Ford Presidential Library\nTHE WHITE HOUSE\nWASHINGTON\nMarch 9, 1976\nMEMORANDUM FOR:\nDOUG BENNETT\nFROM:\nJACK MARSH\nSUBJECT:\nCongressman Bob Duncan\nCongressman Bob Duncan of Oregon called me in reference to\ntwo pending judgeships in his State which are vacant.\nThe Congressman indicated there was strong support in the\nCongressional Delegation to include Joel Pritchard that one\nof these seats be filled by Congressman Floyd Hicks, a Demo-\ncrat who served in the Congress for the last 10 years or so.\nDuncan says that Hicks is highly regarded in Washington and\nhe felt this appointment would be acceptable to Republicans\nparticularly since there are two judgeships to be filled.\nHe noted also that the State had strong Democratic repre-\nsentation with Senator Magnuson and Jackson, but felt the\nselection of a Democratic judge would be seen as a stateman-\nlike move that would be widely accepted.\nIn all events, Congressman Duncan asked that I relay these\nviews to you which is the purpose of this memo.\nMany thanks.\ncc: Phil Buchen\nFORD\nMax Friedersdorf\nLIBRARY"
