Don Rumsfeld in October asking the President to be
the honorary chairman of the Vince Lombardi Tennis
Tournament which will be held at Georgetown University
April 2-6, 1975. Leona in Mr. Rumsfeld's office
suggested he call us.
Mr. Riordan will be leaving around 3 this afternoon
from Salisbury, Maryland, to go to New York, where he
can be reached at the Doral Hotel through Wednesday (212) 687-7050
Mentioned that ex-President Nixon was the honorary chairman
in the past. Rog Morton is a good friend of Mr. Riordan's;
has played on his court on the eastern shore.
Since I couldn't locate a copy of the letter, I asked
Mr. Riordan to send us a copy so we could track it down.

Dear Don:
I was delighted to hear you are back in Washington
and that the country again has a tennis fan in the White
House.
I am writing concerning the Vince Lombardi Tennis
Tournament which will be held at Georgetown University
April 2-6 and will be televised nationally. The Cancer
Center will be constructed at the University at a cost
of $20,000,000 and to date the Georgetown Students have
turned over approximately $50,000 to the Center. This
money represents the total receipts from the last three
tournaments. To my knowledge it is the only tournament
in the world in which the entire proceeds go to charity.
The Georgetown Students and everyone else concerned with
the event donate their services.
The Students would be honored to have the President
act as Honomary Chairman. You may recall that former
President Nixon accepted this position in 1972. Also,
I have asked the Students to provide you and your family
with a Stage Box for the tournament.
Among some of the players will be Jimmy Connors,
No. 1 player in the world who as you know has had a

spectacular year. Under separate cover I am sending
an autographed picture of Jimmy for your son. I trust
that he is working hard on his game. It will not be
too long until I see him at Forest Hills and Wimbledon.

Following up our telephone conversation today, I am enclosing a copy
of my letter addressed to the President, which may assist you in
locating the original. As I indicated to you, we have not received any
acknowledgement or reply.
For your information, copies of the attached letter with attachment
were distributed to our 10, 000 to 12, 000 fans attending our homecoming
football game on October 25, 1974. Response was outstanding! Our
football team beat their opponents and membership in our Booster Club
increased one-hundredfold. In addition, I have since been deluged with
telephone calls inquiring for copies of the President's reply to our letter.
We are sponsoring our annual fall sports pot-luck supper on Wednesday
evening, December 4 to honor our son(s) and daughter(s) athletes in
football, cross-country, field hockey and girls' tennis. This is our most
popular and largest-attended event outside our football game attendance.
As part of our evening's program, I would like to read and distribute copies
of the President's reply in accepting our invitation as "Honorary Member"
in our Booster Club. Any assistance you can provide in expediting the
President's reply would be appreciated by our 2, 500 parents, students,
and teachers at Annandale High School.

inflation now" (WIN), the ATOMS BOOSTER CLUB of Annandale High
School has elected to refrain from increasing its membership fee and
continue to retain the past year's fee at one dollar per person. The
enclosed flyer, being distributed within our school geographical area in
support of our membership drive, shows that our membership fee has
remained constant since Annandale High School opened its doors twenty
years ago, even though the cost of living has increased during the same
period of time.
Although we can expect our expenses to increase, we feel confident that

WHEREAS, the Sixty-Sixth Division was activated at
Camp Blanding, Florida on April 15, 1943, and the members
Office of the Governor
of the 66th answered the call to active duty during World
State of Missouri
War II, and many sacrificed their lives in the cause of a free
America and a free world; and
WHEREAS, the Sixty-Sixth Division, in five months in
the E. T. O. suffered 2,250 casualities, freed 180,000 French
civilians, accepted the surrender of 50,000 of the enemy and
liberated 858 square miles of France in the Brittany
Peninsula; and
WHEREAS, on June 26, 27, 28 and 29, 1975, the 66th
Infantry Division Veterans Organization will hold its fourth
bi-annual reunion in St. Louis, Missouri:
NOW, THEREFORE, 1, CHRISTOPHER S. BOND,
GOVERNOR OF THE STATE OF MISSOURI, do hereby
proclaim June 26-29, 1975, as
66TH INFANTRY DIVISION DAYS

Dear Mr. President:
I am taking this occasion to write to you and urge you to become honorary
chairman of the National Association of the Partners of the Americas.
For the past six years I have been honorary chairman of the Partnership that
exists between the State of Michigan and the two nations of Belize and the
Dominican Republic. More than 30 other governors currently serve as honorary
chairmen of their state partnerships. The Partners of the Americas comprise
42 states in the United States that are linked with 43 regions in 18 nations
of Latin America. This fine voluntary effort carries out projects in the
fields of education, agricultural development, rehabilitation, medical and
dental health projects, and student sports and cultural exchanges.
This year-1974-marks the tenth anniversary of the founding of the Partners
program, and your agreement to become honorary chairman of the National
Association would be welcome and exciting news to private citizens throughout
the hemisphere and would reinforce the concept of the "Good Partner Policy"
enunciated by Secretary of State Kissinger during the assembly of the Organ-
ization of American States held in May in Atlanta.
In the years ahead, Partners hope to continue to reach the American people
with a message that they have friends in Latin America who are eager to join ORD
with them as Partners to achieve common goals for human betterment in the
Western Hemisphere.
I hope you will join with me and the thousands of Partner volunteers in our
commitment to better understanding and development in the hemisphere. I, and
the Partners, look forward to your positive reply.

for the President in Alpha Delta Phi. With Ed Frey

veteed abruptly by my office.

Memberships
Per your request, attached is a copy of a letter from the President
to Governor Milliken, accepting the Governor's invitation to become
an Honorary Chairman of the National Association of the Partners of
the Americas. The letter was prepared by Roland Elliott's office and
forwarded to the President for signature in accordance with standard
procedure. This is one of the memberships that you recommended
that the President accept in your memorandum to him of November 14.
With respect to the other 12 memberships listed in Tab A, for which
you recommended acceptance, there is no indication from the President
approving the recommendation. Nevertheless, I have directed Elliott
to prepare letters of acceptance with respect to these memberships
for signature by the President.
The President indicated his acceptance of only five memberships,
which were listed in Tab B as recommended for "possible discretionary
approval. 11 The lack of any indication with respect to the remaining
38 memberships in Tab B apparently signifies the President's disapproval
of acceptance. I have, therefore, directed Elliott to prepare letters for
his own signature turning down these memberships.
With respect to the 56 memberships listed in Tab C for which you
recommended rejection, the President made notations with respect
to three (the Royal Order of Jesters of Grand Rapids, Michigan, for
which he noted "already a member;" the United States Ski Association,
for which he noted "why not;" and the Vail Racquet Club, for which he

also noted "why not. ") Accordingly, I have directed Elliott to prepare
letters for the President accepting these three memberships (with
appropriate comment to the Royal Order of Jesters, regarding the
fact that the President is already a member of that organization).
The remaining memberships will be declined by letters from Elliott.

The President continually receives offers of honorary
memberships or requests to endorse various causes. With
few exceptions, such solicitations are routinely denied.
Since many of these solicitations are made through the
White House staff, and not directly to the President, you
should be aware of the procedures for handling memberships
and endorsements involving the President.
No membership or endorsement is to be declined or accepted
other than by or through Mr. Roland L. Elliott, Director
of Correspondence. Any staff member who receives a solici-
tation for a membership or endorsement on behalf of the
President should refer it promptly to Mr. Elliott's office
for review. Do not refer such matters to the Office of the
Counsel. In the event of any questions, Mr. Elliott will
consult with the Counsel to the President prior to declining
or accepting the membership or endorsement.
Your cooperation in complying with the procedures described
above is appreciated.

Memberships
I have no objection to the President accepting the attached memberships
as recommended by Roland Elliott. However, in keeping with the
President's admonition that he "would like the opportunity to review
decisions before final action, 11 we probably should send these recom-
mendations to the President for his concurrence.
If, as he indicates, the President is intent on reviewing all memberships
and endorsements that cannot be answered by a routine letter of rejection,
I recommend that Elliott be given the responsibility for preparing the
appropriate decision memoranda for the President to be forwarded through
this office. The President should realize, however, that he will receive
many hundreds of memberships and endorsements for his personal review
in the course of the Administration.
To further streamline the process, I also recommend that a memorandum
be sent to the White House staff under your signature requesting that all
matters relating to memberships and endorsements be referred directly
to Elliott for initial review. Attached for your approval is a draft
memorandum to this effect.

Several weeks ago Mel Laird mentioned to you that in
line with established policy the Boys' Clubs of America,
of which I am the Chairman, has for many years had the
President of the United States as our Honorary Chairman.
Mel told me that you would be willing to be our Honorary
Chairman. The entire Board of the Boys' Clubs of America
has voted to ask you to accept election to this office.
Former President Nixon who was our last Honorary Chair-
man will become Honorary Chairman Emeritus. We would
greatly appreciate word from you that you are willing to
serve as our Honorary Chairman.
As you may know, the Boys' Clubs of America has more
than one million boy members. They are members of
more than one thousand Clubs (some in every state in
the union), each of which has a club house with adequate
facilities to help boys to grow both physically and men-
tally, and even more importantly in character. Juven ile
decency nas replaced juvenile delinquency with the
members of these Clubs.
