MEMORANDUM FOR STEVE PROVOST

FROM:
JENNIFER GROSSMAN
SUBJECT:
STEVENS POINT, PORTAGE COUNTY, WISCONSIN
EVENT INFORMATION
At approximately 5:00 p.m., POTUS will speak at the Stevens
Point train depot. Station itself looks like a haunted house --
deep red brick. It's going to be decorated with ghosts,
goblins, spiderwebs. VIP section reserved for kids in their
Halloween costumes (POTUS could refer to it as "A Thousand Points
of Fright.' We're expecting a crowd well over 5,000 from
Portage County and surrounding towns. Also count on a lot of
young people: Stevens Point is a college town with 8,700
students.
LOCAL COLOR
1)
Stevens Point is about 50% Polish -- a lot of Polish pride.
I suggest POTUS use this line:
"People ask me about all the polls and pundits out there --
and frankly, I don't listen to them. To borrow a line from
my old friend -- your red vested Chancellor and Governor --
Lee Dreyfus: 'The only Poles I believe in are those that
live in Portage County."
NOTE: For the President's visit, the city may arrange for
some Polish dancers from the local high school.
2)
Up in Boulder Junction, just over 100 miles north of Stevens
Point, the custodian of the local dump has been taking a
poll of the folks that come to drop of their trash. His
survey has Bush leading both of his opponents by 5 points.
So no matter what the media tells you -- we know the truth:
the Clinton campaign is down in the dumps.
3)
POTUS: "It's good to be here in Golden Sands Country!"
(Portage equivalent of Bluegrass country, etc.)
4)
POTUS: "It's great to be here by "The Hardest Working River
in America" -- talking to some of the hardest working people
in America!"
[[The Wisconsin River is known as "The Hardest Working River
in America" because its brawn runs the dams and mills that
crowd its banks. ]]
5) It's Halloween! Americans face a choice: Slick or Treat.
A
few of the costumes selling well at the local Wall Mart's
and Toys R Us, with suggested POTUS punchlines:
Flintstones costumes: "No wonder they're selling so well.
Governor Clinton's promising to tax you back to the stone
age."
Batman: "Your kids might be dressing up as Batman this
Halloween, but Governor Clinton's masquerading as a
moderate. The American people have a right to know: Who is
that masked man?"
"I hear Batman is one of the more popular costumes this
Halloween. But I have news for the Governor -- the mask is
slipping."
Beauty and the Beast costumes: (more positive) "I hear
Beauty and the Beast are the popular costumes this year over
at your Wall Mart's. I'm glad to see they're copying the
great figures in this year's campaign: Barbara and Millie."
6)
Right near the train depot, there are two bars whose names
might prove useful:
The Congress Club: Called simply "The Congress," kind of
seedy and run down. I bet Ray can do something with this.
The Dewey Bar: The name reminds me of another guy who went
to bed dreaming he was President. Woke up to find out he
wasn't.
7)
Stevens Point Brewery is one of the oldest in America. It
makes Point Beer -- a light, premium beer, very popular.
("A Thousand Points" joke?)
8)
[POTUS will like this]: The local golf course, CenturyWorld,
is rated one of the best in the nation by Golf Digest.
WISCONSIN POLITICAL
(see general political memo -- welfare vouchers, school choice,
and apprenticeship programs.)
1) The Clean Air Act is a touchy subject in Wisconsin. If
you've got to mention it, you might put it into the context
of conservation -- stewardship of the land. About a mile
and a half away from where POTUS is speaking is the campus
of the University of Wisconsin Stevens Point. The
University is famous for its school of natural resources,
cultivating tomorrow's conservationists.
2)
The community is strongly pro-life (lots of Polish
Catholics).
3)
Line-Item Veto: Governor Thompson has used it 1,500 times
since taking office in 1986.
4)
Capital Gains Tax: Wisconsin has a 60% exclusion on capital
gains taxes -- you get taxes on only 40%.
ECONOMIC
1)
In my conversations with the locals, I get comments like:
"We don't know what the word 'recession' means here." I
hear that Clinton's whining about the economy and "the worst
recession since Hoover" elicits mostly snickers and chuckles
from Rotarians, small businessmen, etc. This may be a vein
we could tap into with lines like:
"Some people will tell you the sky is falling -- just so
they can try and promise you the moon. The sky may be a
little cloudy in some parts of the country -- but it sure
isn't falling. You've got to know your strengths before you
can build on them."
"If I had a dime for every shot Bill Clinton takes at the
economy, we could pay off the national debt."
"Bill Clinton's got one line for the economy: 'If it don't
look bad -- he don't look good.
2)
Agriculture is strong here -- a cornucopia of peas, beans,
corn -- but NO broccoli. Lache pas la patate: Portage
County is the center of the potato growing industry in
Wisconsin (you might want to compliment the farmers -- this
year's potato crop is expected to be the best in memory).
Witness: The Spud Bowl played by the U. of Wisconsin Stevens
Point.
The Square in Stevens Point is a big farmer's market --
people selling vegetables, flowers, etc.
Del Monte, Oreida, Basic American Foods, Inc., and Corporate
Farms are all located nearby.
3)
Portage County is also big in to paper manufacturing; the
area is known as the "Gateway to the Pineries."
Consolidated Paper -- a Fortune 500 company -- runs two
manufacturing plants in Stevens Point. Kimberly-Clark is
also located there. They had once moved away, saying that
the state's tax rates were hostile to business. But under
Governor Thompson, they moved back, and have just completed
a $490 billion plant expansion. (Maybe useful in describing
the effect of Clintonesque tax attitudes on biz.)
Put it on paper: There might be a joke tie-in with an attack
on regulation and paperwork. "The saying goes: Paper Makes
Wisconsin Great. It doesn't seem to have quite the same
effect on Washington, D.C." or something about Paper
Tigers.
4)
Wisconsin unemployment is 5.9%, below the national average.
5)
Under Governor Thompson, state revenues are up -- and taxes
are down.
6)
Wisconsin housing starts have gone up 13% over the last
year. Sales of existing homes are also up.
7)
Governor Thompson has lowered top tax rates on individuals
and business, and eliminated inheritance and gift taxes.
8)
Exports
Governor Thompson is chairman of Carla Hills's advisory
group on trade -- International Government Policy
Advisory Committee.
Exports support about 200,000 jobs -- right here in
Wisconsin!
Fun fact: Christmas trees grown in Wisconsin are now
shipped to Mexico and Japan.
9)
Foreign Investment: one example (joke material?) a french
cheese company recently located to the area to make French
cheese in Wisconsin.
HISTORY/DAY IN HISTORY
1)
In Arkansas it's the "Bean Fest and Great Arkansas
Championship Outhouse Race."
2)
Today's the anniversary of the completion of Mount Rushmore.
Maybe you could recycle's Matthew's joke: "All his life,
Bill Clinton's been dreaming of seeing his face carved
there. Problem is -- how would they find room for the two
of them. "
3)
It's also National Magic Day (the death of Harry Houdini).
Maybe a joke about Bill Clinton's numbers not adding up
("we've up the sleeves, and under the table and behind the
curtain -- and we still can't find where he's going to get
the money. But if he gets elected, he'll pull the rabbit
out of the hat: the middle class taxpayer.")
4)
If you take a shot at the media, keep in mind that's it's
the birthday of Dan Rather and Jane Pauley.

8)
Exports
O
Maybe a joke about Bill Clinton's numbers not adding up
("we've up the sleeves, and under the table and behind the
curtain -- and we still can't find where he's going to get
the money. But if he gets elected, he'll pull the rabbit
out of the hat: the middle class taxpayer."
4)
If you take a shot at the media, keep in mind that's it's
the birthday of Dan Rather and Jane Pauley.
to see what was going on. It was so sad -- they were so pathetic.
Unfortunately, this will be in the early to mid-afternoon, so it's
likely to be picked up on by the networks. I expect them to have
Clinton-Gore protestors there.
The President will speak from the back of the train. To his left
will be Kitz and Pfeil (a True-Value hardware store). To his
north-northeast will be First Congregational Church. Straight on
will be Gunderson cleaners -- a big dry-cleaning facility. Nearby
is an opera house (it ain't over'til the fat lady sings) and the
Christian Book Nook.
Call Brad Britton, the BQ County Chairman for local color. He can
be reached at 414-235-5520 (w) or 414-231-3242 (h).
Unemployment is around 3.9-4% and the local economy is pretty
good.
STEVENS POINT, WISCONSIN -- Grossman
Site Lead: Tim Simonson
Press Lead: Margot McGuiness
The mayor is a democrat, poor fellow. The area is heavily
democrat, also. Event time: approx. 5 p.m.
Event site: Stevens Point train depot. POTUS will get off train
and speak at platform in front of depot.
The audience will be comprised of Stevens Point (pop. 32,000) and
its County, Portage County (pop. 60,000) as well as 3-4
surrounding counties.
At 2 p.m. that day there is a football game at U. Wisconsin/Stevens
Point. They are hoping the game will be over in time for the team
and marching band to come to the event in full uniform, etc. They
also talked about getting the school to move the game to 1 p.m. so
they could definitely have them there.
Trick-or-treat in Stevens Point is from 3-6 p.m. They are talking
about having a costume contest in the park next to the train
depot and the top 100 costumes get to be in the VIP area. They
are also trying to get local businesses to donate candy, etc. for
the contest. Check with the advance leads to see if this contest
is really going to happen.
They are expecting to draw a crowd of 5,000 but I have a hunch the
crowd will be much larger than that. I also expect protestors
from the opposition.
