at the Cape Arundel Golf Club, he answered several questions,
making minimal news in the process.
Asked whether the revised GNP figure means the recession is still
on, he said, "No. I think I feel alright about things. There
are some statistics up and some down. But basically I think it's
doing alright."
Asked if he had thought yet about food aid for the Soviets, he
said, "Not yet. But as we said with the Prime Minister of
Canada, we want to do our part on that."
He was asked if he was satisfied with the ABA's qualified rating
for Judge Thomas. "Very happy the Bar did what they should have
done. It was a very big vote. They found him qualified. That's
what I believe they did on the circuit bench, and that's just
fine with us."

The President had some additional comments on the prospect of aid
for the Soviet Union.
"Anything of that nature if I were going to have a studied
program, figuring it out, there's not going to be any decrees,
something coming up through the system like any other aid
suggestions and obviously the people of the United States, when
it comes to food, keeping people from starving in the winter,
want to help. But to figure out a program you have to know how
the food will be distributed, you have to know what the credit
situation is. For the way my Administration would approach it is
to get an orderly process that would apply to any other program.
I hate to call it aid; I mean that sounds, in a sense,
gratuitous. It is aid but it also might be better termed an
humanitarian assistance but we're early. It's early now for
that. And I heard Mr. Levitsky (sp?), the man who now appears to
have a lot to say about reforms and budgeting and economic
reforms, and he himself said it's too early to talk about sending
aid, money I believe, I don't know if that's the term he used, or
something of that nature. So when it comes to humanitarian
assistance there's a whole regular program as to how that would
be considered. They have to ask for it, not necessarily. We
want to know who 'they' is however. We're dealing with a
situation that's right in the midst of development here,

At this point, the President paused, appeared to flick a large
bee off his head and onto the ground. "About five years ago,
that bee would have been a winner over me. Now I've had these
shots for 10 years and that bee is lying feet up right there
because he made the mistake of biting me."
He then resumed the prior discussion. "Now on the aid program,
or the humanitarian assistance, all it really needs is an orderly
process. It needs to be recommended and it is early for that.
And some have suggested that the problem is less the availability
of food than it is distribution, getting the food to the shelves
or getting the food to market. So it's one that we want to stay
on top of. I had something to say about that with Prime Minister
Mulroney the other day, and obviously we will be in touch with
the Soviet leaders. When Ambassador Strauss goes back I think
that will be one of the top subjects on his agenda over there.
What I'm saying is it has to be an orderly process. You don't
just click off a decision, although I did move up that second
tranche of credits the other day which will facilitate the
purchase under the grain agreement."
Question, "What do you know about how badly the Soviets want or
need additional food aid?"
"We don't really know any more about that. So we have to wait
until we find out and the way to find out is have the system
work, the U.S. system work in making a recommendation to the
President."
Earlier, the President dedicated a horseshoe pit that has been
built by photographers next to the clubhouse. The event was
barred from press coverage by the press office after several

As for the golf, it took a little over an hour. On the ninth
hole the President slightly overshot the green but made a nice

"54." At that point, presumably a reference to his score.
Though it was quite muggy and the mosquitos were out in force, at
least one member of the foursome seemed disappointed they were
not playing any longer. "How long did we play?" asked son Jeb,
"Not even warmed up yet."

THE MAJORS COME A CALLING AT WALKER'S POINT
First, the news: Doctor Larry Mohr asked about the bee-stinging
incident at the golf course, said that he does not believe the
bee actually stung the President because Mr. Bush would have said
something to him if it had.
Marlin was asked, as we waited for the arrival of the Majors,
when the President would have something further to say about the
Baltics. "I'll stick with Bob Strauss," he said, referring to
the prediction of something by Friday.
The helicopter bearing the British Prime Minister landed at 4:58
p.m. and the visitors stepped off promptly at the appointed hour
of 5:00 p.m. Mrs. Bush greeted the Prime Minister with a big
kiss, the President gave him a hearty handshake and kissed Mrs.
Major. The Prime Minister was attired casually, tie-less and
coat-less. They were accompanied by their two children, one of
whom what appeared to be a Houston Economic Summit bag. There
was lots of chit-chat but none of it directed at your poolers.
Shortly afterwards, the President drove off in a golf cart with
the Majors and Mrs. Bush. They were scheduled to go for a boat
ride shortly afterwards, but your pooler returned since he would
not have been within voice reach of either the President or the
Prime Minister. Photographers stayed behind. The President and
his guests are scheduled to stay there for the evening.
