SUBJECT:
Meeting of Republican Mayors
to Discuss Fall Campaign
Subsequent to the White House meeting of Republican Mayors,
there will be a session held at L'Enfant Plaza at 2:00 p.m.
to discuss the Presidential campaign. You are also invited
to attend their luncheon at 1:00 at L'Enfant Plaza. The
Republican Mayors are interested in a briefing on the White
House and PFC campaign organization and strategy, and are
particularly interested in the role that they can play in
the campaign. I have attached a suggested agenda for our
part of that meeting (the Mayors also intend to discuss
their relationship with the RNC Executive Committee, and
their strategy and organization for the fall meeting of the
USCM).
As you can see from the agenda, I think it would be worth-
while for you to give a brief overview of the White House
modus operandi for the campaign. I have been trying to get
a commitment from Jim Baker and/or Ellie Peterson to spend
15 minutes with the Mayors, but I have been unsuccessful to
date. It might be useful for you to call Jim Baker and
urge him or Ellie to participate.
I met today with Bob Mosbaucher and other staff people at
the PFC to discuss the role of the committee of elected
officials for the President. We reached some tentative
agreement on a variety of topics, but is is clear that they
are still in a "shake-down" period, and I will probably have
to devote more of my time than I planned to get this effort
off the ground. I have spoken directly with Governor Evans,
Mayor Wilson, Tom Jensen and Louis Mills about their respec-
tive roles in the committee, and I hope to have a firm
agreement from everyone including the PFC on strategy and
tactics by the time we meet with the Republican Mayors.

Footnote: Ray Hanzlik will be developing a briefing paper
on the session with the Mayors scheduled
for Friday in the Roosevelt Room at 11:30 a.m.
I have submitted a schedule proposal calling for

We are scheduled to meet with the Republican Mayors'
Executive Committee tomorrow at 11:30 a.m. in the
Roosevelt Room. A list of those attending is attached.
The primary purpose of this meeting is to discuss the
handling of the Public Works/Countercyclical legislation.
On hand at the meeting will be representatives from OMB,
Treasury, and Commerce to give short briefings on their
perspectives of this legislation and to answer questions.
A schedule proposal for a Presidential drop-by has been
submitted (see attached), and it would be appropriate
for you to chair the meeting In the event that your
schedule becomes delayed, Steve McConahey is prepared
to substitute during your absence.

BACKGROUND:
The Executive Committee of the Republican
Mayors Association will be in Washington to
meet with members of the Administration to
discuss a number of domestic issues and
offer their ideas and thoughts on the
implementation of the Public Works/
Countercyclical Legislation should you
sign the appropriations. The meeting will
be held in the Roosevelt Room with repre-
sentatives of the Domestic Council, OMB,
Treasury and Commerce. After leaving the
White House, the Mayors will be adjourning
to a meeting with representatives of the
RNC and PFC to discuss the fall campaign
and their relationship with the National
Committee and to outline strategy for the
Mid-Winter Meeting of the U.S. Conference
of Mayors.

You have met many of these Mayors previously
at a meeting in the Oval Office at which
time they endorsed you as the party nominee
for election in November. All of these
individuals have formally agreed to partici-
pate in a Committee of Elected Officials
for the President and have expressed interest
in devoting their time and energy to the fall
campaign. A drop-by would be helpful in
encouraging their participation and
strengthening their support for you.
