Review of Interest Group's Strategies How can we best work together to move the bill - Their comments and discussion Administration Position The President stated on April 25, 1975: "There could be no more practical reaffirmation of the Federal compact which launched this country than to renew the program which has done so much to preserve and strengthen that compact -- General Revenue Sharing I am today transmitting to the Congress proposed legislation to extend and revise the State and Local Fiscal Assistance Act of 1972. The act, and the General Revenue Sharing program which it authorizes, expires on December 31, 1976. I strongly recommend that the Congress act to continue this highly successful and important new element of American Federalism well in advance of the expiration date, in order that State and local governments can make sound fiscal plans. " Presidential Documents Vol. 11, No. 17, p. 439 In the 1976 State of the Union Address the President said: "Last year I strongly recommended a five-year extension of the existing revenue sharing legislation which thus far has provided $23.5 billion to help State and local units of Government solve problems at home. This program has been effective with decision-making transfers from the Federal Government to locally elected officials. Congress must act this year or State and local units of Government will have to drop programs or raise local taxes." " Presidential Documents Vol. 12, No. 4 , p. 50 Administration Actions An inter-agency Task Force was established to conduct an exhaustive review of the existing General Revenue Sharing program and to make recommendations to the President with respect to the program's renewal. President Ford affirmed support for the General Revenue Sharing Program in the State of the Union Address on January 15, 1975. President Ford sent a special message to the Congress on April 25, 1975, calling for early action on his proposed legislation to extend and revise the General Revenue Shar- ing program. The President's proposal calls for a five and three-quarter year extension of the program maintaining the basic features of the existing legislation while offering several significant improvements. GERALD R. LIBRARY FORD Treasury Department and Office of Revenue Sharing officials testified before the Revenue Sharing Subcommittee of the Senate Committee on Finance in support of the President's proposed legislation on April 16, 1975. Treasury Department and Office of Revenue Sharing officials testified before the Intergovernmental Relations and Human Resources Subcommittee of the House Government Operations Committee in support of the President's proposed legislation on September 25, 1975. Treasury Department and Office of Revenue Sharing officials testified before the Subcommittee on Civil and Constitu- tional Rights of the House Judiciary Committee in respect to Civil Rights Compliance efforts of the Office of Revenue Sharing on October 8, 1975. The President met on November 6, 1975, with key Members of the House Government Operations Committee who have a major role in continuation of the General Revenue Sharing program. At this meeting, the President expressed his concerns and the need for timely Congressional action on renewal legis- lation. Treasury Department and Office of Revenue Sharing officials testified before the House Select Committee on Aging con- cerning impact of General Revenue Sharing program on November 18, 1975. Treasury Department and Office of Revenue Sharing officials testified before House Government Operations Subcommittee on Intergovernmental Relations on December 2, 1975, the final day of House hearings on legislation to renew the General Revenue Sharing program, providing additional infor- mation on the Administration's proposed legislation and urging favorable Congressional action at an early date. President Ford, in his State of the Union Address on Janu- ary 19, 1976, urged Congress to act this year to extend the General Revenue Sharing program "or state and local units of government will have to drop programs or raise local taxes. " Fiscal Year 1977 Budget proposed by the President provides for General Revenue Sharing outlays of $6.6 billion. This document was given to me on a confidential basis since it has not been made available to the general public. Attachment CC: Steve McConahey CONFIDENTIAL ADOPTED January 14, 1976 STRATEGY FOR RENEWAL OF GENERAL REVENUE SHARING - 94th Congress I. General Agreement The following proposals are suggested with the following general agreements: A. Our goal is to have General Revenue Sharing (GRS) passed by the House by the end of March; by the Senate before Easter recess (mid-April). B. The major focus of attention must be on the Congress as follows: 1. House Democratic Leadership 2. Other House Democrats 3. Senate Democratic Leadership 4. Other Senate Democrats C. It is vital that we present a united stance concerning renewal. II. Set of Principles The Public Interest Groups (PIGs) need to agree on and publicize the following principles to which they agree concer- ning renewal. In order to help solve the serious financial problems faced by state and local governments and to strengthen the role of these governments in our federal system, the National Governors' Conference, National Conference of State Legislatures, National Association of Counties, National League of Cities, United States Conference of Mayors, and International City Management Association urge the Congress to reenact the State and Local Fiscal Assistance Act (General Revenue Sharing) in time for jurisdictions with a mid-year fiscal year to make sound budget decisions. State and local officials support renewal according to the following principles: 1. Continuation of the distribution of funds directly to states and general purpose governments using the existing distribution formula which reflects need, popu- lation and tax effort. 2. No additional categorization or program or project restrictions on the use of the funds. 3. Long term, multi-year funding. 4. An increase in annual funding level to compensate for inflation. 5. Enforcement of civil rights provisions of the Act to guarantee non-discriminatory expenditure of funds with adequate provision for due process for all individuals and governments involved. Enforcement responsibility for all civil rights provisions consolidated in a single FORD federal agency. ERALD LIBRARY 6. Guarantee of public hearings providing for citizen parti cipation in revenue sharing expenditures should be conducted by recipient governments as part of their normal budget process. III. DEMOCRATIC STRATEGY A. Commitments needed from Democrat Leadership in House as follows: 1. Commitment to floor action in the House by the end of March. 2. Commitment on clearing all procedural problems concerning passage especially Rules Committee and Budget Committee. 3. Acceptance of the PIGs revenue sharing renewal prin- ciples. B. All PIGs winter- legislative meetings (schedule attached) will highlight GRS renewal as top priority and meetings will be held with Democratic leadership by each group to obtain commitments cutlined in III A. C. Strong support for renewal needed by Democrats: 1 Continue to seek additional House Democrats to sign AuCoin letter to Democratic leadership. 2. Insure that strong support for renewal according to PIG principles be included in Democratic Plat- form. PIGS should be sure that GRS position is presented at four regional hearings in April and May as well as national hearings. 3. All Democratic candidates to be kept constantly aware of revenue sharing renewal needs. Ideas needed on methods. IV. NEW COALITION GRS ACTIVITY A. Meeting to be set up with House and Senate Democratic and Republican Leadership to urge renewal according to PIG principles. Coalition members to be fully briefed on the morning before. (Jim Martin meeting with Mans- field January 19 to ask him to host luncheon for Coalition, Executive Directors and Leadership on February 4.) B. Following Congressional Leadership meeting, press confer- ence to be held, joint statement on renewal principles to be released. C. PIGs to ask state, county, city officials in each state to hold joint press conference at same time. D. Any meeting with the President on GRS should be held at at separate time. V. TARGET ON KEY HOUSE COMMITTEE MEMBERS A. Each PIG will designate one of their officials as a contact with each member of the key House Committees: Government Operations; Appropriations, Budget. This will enable us to have four possible ways of reaching a member during mark-up, etc. B. As a first step, all PIGs will designate contact for House Intergovernmental Relations Subcommittee by January 14. (Name, title, address, telephone) VI. PIG-GRS TASK FORCE (PIGGERS) A. In order to centralize information and coordinate efforts, Aliceann Fritschler of NACo will act as Chairperson of the PIG-GRS (PIGGERS). She will maintain and distribute information on all members positions; policy positions of all PIGs; convene meetings and prepare minutes as needed. B. All PIGs will share all relevant information concerning members positions and NACo will maintain central file and set up a "boiler room operation" if needed. C. As soon as possible, PIGGERS will meet with Del Goldberg to discuss subcommittee's plans for mark-up. D. Once major issues to be discussed by the sub.committee are determined, background papers will be prepared by PIGGERS on each issue. Work will be divided by issue among PIGs if possible. VII. GRS Allies Allies such as White House, AFSCME, U. S. Chamber and others will be invited to meetings and informed as appropriate for circumstances. General Agreement\nThe following proposals are suggested with the following\ngeneral agreements:\nA. Our goal is to have General Revenue Sharing (GRS) passed\nby the House by the end of March; by the Senate before Easter\nrecess (mid-April).\nB. The major focus of attention must be on the Congress as\nfollows:\n1. House Democratic Leadership\n2. Other House Democrats\n3. Senate Democratic Leadership\n4. Other Senate Democrats\nC. It is vital that we present a united stance concerning\nrenewal.\nII. Set of Principles\nThe Public Interest Groups (PIGs) need to agree on and\npublicize the following principles to which they agree concer-\nning renewal.\nIn order to help solve the serious financial problems\nfaced by state and local governments and to strengthen the\nrole of these governments in our federal system, the National\nGovernors' Conference, National Conference of State Legislatures,\nNational Association of Counties, National League of Cities,\nUnited States Conference of Mayors, and International City\nManagement Association urge the Congress to reenact the State\nand Local Fiscal Assistance Act (General Revenue Sharing) in\ntime for jurisdictions with a mid-year fiscal year to make\nsound budget decisions.\nState and local officials support renewal according to\nthe following principles:\n1. Continuation of the distribution of funds directly\nto states and general purpose governments using the\nexisting distribution formula which reflects need, popu-\nlation and tax effort.\n2. No additional categorization or program or project restrictions on\nthe use of the funds.\n3. Long term, multi-year funding.\n4. An increase in annual funding level to compensate\nfor inflation.\n5. Enforcement of civil rights provisions of the Act to\nguarantee non-discriminatory expenditure of funds with\nadequate provision for due process for all individuals\nand governments involved. Enforcement responsibility for\nall civil rights provisions consolidated in a single FORD\nfederal agency.\nERALD LIBRARY\n6. Guarantee of public hearings providing for citizen parti\ncipation in revenue sharing expenditures should be conducted\nby recipient governments as part of their normal budget\nprocess.\nIII. DEMOCRATIC STRATEGY\nA. Commitments needed from Democrat Leadership in House as follows:\n1. Commitment to floor action in the House by the end of March.\n2. Commitment on clearing all procedural problems\nconcerning passage especially Rules Committee and\nBudget Committee.\n3. Acceptance of the PIGs revenue sharing renewal prin-\nciples.\nB. All PIGs winter- legislative meetings (schedule attached)\nwill highlight GRS renewal as top priority and meetings\nwill be held with Democratic leadership by each group to\nobtain commitments cutlined in III A.\nC. Strong support for renewal needed by Democrats:\n1\nContinue to seek additional House Democrats to sign\nAuCoin letter to Democratic leadership.\n2. Insure that strong support for renewal according\nto PIG principles be included in Democratic Plat-\nform. PIGS should be sure that GRS position is\npresented at four regional hearings in April and\nMay as well as national hearings.\n3. All Democratic candidates to be kept constantly\naware of revenue sharing renewal needs. Ideas\nneeded on methods.\nIV. NEW COALITION GRS ACTIVITY\nA. Meeting to be set up with House and Senate Democratic\nand Republican Leadership to urge renewal according to\nPIG principles. Coalition members to be fully briefed\non the morning before. (Jim Martin meeting with Mans-\nfield January 19 to ask him to host luncheon for Coalition,\nExecutive Directors and Leadership on February 4.)\nB. Following Congressional Leadership meeting, press confer-\nence to be held, joint statement on renewal principles\nto be released.\nC. PIGs to ask state, county, city officials in each state\nto hold joint press conference at same time.\nD. Any meeting with the President on GRS should be held at\nat separate time.\nV. TARGET ON KEY HOUSE COMMITTEE MEMBERS\nA. Each PIG will designate one of their officials as a contact\nwith each member of the key House Committees: Government\nOperations; Appropriations, Budget. This will enable us\nto have four possible ways of reaching a member during\nmark-up, etc.\nB. As a first step, all PIGs will designate contact for House\nIntergovernmental Relations Subcommittee by January 14.\n(Name, title, address, telephone)\nVI. PIG-GRS TASK FORCE (PIGGERS)\nA. In order to centralize information and coordinate efforts,\nAliceann Fritschler of NACo will act as Chairperson of\nthe PIG-GRS (PIGGERS). She will maintain and distribute\ninformation on all members positions; policy positions of\nall PIGs; convene meetings and prepare minutes as needed.\nB. All PIGs will share all relevant information concerning\nmembers positions and NACo will maintain central file and\nset up a \"boiler room operation\" if needed.\nC. As soon as possible, PIGGERS will meet with Del Goldberg\nto discuss subcommittee's plans for mark-up.\nD. Once major issues to be discussed by the sub.committee\nare determined, background papers will be prepared by\nPIGGERS on each issue. Work will be divided by issue\namong PIGs if possible.\nVII.
