THE WHITE HOUSE WASHINGTON September 10, 1974 MEMORANDUM FOR: PHIL BUCHEN FROM: SKIP WILLIAMS Gpw On September 7 you gave me copies of an article which appeared in the Buffalo Courier Express on September 4 regarding H. Kenneth Schroeder, Jr., a candidate under consideration for a Federal judgeship. The article questioned the man's ethics in connection with a particular business transaction. I have discovered that he is one of two candidates for this particular position. I have forwarded copies of the article to the appropriate official in the Justice Department who reviews all background materials concerning candidates for Federal judgeships.
