Dear Dr. Haddad:
Thank you for your recent letter. Your expression of
support for the President and for our government's Gulf policy
is deeply appreciated.
The liberation of Kuwait represents a great victory for the
world community. The challenge we face now is to seize the
opportunity created by the worldwide opposition to Iraqi
aggression to move toward a more just and peaceful world. Our
aim in the Middle East is to promote peaceful settlement of
regional disputes, the observance of international law, respect
for human rights, political openness, arms control, Gulf
security and stability, economic cooperation and market-based
economic growth.
Let me assure you that we are in no way pressuring Israel
to compromise its security. Quite the contrary, we are
committed to a process by which Israel's long term security
will be guaranteed. To this end, Secretary Baker has embarked
on a series of visits to narrow the differences among the
various players in the Middle East.
The conditions of Jewish communities living in Arab
countries has been and remains a top agenda item in our
discussions with officials in the region. We have raised this
problem with the Governments of Syria, Yemen and others. The
President raised human rights issues most recently during his
meeting with Syria's President Assad in November. We consider
this a matter of great importance and your concerns have been
expressed at the highest levels.
Iraqi reparations for the damages resulting from the
invasion of Kuwait is a key element of UN resolution 687 which
spells out steps Iraq must take to ensure a permanent cease
fire and lifting of sanctions. Specific restitution for Jews
expelled from Iraq and for damage inflicted on Israeli
communities by Iragi SCUD attacks are certainly two of the many
possible claims that could be considered in this process.

Finally, let me address your concerns about Syria. The
U.S. has not provided any assistance to Syria. In fact, we are
prohibited by law from doing so as long as Syria remains on the
list of states that support terrorism. And Syria will remain
on this list as long as it continues to support groups which
engage in terrorism. Moreover, this administration remains
committed to maintaining Israel's qualitative advantage over
its enemies.
Once again, thank you for voicing your warm wishes and
support for President Bush.

Mr. President:
I applaud your courage and success. I believe that history will judge
you as one of our great presidents because of the stand you took against
aggression.
It is for this same reason that I urge you, Mr. President, not to
pressure Israel to compromise its security in any peace settlement with the
Arabs. There should be face to face negotiations to settle the disputes
between Syria and Israel, Jordan and Israel, Lebanon and Israel, and all
the other sovereign Arab countries. They should make peace with Israel
before the Palestinian Arab problem be resolved. Recent history taught us,
that a peace treaty - negotiated by Secretary Schultz - with Lebanon was
easily abbrogated by Syria. Syria is pivotal for peace. Thus all efforts
should be directed to make peace between Syria and Israel before anything
else.
In accordance with resolution 242 there should be a resolution of the
refugee problem both the Jewish refugees from Arab countries and the
Palestinian Arab refugees. That should precede any other agreement to
resolve the Palestinian Arab problem.
And in particular regarding Iraq, we the Jews of Iraq, being the only
Jewish community in the world that was expelled totally and all our assets
and property confiscated (we were the wealthiest Jewish community in the
world), Mr. President, as you demand reparations from Iraq, we should be
included to get our assets back. There are over 25,000 Iragi Jews in
America and there are 250,000 Iraqi Jews living in Israel, who suffered
most recently by the Scud missle attacks of Iraq, which fell mostly on
Iraqi Jews in Ramat Gan. I urge you, Mr. President, for the sake of
fairness and justice, that you include us in any talks with Iraq for
reparations.

Finally, regarding the military equipments - tanks, artillery etc.,
captured from Iraq, please do not give them to Syria. Syria is well armed
and does not need more arms. Syria is one of the main threats to Israel
today, with its chemical and biological weapons and Scud missles which are
more sophisticated than the Iraqi's and can certainly reach Israel with
ease. Please do not put too much arms in Saudi Arabia either. There should
not be any reason for doing that, because when the chips are down American
power is what counts. If you do leave modern equipment in Saudi Arabia,
then please, Mr. President, balance it for Israel. Israel must maintain
qualitative parity with all the Arab countries, again for the sake of
fairness and justice.

Dear Dr. Haddad:
I am responding to your letter to President Bush of March 7
regarding the Middle East peace process.
President Bush has said it is time to put an end to the
Arab-Israeli conflict. We continue to believe the best way to
achieve a comprehensive settlement is through a negotiating
process among the parties. The President has stated that a
comprehensive peace must be grounded in United Nations Security
Council resolutions 242 and 338, and the principle of territory
for peace. This principle, he said, must be elaborated to
provide for Israel's security and recognition, and at the same
time for legitimate Palestinian political rights. I would note
that a settlement based on resolutions 242 and 338 and the
principle of the exchange of territory for peace has been the
policy of every American administration since 1967.
Secretary Baker has undertaken a series of intensive
consultations in the region, including meetings with the heads
of several Arab states, the Prime Minister of Israel and other
senior Israeli officials, and Palestinians from the occupied
territories. We believe that there are now new opportunities
to achieve real progress towards peace in the Middle East, and
I assure you that the United States is prepared to work with
the parties to the conflict to take advantage of this favorable
new environment.
As regards your concern about U.S. arms sales to Middle
Eastern countries, it is our policy to sell arms only for the
purpose of legitimate self-defense. We have not and will not
propose arms sales which pose a threat to Israel's security.
We have not sold nor are we considering selling arms to Syria.

The United States and others have long held that the issue
of compensation for refugees should be addressed in the context
of negotiations among the parties to the Arab-Israeli
conflict. We do not believe it is practical or desirable to
link Arab-Israeli issues to the Iraq-Kuwait conflict.
We appreciate your continuing interest and are pleased to
have received your views on these important issues.
