-- 1943 he was the Inter-Collegiate Boxing Champion
(Welter Weight) at University of Wisconsin
-- World War II, Company combat infantry in European Theatre;
decorated with Silver Star, two Bronze Stars, three Purple
Hearts. After the war was assigned to Sports Program and
served at all levels of command ending up as head of the
entire United States Army Education, Sports, and Morale
Branch at Pentagon.
-- He joined the United States Olympic Committee in 1969 after
27 years of Army service - he started as Assistant Executive
Director and Director of Fund Raising and is now the
Executive Director and Secretary General of the United
States Olympic Committee.
-- During his military service he was a member of the Inter-
national Sports Militare. He was the coach-manager of the

The 77 members of the International Olympic
Committee meet at 2 p.m. today to ratify or reject the
decision by its Executive Committee to accept Canada's
ban of Taiwan.
Possible Presidential actions before the IOC
meeting:
1. Make a public appeal to the officers and
members of the International Olympic Committee
to reaffirm its own stated principle of
permitting all Olympic athletes to compete
regardless of race, religion or politics.
(Draft statement attached).
Possible Presidential actions after the IOC
meeting, if Taiwan is barred from the games:
1. Request that the United States Olympic
Committee participate in the games under a
formal protest against the host country's
exclusion of Taiwan.
2. Request that Secretary Simon cancel his
trip to the games. Simon is not an official
representative, but he is a former member of
the U.S. Olympic Committee, and he is the most
prominent Administration official who will attend.
3. Formally direct the U.S. Ambassador to Canada
not to attend.
4. Request the U.S. Olympic Committee to withdraw
from the games because of the Canadian Govern-
ment's actions in violating its contract as host
country to the Olympics, and beware of the
precedent it would set that any future host
country could bar athletes for political reasons.
DRAFT
A fundamental principle of the Olympic games,
written into its bylaws, is that "no discrimination
(in the Olympic games) is allowed against any country
or person on the grounds of race, religion or politics."
I call upon the officers and members of the
International Olympic Committee to uphold this fundamental
principle that the games be open to all qualified athletes.
I believe that all nations should now stand together
to reaffirm the right of any qualified athlete or group
of athletes to compete freely in international Olympics
competition.

A. RULES
I. Fundamental Principles
1. The aims of the movement are to promote the
development of those fine, physical, and moral
qualities which are the basis of amateur sport
and to bring together the athletes of the world
in a great quadrennial festival of sports.
Thereby creating international respect and
goodwill, and thus, helping to construct a
better and more peaceful world.
2. The Olympic Games celebrate an Olympiad or
period of four successive years. The first
Olympiad of modern times was celebrated in
Athens in 1896, and subsequent Olympiad Games
are numbered consequetively from that year
even though it has been impossible to hold the
Games in any Olympiad.
3. The Olympiad Games take place every four years.
They united Olympic competitors of all nations
in fair and equal competition. The International
Olympic Committee (I.O.C.) shall secure the
widest possible audience for these Games. No
descrimination in them is allowed against any
country or person on grounds of race, religion,
or politics.
4. The I.O.C. directs the Olympic Movement and
retains all rioms ro the Olympic Games and to the
Olympic Winter Games. Its constitution and
powers are stated in the present Rules and
Regulations. The honor of holding the Olympic
Games is not directed to a city not to a country
or area. The choice of city for the celebra-
tion of an Olympiad lies solely with the I.O.C.
Application to hold the Games is made by the
official of the city concerned with the approval
of the National Olympic Committee (N.O.C.) which
must guarantee that the Games will be organized
to the satisfaction of and in accordance with
the requirements of the I.O.C. and it must be
responsible for all commitments undertaken
by the elected city.
5. A separate cycle of Olympic Winter Games is
held, comprising competitions in winter
sports. The Olympic Winter Sports are
held in the same calendar hear as the
Olympic Games. The first Olympic Winter
Games were held in 1924 during the VIII
Olympiad. They are numbered in rotation
as they are held.

I am gratified that the principle of the Olympic
Competitions open to all qualified athletes without
regard for race, religion or politics, has been preserved.
I am also gratified that the Montreal Games will go
on and that the suburb atheletes from all over the world
will be allowed to compete.

I commend the members of the United States Olympic
Committee who worked so hard with concerned members of
Olympic Committees of other Nations and the International
Olympic Committee to resolve the issue of the Republic of
China's participation in the 1976 Olympic Games.
While I regret that a final compromise could not be
achieved, I am gratified that the International Olympic
Committee upheld the fundamental principle of the Olympics
which prohibits discrimination against nations or
individuals on grounds of race, religion or politics.
I am also gratified that the Montreal Games will go on
and that the superb athletes from all over the world will
have the opportunity to compete in these historic contests.
I call upon the sportsmen of all nations to eliminate
all political interference with athletic events like the
Olympics, which advance international cooperation and
goodwill.
