Re: Decision to cut appropriation for reforestation of
the National Forests
President Ford has asked me to thank you for your telegram of
December 16, 1974, voicing your opposition to the reseission of
$10 million from the Congressional appropriation for reforestation.
The $10 million in question was part of $15 million that was added
to the President's recommended budget by Congress. The President
has asked the Congress to reconsider the expenditure of the
$10 million in order to combat the inflationary effects of
Government spending. The Congress is in the process of considering
the President's recommended reductions in the budget. Reforestation
will be considered along with other national priorities in order to
determine which programs should be reduced.
The President appreciates your taking the time to express your views
on this matter of importance to the State of Oregon and will consider
them.

Mr. Norman E. Ross, Jr., Assistant Director, Domestic Counsel,
White House, has requested we respond to your letter of February 5,
1975, regarding Mr. Donald Mason, Stockbridge, Michigan. This will
also confirm your telephone discussions of February 14, 1975, with
Mr. L. A. Dickerson, Assistant Administrator, Farmer Programs,
Farmers Home Administration (FmHA).
It is my understanding that in the telephone discussion you con-
curred, under the circumstances, that the liquidation of chattel
property securing the FmHA Operating loan should be completed as
planned. Farmers Home Administration officials have discussed
the facts concerning the case with this office and we also agree
that such action is necessary. We note that Mr. Mason will still
have basic farm equipment for carrying out his farm work for 1975.
Such equipment is under mortgage by a local bank.
The comments made to Mr. Dickerson in your conversation on February 14
have been discussed. We understand your interest and concern in this
matter and regret that our decision was not made clear earlier.

This is in reply to your letter of January 14 regarding eligibility
for disaster payments.
The Agriculture and Consumer Protection Act of 1973 which authorizes
disaster payments requires us to consider, for payment purposes,
the total quantity of cotton (or of feed grains or wheat planted
in lieu of the allotted crops) which the producers are able to harvest.
Thus, the production of cotton as well as feed grain is taken into
account when the cotton allotment is overplanted and the feed grain
allotment is underplanted.
The USDA rule to which you referred does not automatically disqualify
the producer who has substituted one crop for another. The ruling
means that total production of the crops involved will be considered
in determining eligibility for payments. Eligibility determinations
are necessary in all instances before disaster payments are made.
The examples of various production patterns which you referred to us
have previously been reviewed by the Department of Agriculture. An
effort to simplify these determinations will be made for the 1975
program.

Dairy farmers have been particularly disadvantaged by recent economic
conditions and the resulting cost price squeeze in the dairy industry.
The increase in the level of support will improve their situation and
help them through this difficult period and we thank you for your effort
in expressing your concern and appreciation for the Administration's
action.
After many years of limited agricultural production and fettered inter-
national trade, we now realise that the health of American agriculture
depends on the ability of farmers to respond fully to market forces,
both domestic and international. We have, therefore, adopted the
present policy which is aimed at the goal of a market-oriented agricul-
ture with a minimum of government interference and which encourages
makimum production by the most efficient technologies available. We
have also taken steps to increase our agricultural markets in other
countries since we now realise that this is the only way we can have a
fully productive agriculture in this country. Without a vigerous,
healthy export market we would have to curtail our agricultural output.
This would lead to higher unit costs, and higher costs to both producers
and consumers.
These policies, as you point out, need the support of all Americans
in order to be successful. We realise that the responsibility of
winning this support lies in large part with the Administration and
will certainly do our utmost to accomplish this task.
