" SPECIAL DOCUMENTS TO FILE THE WHITE HOUSE WASHINGTON RECOMMENDED TELEPHONE CALL TO Congressman Tim Lee Carter (Kentucky, 5th District) 225-4601 DATE Prior to May 25 primary in Kentucky RECOMMENDED BY Rog Morton, Stu Spencer PURPOSE To thank the Congressman for his April 5th endorsement and for the assistance of his organization. BACKGROUND Kentucky's primary is May 25; 37 delegates will represent the state at the National Convention. Kentucky is a tough state but the organization is now starting to come around and things are looking better. Cong. Carter publicly endorsed the President at a press conference on April 5; has his entire organization in the 5th District working for the President. This is the most Republican District in the state. PFC Chairman: Hal Rogers PFC Finance Chairman: Joseph E. Johnson III TOPICS OF Thanks for you r endorsement. DISCUSSION I would appreciate your appraisal of where things stand in Kentucky. What can we do to improve our efforts ? Please convey my thanks to the people in your District who have worked so hard in building up an efficient and effective organization. April 23, 1976 OFFALD ANVREIT FORD KENTUCKY PFC got a late start in Kentucky. There is now an excellent team headed up by Hal Rogers and Huda Jones. National Committeeman Ed Middleton has been out in front for the President from the beginning and has been very effective in combating the Reagan forces in the State Executive Committee meetings. Congressman Tim Lee Carter is publicly supporting the President and made a public announcement on April 5th. PFC is running the campaigns in Tennessee and Kentucky in tandem because they are on the same day and the media from Tennessee will reach all of southern Kentucky. There are some reports that former Governor Nunn feels he may have jumped onto the Reagan bandwagon too soon. It is felt that we will do better in the delegate count than originally thought. 37 delegates GERALE FORD VIBRARY fill President Ford Committee 1828 L STREET, N.W., SUITE 250, WASHINGTON, D.C. 20036 (202) 457-6400 RECOMMENDED TELEPHONE CALL FROM THE PRESIDENT TO : MR. RECOMMENDED BY: STU SPENCER Sts : Mr. List has told our people in Nevada that he is Bob 1st PURPOSE ready to publicly endorse the President but wants to speak with him personally first. BACKGROUND : Mr. List is a personal friend of the President's and has always supported him privately. He is come me with Neweda concerned about his political career in Nevada because of Senator Laxalt's influence in the state. The Attorney General has a great deal of influence himself and his endorsement will greatly help the President's campaign. It is important that the President call Mr. List today before he has time to reconsider. TOPICS OF DISCUSSION : 1. I understand that you feel you are ready to support and publicly endorse my candidacy. 2. Your endorsement will help us not only in the state of Nevada but elsewhere in the nation. 3. We feel that with your help we can win Nevada. The latest telephone polls have shown I have a substantial lead over my opponent. 4. Thank you for your help. I will need your advice and counsel in the weeks ahead. Note: It is suggested that Mr. List be offered a position on the National Advisory Committee to help give him the Call hom same kind of clout that Laxalt has in Nevada. BACKGROUND: The purpose of the inheritance tax laws are to prevent the passing of undue awards Mike between generations. This purpose is not being met by taxing transfers between husbands and wives. Five years ago, Mrs. Royal learned that if something were to happen to her husband she would probably have to mortgage her farm to pay the estate tax (see attached). She spearheaded a crusade to arouse public sentiment to get rid of the "widows tax". The Commission on International Women's Year recommended corrective action. On March 22, 1976, Secretary Simon presented your estate tax recommendations to the Congress which would eliminate the transfer tax between spouses altogether. TOPICS OF DISCUSSION: 1. I want you to know how concerned I am GERALD FORD LIBRARY about the problems of the "widows tax" and / that as a result of your efforts, it has been called to my attention. TOPICS OF DISCUSSION: 2. This effort will be crucial in achieving the desired margin of victory in Rhode Island. Mayor Taft and Mayor Cianci do not get along very well but Jim Field of the White House staff and Bill Russo, the PFC field man, have managed to get both men working together. Mayor Taft wrote the President within the last 10 days requesting that the President visit Rhode Island between now and the National Convention to participate in a fund raiser for the Mayor and John Chaffee. No commitments have been made on this request. Mayor Taft has been quoted as supporting V.P. Rockefeller for the number two spot on the Republican ticket. There are 19 delegates at stake in Rhode Island. TOPICS OF DISCUSSION Appreciate your help and that of your fine organization in working to turn the vote out on Tuesday. RECOMMENDED BY: Rogers C. B. Morton BACKGROUND: The "get-out-the-vote" effort for the President on the Tuesday, June 1 primary, has been a joint campaign with Mayor Cianci, Mayor Taft from Cranston and John Chaffee, all asking their organizations to participate. The 'Republican Family", as it is called in Rhode Island, has buried the hatchet and worked hard to achieve a large margin of victory for the President. 19 delegates are at stake in the primary and if Governor Reagan fails to get 1/3 of the vote, all 19 delegates will go for Ford; otherwise, the delegates are awarded on a proportional basis. Your remarks will be broadcast on a loud speaker system in the headquarters and there will be press in attendance. After exchanging remarks with Mayor Cianci, it is suggested that you speak to the group for about 2 minutes. SUGGESTED TALKING POINTS: 1, Appreciate the efforts of the "Republican Family" in Rhode Island who have worked so hard to make our effort on Tuesday a success, 2, I especially wish to thank Mayor Cianci, John Chaffee and Mayor Taft for their efforts, 3, Peace Prosperity Trust NOTE: Because of the current high unemployment rate in Rhode Island (over 11%), it is suggested that in the brief remarks on prosperity, the President relate to the control of inflation and the picking up of the economy SPECIAL DOCUMENTS TO in general, rather than mentioning the solid gains nationwide in employment. The Secretary is very concerned about this situation and has expressed his hopes to Ed Levi that Justice not intervene in the Boston case. FORD is LIBRARY DERALD LIBRARY FORD .t GERALD THE WHITE HOUSE WASHINGTON May 20, 1976 RECOMMENDED TELEPHONE CALL TO: Houston (Hugh) Flourney, Director for the Center of Public Affairs, University of Southern California. DATE: Prior to departing for the West Coast on Saturday, May 22. RECOMMENDED BY: Stu Spencer, Mike Duval PURPOSE: To seek his support for the California pri- mary. BACKGROUND: Hugh Flournoy lost the race for Governor of California to Jerry Brown by less than 1%. He has strong support among moderate and liberal Republicans, in general, as well as good contacts with the Republican organiza- tion throughout the State. Stu Spencer suggests that if Flournoy dis- cusses any specific conditions for his support that you advise him that Stu will be in contact to work out details. TALKING POINTS: I know that to win California I must appeal to all Republicans, conservatives, moderates and liberals. In your race against Jerry Brown, you showed strong support among the broad spectrum of Republicans, and also picked up considerable support from Independents and Democrats. Our victory in Michigan and Maryland was based largely on a strong turnout by all Republicans, not just those who are extremely conservative. FORD is LIBRARY 2 I believe that Republicans cannot expect to do well in November if our Party is led by former Governor Reagan. I'm certain you can appreciate the diffi- culty that countless Republican candidates for Federal, State and local offices will have if the national ticket is headed by someone who does not have broad appeal throughout the Republican Party and to Independents and Democrats. Therefore, the California primary becomes of crucial importance, not just to my candidacy, but to the Republican Party as a whole in November. If I can win in California, then I think my chances for a first ballot victory in Kansas City are excellent. This will permit me to unify the Republican Party and develop the strongest possible position to take on our Democratic opponent in November. I believe this is the best course of action for a strong Republican showing in all races at the Federal, State and local levels in November. I hope very much that I can count on your support over the coming days leading to the June 8th primary. I'd also like your advice on how we can best turn out all Republicans, because in a big State like California with a very diverse Republican Party, apathy among the moderates could be very damaging to my chances. - Stu Days Hugh expects to be erslsed by President to support him publically - stu invited him to be ou L.A to S.F. leg (AF-1) FORD i LIBRARY GERALD Tuesday but couldn H do it.
