STATEMENT BY THE PRESS SECRETARY
We rejoice with Mr. Jesse Turner and his family at his release
after so many years in unjust captivity. We pray that he is in
good health and will soon be reunited with his family. Our
special State Department reception team left the U.S. at mid-day
for Wiesbaden, Germany to provide any assistance possible. We
cannot forget that others remain hostage. We call again for the
safe, immediate and unconditional release of all those in the
region who are held hostage outside the process of law. We also
seek a full accounting of those who have died in captivity,
including return of their remains.
We appreciate the efforts of all those who helped make this
release possible, and welcome the humanitarian efforts of the
U.N. Secretary General. Mr. Turner had been in captivity for
nearly five years. Four other American hostages remain.

THE PRESIDENT: May I just -- I don't take questions in
the Oval Office, but may I say to the journalists from Czechoslovakia
how very, very pleased we are to have President Havel back here. I
look forward to a lot of substantive talks. But the main thing is I
simply want to echo what he said outside about U.S.-Czechoslovakia
relations never having been on a firmer plane, never being better.
There's some problems, and we'll be talking about them, but this will
be a positive visit amongst good friends -- official and personal.
So I just want to say welcome and welcome to each and every one of
you, too.

To discuss confirmation process reform.
II. BACKGROUND
During the second round of hearings on Judge Clarence
Thomas, you stated that you would have comments on the
Senate confirmation process. Yesterday you met with Senator
Joe Biden (D-DE), Chairman of the Judiciary Committee, and
Senators Alan Simpson (R-WY) and Pete Domenici (R-MX) on
this issue. Senators David Boren (D-OK) and Domenici are
Senate representatives on an ad hoc Congressional task force
to look at committee structure and support functions,
including investigatory powers and how that might relate to
the confirmation process. Senator Sam Nunn (D-GA) indicated
that he had some suggestions on this subject in a telephone
conversation with you.
This meeting will provide you with an opportunity to meet
with Majority Leader George Mitchell (D-ME) and Republican
Leader Bob Dole (R-KS) along with Senators Boren, Domenici
and Nunn prior to making your final recommendations.
Particular emphasis will be given to the handling of
confidential information.

Two years ago, Vaclav Havel was in prison. Soon af-
ter he was Czechoslovakia's dissident playwright-
turned-president and democracy's darling.
Now "everything is a little bit different," said Havel
at last night's White House state dinner in his honor.

"The era of enthusiasm, unity and joy at freedom re-
gained is long behind us.
The present time is a kind
of everyday work."
Havel's second trip to Washington since taking office
is a far cry from his first in February 1990, when he
dazzled the United States with a heady combination of
charisma and oratory. This time, he's struggling with
the far more prosaic side of politics. Even the name of
his country is different: Czech and Slovak Federal Re-
public, one more sign of the changing face of Eastern
Europe.
"President Havel likes to say, 'Life didn't change at
all,' said President Bush in his welcoming toast. 'Be-
fore the revolution, there were always two policemen
with me. After the revolution, I still have two police-
men with me.' "
