Ford Presidential Library THE WHITE HOUSE WASHINGTON October 21, 1976 MEMORANDUM FOR THE PRESIDENT FROM: JIM CAVANAUGHW + SUBJECT: United Parcel Service Strike Dick Cheney asked me to provide a report on the United Parcel Service strike. The strike began on September 15. The Federal Mediation and Conciliation Service (FMCS) has been involved from the beginning in attempting to bring the parties together. After several weeks of no negotiations, bargaining sessions resumed on Monday, October 18. Serious negotiations have been going on all this week. The union is expected to present its latest proposal to management tomorrow. Management is not expected to respond with its offer until next week. FMCS believes that a settlement will be possible then. Small businessmen are complaining about the impact of the strike. Congressman Floyd Spence of South Carolina has written asking for your help to settle the strike.
