements across the Pacific and in other regions. Wherever
there's a trade barrier, you can count on America to come
knocking.
Thank you all for coming to this meeting. I should get out
of the way here -- give my friend Pete Wilson enough time to show
me up. I want to congratulate you all in taking on the big
questions of the day, I know that together we can find the

I enjoyed the opportunity to be with you at
the D'Amato fund raiser yesterday. Your message was strong,
coherent and very well received.
Abba Eban, who has served as Foreign Minister
and Ambassador of Israel for many years is completing a five
hour historic documentary on Israel from the deolaration of
the State in 1948 to today. He has film clips of Presidents
Truman and Johnson and live on camera statements by
Presidents Nixon and Carter.
He is using some of the remarks you made in
your address to the Arab-Israeli negotiating teams in Madrid.
and would like to end the documentary with a one or two
minute on camera statement, which he would present against
the background of your efforts to repeal the Zionism Racism
resolution, your support for Israels security, and the
historic bringing the Israelis and the Arabs to the peace
table.
The program will be aired after the November
election, but will be previewed by many of the Jewish
organizations before election. The current change in Israels
government provides the climate for the Bush adminstration to
take credit in a dignified way for its support for Jewish
immigration, financial and military aid, and express the
shared hopes for a real peace.
Please consider this. It is right that the
part that you have played in Israels history be set forth.
The new Government of Yitzhak Rabin is now
being formed and will create an environment which will be of
great help during our campaign. The tensions will disappear
and relations with Israel will return to normal. My life
campaigning for George Bush will be a little easier.
Have a successful trip to Poland and Finland.

A national television series which vill narrate the story
of the Middle East and especially of Israel since World War II is
being prepared by former Israeli Foreign Minister Abba Eban for
broadcast this fall. The relationship between the United States
and Igrael will figure very prominently. Eban's last series Was
watched by a oumulative audience of 50 million Americans in three
nationwide broadcasts. Eban would like to either interview The
President or have The President tape a statement which would be
incorporated in the series.
one of the highlights of the series will be a recorded
film with President Truman explaining why he decided to recognize
Israel as soon as it was established in May 1940. There are also
interviews with former Presidents Nixon and Carter concerning
decisions that they took and attitudes that they expressed when in
office. Former President Lyndon B. Johnson appears in the film,
conferring 1967. with Eban before the outbreak of the six Day War in

Eban wishes to make clear on film that the period between
1989 and 1992 was what he calls "a golden year" in the flow of
strength to Israel from the United States. The scope of aid was
greater than in any former administration and, in addition, the
current administration initiated the annulment of the anti-Zionist
resolution, assisted the immigration of Jews from the former USSR
and Ethiopia and inaugurated a peace process which brought Israel
and the Arab nations into direct negotiation for the first time.
Eban would ask The President to explain the reasons that led to
these decisions and the prospect for continued cooperation in the
future. Eban will explain that this is d versatile and
constructive record in which all true friends of Israel in America
can rightly take pride.
The premiere presentation of this series will be made to
leaders of the Jewish community in late October and it should, in
Eban's opinion, aliminate the mistaken idea that there is some
serious tension in the relationship.

A natic :1 television series which will narrate the story
of the Middle Eas and especially of Israel since World War II is
being prepared b former Israeli Foreign Minister Abba Eban for
broadcast this fi 1. The relationship between the United States
and Israel will 1 gurs very prominently. Eban's last series was
watched by a oumu ative audience of 50 million Americans in three
nationwide broadc sts. Eban would like to either interview The
President or have The President tape a statement which would be
incorporated in t .8 series.
one of the highlights of the series will be a recorded
film with President Truman explaining why he decided to recognize
Israel as soon as it was established in May 1948. There are also
interviews with former Presidents Nixon and Carter concerning
decisions that they took and attitudes that they expressed when in
office. Former President Lyndon B. Johnson appears in the film,
conferring with Eban before the outbreak of the six Day War in
1967.
The present text includes the closing Presidential speech
at the Madrid Conference earliar this year, but this does not
allude specifically to Israel as do the remarks of Truman, Johnson,
Nixon and Carter.
