This statement has their approval. Secretary Kleppe (who is in Tennessee) has designated his Counsel and Acting Secretary, Greg Austin, to respond to any questions on behalf of the Interior Department when the announcement is made. Before any announcement is made, I recommed that the President notify Governor Carter that he is going to propose statehood for Puerto Rico.
