Ford Presidential Library THE WHITE HOUSE WASHINGTON March 9, 1976 MEMORANDUM FOR: DOUG BENNETT FROM: JACK MARSH SUBJECT: Congressman Bob Duncan Congressman Bob Duncan of Oregon called me in reference to two pending judgeships in his State which are vacant. The Congressman indicated there was strong support in the Congressional Delegation to include Joel Pritchard that one of these seats be filled by Congressman Floyd Hicks, a Demo- crat who served in the Congress for the last 10 years or so. Duncan says that Hicks is highly regarded in Washington and he felt this appointment would be acceptable to Republicans particularly since there are two judgeships to be filled. He noted also that the State had strong Democratic repre- sentation with Senator Magnuson and Jackson, but felt the selection of a Democratic judge would be seen as a stateman- like move that would be widely accepted.
