Dear Jim:
As you will recall, when Mayor Coleman Young and others from
Detroit met with the President in the Cabinet Room several months ago,
there was general agreement that, within the limits of existing authori-
zation and appropriations, the various Departments and Agencies were
to work together, under your co-ordination, to fund legitimate Detroit
projects.
You were present at the meeting, so you may recall that I spoke
then to Attorney General Levi about the urgent need in Detroit for a
retention facility (jail) to handle Federal prisoners.
Later, he referred my proposal to the head of the Federal Bureau
of Prisons, and we quickly got a flat turn-down on the project, which
reflected little appreciation of the real situation and no understanding
of the "help Detroit" attitude that is supposed to prevail.
Thereafter, I set up a meeting to be held in my Capitol office
(S-229) tomorrow, Tuesday, July 29, at 2:00 p.m. Attending will be
Mr. Norman Carlson, Director of the Federal Bureau of Prisons, and
three Federal District Judges from Michigan (Judges Kaess, Kennedy
and Harvey).
Despite their overloaded dockets, these judges are so concerned
about the desperate need for such a facility that they want to come down
here and lay out the facts.

because the Domestic Council is bound to have an interest, I
shall appreciate it if you, or someone who can represent you,
