Ford Presidential Library STAFF MEETING Friday, December 12, 1975 3:30 p.m. Situation Room THE WHITE HOUSE INFORMATION WASHINGTON December 12, 1975 MEMORANDUM FOR THE PRESIDENT FROM: JIM CANNON SUBJECT: Weekly Domestic Activities Report Attached is a report covering domestic activities for your review. With the discontinuation of the weekly Domestic Council-OMB meeting, I felt that you would nevertheless wish to continue receiving this weekly report. Attachment THE WHITE HOUSE INFORMATION WASHINGTON December 12, 1975 WEEKLY DOMESTIC ACTIVITIES REPORT FOR THE PRESIDENT 1. Office of Science and Technology Policy As you recall, the House acted on this legislation on November 6. The staff of the Senate Committee have drafted a bad bill which is totally unacceptable. However, our staff and OMB have been working with the Committee staff this week, and we are now hopeful that the Senate will accept the House bill. 2. Uranium Enrichment Senator Pastore is polling members of the Joint Committee to determine if they will proceed without having Secretary Kissinger appear as a witness. The Senator clearly wants Secretary Kissinger to appear, but has told Pat O'Donnell that he wants to see how strongly the other members of the Committee feel. 3. Railroad Legislation We are continuing our efforts to secure acceptable legislation before the Christmas recess. The House full committee reported out a bill yesterday for possible floor action today. A meeting is scheduled today with Secretary Coleman, Ed Schmults, Max Friedersdorf, Cal Collier, John Barnum, and Steve McConahey. This meeting will outline strategy for a House floor debate and possible amendments, as well as strategy for a House/Senate conference committee meeting next week. We are increasingly optimistic that we will receive legislation; however, it remains to be seen whether this legislation will be acceptable. -2- 4. Air Safety We discussed the recent air collisions with Secretary Coleman and his staff, and they are reviewing the circumstances surrounding the incidents and will provide you with a report shortly. They have already instituted some procedural changes to avoid similar situations in the future. 5. Paper Work Report to Chairman Steed I will be sending shortly to Chairman Steed a report on examples of federal paper work requirements for his use with the Commission on federal paper work. This subject came up when I recently appeared before Chairman Steed's Appropriations Subcommittee on our Domestic Council Supplemental Appropriations Request. The Chairman expressed great interest in unnecessary federal paper work and asked me to provide some examples. We have not received reports from Falk, Hullin, Humphreys, and Quern. Myers and Parsons indicate they don't have anything to report this week. I plan to come down pretty hard on this at today's staff meeting. You might want to mention Jim Falk's imminent departure. The word is informally around our staff. Also I have his resignation letter and a letter to Falk from the President, which we can put out at any time. PROPOSED AGENDA FOR FRIDAY'S DOMESTIC COUNCIL STAFF MEETING December 12, 1975, 3:30 p.m. 1. Stress need for promptness in submitting weekly reports. They should be in by 5 p.m. Wednesday of each week. These reports are important as they serve as a basis for a weekly report that goes to the President on Thursdays. 2. Need to inform Jim Cavanaugh of any plans staff members have to be away at any time during the Christmas holidays. We expect that there will be a fair amount of activity during this period, and we want to make sure that our work load will be covered. 3. Ask Art Quern for a brief status report on State of the Union activities. 4.
