Ford Presidential Library THE WHITE HOUSE WASHINGTON February 24, 1976 MEMORANDUM FOR: JIM CANNON Kathy Jot: FROM: STEVE McCONAHEY SUBJECT: Agency Intergovernmental Relations Meeting in Roosevelt Room Attached are suggested talking points for the meeting tomor- row at 11:00 a.m. in the Roosevelt Room. Since you called the meeting, it is appropriate that you chair the beginning of the session. You are free to hand over the chair and depart following your remarks and introduction. The purposes of this meeting are: Emphasize and make clear the President's in- creased interest in intergovernmental relations and his desire to improve our effectiveness with State, County and municipal governments. Introduce me and my staff to the group, and to identify and meet the representatives in attendance. Cite the goals of the White House office. Your attendance is critical to underlining the President's interest in this area and to urge the agencies to work with us and in strengthening the intergovernmental relations capacity of the Executive Branch. FORD is LIBRARY SERALD TALKING POINTS On January 28 the President appointed Steve McConahey Special Assistant to the President for Intergovern- mental Affairs. This appointment marks an increase in emphasis by the President in this important area of activity. The President wants to upgrade this function, both in the White House and in the departments and agencies. We need your cooperation and hard work in the months ahead to build a better mechanism to respond to the needs and problems presented in Federal/State relations today. Many of us heard Governor Lucey at the Governors' Con- ference yesterday mention the discussion with Jim Lynn regarding the Governors' complaints about the slow response from many Fedederal agencies. We can't afford unresponsiveness if the President's mandate is to be carried out. Working together we can greatly improve our ability to better serve State, County and municipal governments.
