As you know, a number of California Con- gressmen will also be attending, and I thought the following background information may be useful to you. Bob Farrell and Pat Russell are both Democrats and strong allies of Mayor Bradley. Art Snyder, Joel Wachs and Bob Wilkinson are Republicans. Wilkinson is chairman of the L. A. City Council Finance Committee and is an old friend and college roommate of Phil Burton. The California Congressional participants are: Phil Burton, John McFall, Al Bell, and Yvonne Burke. The L. A. City officials are also having lunch today with the complete Los Angeles Congressional delegation. As you may know, they met yesterday with Jack Veneman and have a number of meetings scheduled with various department and agency heads (e.g. Secretary Coleman). A luncheon meeting is scheduled with the Los Angeles County Congressional delega- tion at the Rayburn Building on Feb. 18 to urge their support of the Administration's proposed Revenue Sharing Extension and to explain the unemployment problem in Los Angeles and the con- tinued need on at least a temporary basis for an extension of CETA. They specifically have requested a brief meeting with you. As you may know, all of the elected officials in the City of Los Angeles including members of the Council are important political leaders in their own right. Each member of the Council represents an individual district with a population larger than the majority of America's medium size and large cities. As a major city they also influence in one way or another a metropolitan area representing 5% of the population of the United States. Mayor Bradley of course is well known nationwide. Councilman Wilkinson and Councilman Bernardi represent districts from the San Fernando Valley. Councilman Wilkinson is Chairman of the Finance Committee. Councilman Bernardi is Chairman of the State, County and Federal Affairs Committee. Councilman Snyder represents an area on the East side with a large Spanish-speaking constituency. Councilwoman Russell is a former president of the Los Angeles League of Women Voters and is a member of the Board of the National League of Cities. Some of the above as you probably are aware are members of your Party. FORD : LIBRARY You also have on file a resolution of the ent re City Council inviting you before the Council whenever you are in Los Angeles, an invitation with media consequence. We hope that your schedule will allow a brief meeting at the White House with this group, or if you prefer, a representative portion of the group, even if only for a handshake following a = brief meeting with staff. If there are questions please have a representative reach me at the Washington, D.C. number listed hereon. Sincerely, Danal Stem Darrel H.
