12:25 Jay called. He said he checked to find out whether nurses
are on the high priority Schedule A blanket certification list.
They are -- so this would insure that she could get
her labor certification quickly.
However, because of the shortness of time between today (April 25)
and May 1, the final date of her present visa, it would require
her to apply to the Regional Director of Immigration, who has
the discretion to grant an extension of her visitor visa.
He is asking if you want him to lean on them?
Or should she request it directly?

9:30 Dorothy Downton called to say she had a call from her
uncle who is a minister in Wisconsin (Walter Lichtsinn,
her mother's brother).
In his sick calls during the week he ran into a problem.
Mary Kennedy is here from Ireland on a visa (Dorothy's
presume); she came for the purpose of attending a relative's
wedding and then she started working as a nurse to care for
three elderly people over 80 years of age. She had her
visa extended once, which extends to May 1. She apparently
applied again and has a "filing number". She has heard no
more and doesn't know what to do.
The girl will get all her papers together and she and the
minister, Rev. Lichtsinn, will call at II o'clock to talk with
Dorothy and she will transfer the call here.
11:00 Dorothy called back and gave me the telephone number at (414) 722-2662
the church office. Rev. Lichtsinn and Mary Kennedy were
both there, and I have asked Jay to call them.

As Treasurer of the Dirksen Endowment, may I express my
profound gratitude for your appearance at the dedication ceremonies in Pekin
yesterday. Not only were we highly honored to have you, the President of the
United States in our midst, but it provided us with renewed enthusiasm to finish
the task which has yet to be completed.
Mr. President, we have run out of money to complete this
project. We're $150,000 short of paying our share to the Pekin Public Library
for the Dirksen Wing, which you viewed yesterday. This shortage results from
two factors: additional, unanticipated costs of construction, and a decline of
contributions this past year.
A bronze plaque with the names of those contributing $1000
or more will be placed in the Dirksen Wing. Because of your past association,
your admiration and your respect for your departed friend, I am hoping that
you and Mrs. Ford will respond to this request for a contribution SO that your
names along with his other loyal friends will be inscribed.
Thank you, Mr. President, for your assistance in helping all
of us in this area make Ev's dream become a reality. I have enclosed an envelope
for your convenience.
I trust you had some time to relax in Vail. We have a condom-
inium at Manor Vail where Sam and Bonnie Young stayed with us when you two skiied
together two winters ago. Hopefully we will be privileged to see you out there
in the future.

see Paul Collins' project as it is nearing

David Mehney is on the Committee of people who are
working on it and he indicated there are a lot of
black people who are interested in it.
He said he thinks it would help a great deal if the people
in the area know that the President likes the idea of
the mural. He thinks it would help getting the vote in
the primary. Mr. Meany felt he nor anyone on the
Committee had had any encouragementfor them.
He said he would have resigned but Cong. VanderJagt
talked him out of it.
Dorothy said she spoke to the President and asked what
she should do about it.
The President asked her to ask you to call Mr. Mehney
and talk to him about this specific Paul Collins mural.
Tell him the President is in favor of it. He thinks it's
great. He's honored they want him to do this.

Dear Bunny:
Can you somehow get this message to Jerry or his
campaign advisors?
I do understand that they are trying to channel the
campaign into selected and most important issues. However,
I believe there are two very dangerous attacks on his policies
that must be answered - affirmatively.
These are the issues of day care centers and food stamps.
Both affect large numbers of low income people who, in NOvember,
could defeat the Republican nominee.
On day care, I am enclosing an article in the GR Press on
the Day Care issue. In addition, I know too that all women's
groups concerned with making it possible for women to hold jobs
are working to get more day care centers.
I don't know too much about the subject but I think I agree
with Jerry that the standards are unneccessarily high and that
administration should be in the hands of the states.
On standards, I recall reading somewhere that they require
one adult for each infant. Any mother knows she can care for
more than one chi baby at a time. I do believe, however, that
reasonable standards are necessary to upgrade the lower quality
centers.
On state rather than federal administration, I see no reason
why they can't be put on the same basis as welfare: that is,
run by the state with grants from the Federal Government which
call for certain standards and can be withdrawn if such standards
are violated.
Bor example, this past year Michigan has been found by the
Fedweal
government to have been shockingly remiss in the upholding of
Federal standards. As a result, the state and local governments
got busy. Hal Sawyer has a record a S county prosecutor of bringin
about the elimination of a great number of cheaters. Local govern
ment can do this best - with the threat of loss of funds over it.
Nor do I know much about food stamps - except for one require
ment which puzzles me; that is, that for a person to remain eligi
for food stamps he must use a certain miniumum amount. I have realt
that not all people need theminimum amount and to comply buy snack
and cokes etc which they don't need.
Yet here is an immense lobby being organized - including R.FORD
State Government of Michigan - opposing Jerry's policy for food
stamp reform. Some presentation of detail facts it seems to me

Larry Varnum, after reading the newspaper
accounts of your disappointment with the
John Ulbricht portrait, has dropped me a
note to suggest that you might want to
consider a portrait by Larry's wife, Zoe.
He enclosed the attached brochure and
photographs. Two of the photographs show
oils done by Zoë of Judge Starr and of Larry.
The others are pastel portraits of Ambrose,
the long-time waiter at Kent Country Club,
and of Lili Damita, the former wife of
Errol Flynn. Larry points out that Zoe
would be delighted to do the portrait without
remuneration.
Larry also indicates that he and Zoe are
planning a trip to Washington Monday, June 28.
If you would let me know your reaction to this

Candidate's Report of Receipt
and Expenditures
Attached is the monthly Report of Receipts and Expenditures
which you are required to file with the FEC by July 10. The
report was prepared by my office in conjunction with the PFC
General Counsel. In order to simplify the reporting require-
ments, the PFC will reimburse you for expenditures you made
for campaign travel by Jack and Susan. Other than for these
travel expenditures, it is my understanding that you have
neither received any contributions nor made any expenditures
on behalf of your candidacy in June.
The amended election laws permit you to spend directly or
contribute to the PFC up to $50, 000 of your personal funds
in connection with your campaign for nomination. Expenditures
must be reported by you and they count against the PFC's
primary spending ceiling. Contributions from you to the PFC
are reported separately by the PFC and are not included in
this report.
Recommendation

Dear Phil and Bunny:
I should write pages and pages of thanks to you two
for making our second visit to Washington so interest-
ing and very enjoyable. I know Dottie speaks for both
of us and she has written you, so I'll be brief.
When Senator Bob Dole was nominated, I went to a file
and found a picture of Jerry and the senator, with me
in the middle, taken in 1971 at the Pen Club. I've
had lots of fun with it, kidding, of course, about how
I knew all the time what was going to happen at the
convention. (Jerry's selection of Dole.)
Jerry was just great. We were so proud of him and
Betty and the children. The entire performance, the
!
subjects covered, his delivery and personality and
the film were most impressive.
It seems to me Jerry must have written most of that
speech himself. You know, the world is full of fast
talkers with big vocabularies, but they do not neces-
sarily make the best leaders. Jerry is plenty articu-
late when expressing his own thoughts. I think I
understand that because it's difficult to give a good
speech when someone else has written it for you.

Powell, who succeeded to Jack Stiles' interest. Both
Harold Wilmarth and Niel Weathers, the other owners,
are agreeable to selling.

Enclosed is a copy of the offer received from Morrison
L. Ely for the cabin at Caberfae in which Mike Powell now owns a
one-fourth undivided interest, as I understand.
Also enclosed is a copy of the latest deed showing the
present condition of the title to the property (as subject to the
Executor's deed to Mike).
If Mike is agreeable to this sale, I will draft an
appropriate acceptance for signature by him and by the other frac-
tional owners. In order to draft the acceptance properly, we will
have to get a title insurance commitment, as we have no abstract
of title. Before ordering the title work, we wish to know whether
Mike approves, so please get back to us just as soon as you can.
(Notice the 30-day time limit on the August 30 offer. We have the
$100 earnest money check.)

3:20 Dorothy Downton said she is checking into the
various pension things for the President -
pension, health insurance, and life insurance.
She had a call from Mr. Raden who said you
wanted that information. She called the
Treasury Department and talked with her contact --
the lady who handles the President's salary, etc.
There may be some technical questions ---
especially regarding survivor's annuity.
As they got into it more and more detail, there
were further things they needed to check ----
so she has now gotten in touch with the Bureau
of Retirement and they are getting certain information
together. She asked them to put all the options
in writing.
She said for you not to worry --- she would get
it all together as fast as she can.
