BACKGROUND
Kentucky's primary is May 25; 37 delegates will
represent the state at the National Convention.
Kentucky is a tough state but the organization is now
starting to come around and things are looking better.
Cong. Carter publicly endorsed the President at a
press conference on April 5; has his entire
organization in the 5th District working for the
President. This is the most Republican District
in the state.

KENTUCKY
PFC got a late start in Kentucky. There is now an excellent team
headed up by Hal Rogers and Huda Jones. National Committeeman
Ed Middleton has been out in front for the President from the
beginning and has been very effective in combating the Reagan forces
in the State Executive Committee meetings.
Congressman Tim Lee Carter is publicly supporting the President
and made a public announcement on April 5th.
PFC is running the campaigns in Tennessee and Kentucky in tandem
because they are on the same day and the media from Tennessee
will reach all of southern Kentucky.
There are some reports that former Governor Nunn feels he may have
jumped onto the Reagan bandwagon too soon.
It is felt that we will do better in the delegate count than
originally thought.

BACKGROUND:
The purpose of the inheritance tax laws
are to prevent the passing of undue awards

being met by taxing transfers between husbands
and wives.
Five years ago, Mrs. Royal learned that
if something were to happen to her husband
she would probably have to mortgage her
farm to pay the estate tax (see attached).
She spearheaded a crusade to arouse public
sentiment to get rid of the "widows tax".
The Commission on International Women's
Year recommended corrective action. On
March 22, 1976, Secretary Simon presented
your estate tax recommendations to the
Congress which would eliminate the transfer
tax between spouses altogether.

PURPOSE
: To thank and motivate volunteers involved in voter
I.D. and to get the vote out for Tuesday's primary.
BACKGROUND
: State: Bob Pascal, County Executive of Anne Arundel
County is State PFC Chairman.
Senator Beall, Congressman Gude, former Congressman
Hogan and National Committeewoman Louise Gore have
endorsed the President.
Delegates are elected, winner take all by each of
the eight Congressional districts (3 delegates each)
and by state wide results (19) for a total of 43.
Baltimore County : The telephone services both
Baltimore City and County. PFC Coordinator is
Arch Jones, PFC County Coordinator's are Bob
Hitchcock and Miss Ruth Pierce. The phone goal
for the center is 9000 completed calls.
POINTS OF DISCUSSION
The contact person will answer the phone, speak
briefly with the President and turn on the speaker
phone. The President will then be speaking to a
gathering of volunteers and possibly media coverage.
It is suggested that he discuss:
1) His appreciation to the volunteers for all they
have done and will do on election day.
2) The importance of the get out the vote operation.
3) The accompolishment of his administration regarding
the economy.

BACKGROUND
: Mayor Jim Taft of Cranston, Rhode Island
is running unopposed in the Republican
primary for the GOP gubernatorial nomination.
The Mayor endorsed the President yesterday
in a joint press conference with PFC Chairman
"Buddy" Cianci, Mayor of Providence, and John
Chaffee, former Governor and candidate for
U.S. Senate. Mayor Taft has turned his
entire organization over to the PFC to
identify and get out the vote between now and
the primary. This effort will be crucial in
achieving the desired margin of victory in
Rhode Island.
Mayor Taft and Mayor Cianci do not get along
very well but Jim Field of the White House
staff and Bill Russo, the PFC field man, have
managed to get both men working together.
Mayor Taft wrote the President within the
last 10 days requesting that the President
visit Rhode Island between now and the National
Convention to participate in a fund raiser
for the Mayor and John Chaffee. No commitments
have been made on this request.
Mayor Taft has been quoted as supporting V.P.
Rockefeller for the number two spot on the
Republican ticket.
There are 19 delegates at stake in Rhode Island.

: John Chaffee was Governor of Rhode Island
in 1962 and again in 1964. He served as
Secretary of the Navy in the Nixon
Administration and ran for the U.S. Senate
against Claiborne Pell in 1972. Mr. Chaffee
is one of the most popular politicans in

President yesterday along with Mayor "Buddy"
Cianci of Providence, (state PFC Chairman)
and Mayor Jim Taft of Cranston, who is the
GOP gubernatorial candidate. Mr. Chaffee

"get out the vote" effort for the President
between now and Tuesday, June 1. He has
expressed his belief that V.P. Rockefeller
would be the best person to share the ticket
with the President. The President received
a letter from Mayor Taft recently inviting
the President to Rhode Island before the
National Convention for a joint Chaffee - Taft
fund raising dinner.

The "get-out-the-vote" effort for the
President on the Tuesday, June 1 primary,
has been a joint campaign with Mayor Cianci,

Rhode Island, has buried the hatchet and
worked hard to achieve a large margin of
victory for the President. 19 delegates are
at stake in the primary and if Governor Reagan
fails to get 1/3 of the vote, all 19 delegates
will go for Ford; otherwise, the delegates are
awarded on a proportional basis.
Your remarks will be broadcast on a loud
speaker system in the headquarters and there
will be press in attendance. After exchanging
remarks with Mayor Cianci, it is suggested
that you speak to the group for about
2 minutes.

Dick has asked that you remind the President to place
a telephone call today to Bill Coleman SO that Bill
will have the opportunity to give his recommendation
to the President on the Boston busing situation.
The Secretary is very concerned about this situation
and has expressed his hopes to Ed Levi that Justice
not intervene in the Boston case.
Last Friday at a dinner meeting of a law group here
in town which Ed Levi attended, Bill indicated that
he first thought that this was a decision that the
Cabinet should make, but upon further reflection felt
that Ed Levi was the government's top legal expert
and that ultimately it would be the Attorney General's
decision to make.

BACKGROUND:
Hugh Flournoy lost the race for Governor of
California to Jerry Brown by less than 1%.
He has strong support among moderate and
liberal Republicans, in general, as well as
good contacts with the Republican organiza-
tion throughout the State.
Stu Spencer suggests that if Flournoy dis-
cusses any specific conditions for his
support that you advise him that Stu will
be in contact to work out details.
TALKING POINTS:
I know that to win California I must appeal
to all Republicans, conservatives, moderates
and liberals. In your race against Jerry
Brown, you showed strong support among the
broad spectrum of Republicans, and also
picked up considerable support from
Independents and Democrats.
Our victory in Michigan and Maryland was
based largely on a strong turnout by all
Republicans, not just those who are
extremely conservative.

I believe that Republicans cannot
expect to do well in November if our
Party is led by former Governor Reagan.
I'm certain you can appreciate the diffi-
culty that countless Republican candidates
for Federal, State and local offices will
have if the national ticket is headed by
someone who does not have broad appeal
throughout the Republican Party and to
Independents and Democrats.
Therefore, the California primary becomes
of crucial importance, not just to my
candidacy, but to the Republican Party
as a whole in November. If I can win in
California, then I think my chances for a
first ballot victory in Kansas City are
excellent. This will permit me to unify
the Republican Party and develop the
strongest possible position to take on
our Democratic opponent in November. I
believe this is the best course of action
for a strong Republican showing in all
races at the Federal, State and local
levels in November.
I hope very much that I can count on your
support over the coming days leading to
the June 8th primary.
I'd also like your advice on how we can
best turn out all Republicans, because in
a big State like California with a very
diverse Republican Party, apathy among
the moderates could be very damaging to
my chances.
