With the Persian Gulf War nearing an end, the President continued to speak daily with heads of state around the world. He began this day with a conversation by telephone with Vaclav Havel, President of Czechoslovakia. He then had his morning national security and intelligence briefings and met with senior advisors to discuss Operation Desert Storm. At 9:48 a.m., the President addressed the nation to announce Iraq's withdrawal from Kuwait. Following these remarks, members of Congress were briefed by the President on fast-track authority. Prior to lunch, he met with Cesar Gaviria Trujillo, President of Columbia. The afternoon consisted of additional meetings on Operation Desert Storm with Colin L. Powell and Richard B. Cheney in attendence.
