C. 20500\nDear Jim:\nAs you will recall, when Mayor Coleman Young and others from\nDetroit met with the President in the Cabinet Room several months ago,\nthere was general agreement that, within the limits of existing authori-\nzation and appropriations, the various Departments and Agencies were\nto work together, under your co-ordination, to fund legitimate Detroit\nprojects.\nYou were present at the meeting, so you may recall that I spoke\nthen to Attorney General Levi about the urgent need in Detroit for a\nretention facility (jail) to handle Federal prisoners.\nLater, he referred my proposal to the head of the Federal Bureau\nof Prisons, and we quickly got a flat turn-down on the project, which\nreflected little appreciation of the real situation and no understanding\nof the \"help Detroit\" attitude that is supposed to prevail.\nThereafter, I set up a meeting to be held in my Capitol office\n(S-229) tomorrow, Tuesday, July 29, at 2:00 p.m. Attending will be\nMr. Norman Carlson, Director of the Federal Bureau of Prisons, and\nthree Federal District Judges from Michigan (Judges Kaess, Kennedy\nand Harvey).\nDespite their overloaded dockets, these judges are so concerned\nabout the desperate need for such a facility that they want to come down\nhere and lay out the facts.\nR.\nGERALD\nFORD\n-2-\nBecause of your role as \"help Detroit\" co-ordinator and\nbecause the Domestic Council is bound to have an interest, I\nshall appreciate it if you, or someone who can represent you,\nwill attend.
