Thank you for your letter of April 30th. I appreciate your
concern and am doing everything within my power to help the
President, our Country and our Party in the present circum-
stances.
Without violating any confidence I can say that one of the
names you mentioned has already been brought back to the White
House and I believe you will see other steps taken to restore
and strengthen a bipartisan spirit of national unity. I am
satisfied that the initial moves made by the President with
regard to his personal staff and the restoration of Cabinet
responsibility have been in the right direction. Your pledge
of personal support will be confidentially communicated at
the first opportune moment.

Dear Gerry:
At a moment when the appearance of corruption in the White
House and the Executive Branch is so pervasive as to endanger re-

spect for our institutions at home and for our country abroad, it is
vital for men and women of both parties and all political persuasions
to give support to our elected leaders to restore confidence and trust
in Government. It is in that vein that I write you, urging your in-
fluence on the President to install a personal staff of unquestioned
integrity and demonstrated ability, and to do the same for the Cabinet
Departments and Agencies.
Some names that come to mind are Former Secretary Connolly
and former Secretary Petersen, who have served this Administration
honorably, Dr. Ronan, Transportation Advisor to Governor Rockefeller,
Mr. Douglas, Counsel to Governor Rockefeller, former Governor and
Navy Secretary Chaffee, Ambassador to France Irwin. There must be
many others.
There are many able business men and lawyers who could re-
gain the confidence of the country for the President in staff positions
at the White House. Among the lawyers, I think of former American
Bar Association President Whitney N. Seymour, Senior, present ABA
President Marsden, Association of the Bar of the City of New York
President Schell.
It would be good that the effort be bi-partisan--hence I suggest
former Secretary Clifford, former Secretary Gilpatrick, former
Secretary Vance, former National Security Advisor Bundy, and former
Ambassador Plimpton.
It would be well that great distinction in education be con-
sidered--such as Presidents Bok of Harvard, Brewster of Yale (both
of them distinguished former professors of law) and Horner of Radcliffe.

I urge you to use your great influence to have the White House
staffed by able, respected and honorable men and women, and the
Department Secretaries restored to positions of responsibility and
direct access to the President. Please count on me for my personal
support of any actions taken in this direction.
