They will\nbe revised and updated as appropriate. Your submission\nshould be in two parts, a part suitable for distribution\nor public use, and a part confidential to the Domestic\nCouncil.\n1. The \"public\" part should have two sections:\nA. A good succinct statement of the Administration\nposition on the issue.\nThis could be a recent quotation from a Presidential\nstatement, a statement of an Administration spokesman,\nor in their absence, your draft. Identify the\nsource, date, location of statement, and to whom\ngiven if a speech.\nB. A list of Administration actions taken to date to\ndeal with the issue.\nThis could include signature or veto of an Act,\nsubmission of legislation, budgetary actions,\nprogram decisions or rulings by Department, or any\npersonal Presidential actions. For each, give\npertinent dates, locations, and brief statements\nof the effect.\n2\nThis public part should be no longer than two\npages, single spaced. Since the accuracy of\nthese sections is extremely important, you should\ntake responsibility for checking all facts and\nclearing the material with appropriate persons,\nand the persons with whom the paper is cleared\nshould be shown on the bottom of the page.\nPlease follow as closely as possible the attached\nsample format.\n2. The second part should be on a separate page (but\nattached to the first part). It will not be used\npublicly and must be held close. You are asked to\nsuggest a list of possible Administration actions\nto deal with that issue. These need not be thoroughly\nstaffed out at this point; you should \"brainstorm\" the\nissue for possible proposals for new initiatives, new\nprograms, and/or Administration actions. These ideas\nwill be reviewed for possible inclusion in the Admini-\nstration program. (See attached sample).\nThese materials will be required for use shortly, and\nyour submission should be prepared as soon as possible,\nnot in any case later than C.O.B.
