Attached for your consideration is S. 1842, sponsored by
Senator Stennis, which would permit Doctor Arturo Bomolan
Dela Rosa of the Philippine Islands to become a permanent
resident of the United States. This would qualify Doctor
Rosa to take the Board of Medical Examinations to practice
in a county of Mississippi in which he is urgently needed.
OMB recommends approval (Tab A) and indicates that because
the medical examinations which Doctor Rosa must take
will be given on June 10 and will not be given again for
six months, it is important that S. 1842 be signed no
later than June 9 if it is to serve the urgent purpose
for which it was enacted.
Max Friedersdorf recommends approval of the enrolled bill
and has advised that Congressman Montgomery has contacted
him urging your approval. Phil Buchen (Lazarus) and I
also recommend approval.
RECOMMENDATION
That you sign S. 1842 at Tab B.

S. 1842 was introduced and passed by unanimous consent in the
Senate on June 2, 1975; House enactment was on June 5. The
bill would permit a Doctor Arturo Bomolan Dela Rosa from the
Philippine Islands to be considered to be a lawful permanent
resident of the United States. This would qualify him to
take the Board of Medical Examinations.
It is anticipated that he will locate his practice in a county
in Mississippi that now has only one doctor and needs another.
The Kemper County Mississippi Hospital has two doctors, one
of whom is leaving for military service and the other of whom
threatens to leave if unassisted.
Because the medical examinations which Doctor Rosa must take
will be given on June 10 and will not be given again for six
months, it is important that S. 1842 be signed no later than
June 9 if it is to serve the urgent purpose for which it was
enacted.

Dear Jack:
This letter is to bring to your special attention a private bill,
S. 1842, which I introduced, and which was passed this week on an
especially expedited basis by both the Senate and the House.
The purpose of the bill is to give Doctor Arturo Bomolan Dela Rosa
permanent status as a resident of the United States, so that he can file
a declaration of intent to become a citizen, and thereby become eligible
to take the examination to practice medicine in Mississippi. This
examination is to be given on June 10, and will not be given again
for six months.
Doctor Dela Rosa is to become a staff doctor at the Kemper County
Hospital, in my home county. Without his services the hospital will
not have a single doctor within a short time. Consequently this is a
matter of great importance and urgency to me.
Please bring this bill to the attention of the President as soon as
you can do so, and convey respectfully to him my earnest request that
it receive his signature as soon as possible.
I will greatly appreciate your assistance in this matter.

An Act
For the relief of Doctor Arturo Bomolan Dela Rosa.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That, for the pur-
poses of the Immigration and Nationality Act, Doctor Arturo Bomolan
Dela Rosa shall be held and considered to have been lawfully admitted
to the United States for permanent residence as of the date of the enact-
ment of this Act upon payment of the required visa fee. Upon the
granting of permanent residence to such alien as provided for in this
Act, the Secretary of State shall instruct the proper officer to reduce
by one number, during the current fiscal year or the fiscal year next
following, the total number of immigrant visas and conditional entries
which are made available to natives of the country of the alien's birth
under paragraphs (1) through (8) of section 203 (a) of the Immigra-
tion and Nationality Act.

MEMORANDUM OF INFORMATION FROM IMMIGRATION AND NATURALIZATION
SERVICE FILES RE S. 1842
The beneficiary, Dr. Arturo Bomolan Dela Rosa, a native and
citizen of the Philippines, was born June 4, 1934. The beneficiary
is a medical doctor and resides in Meridian, Mississippi with his
wife, Nora, and four children, all of whom are natives and citizens
of the Philippines.
Dr. Dela Rosa was admitted to the United States as a nonimmigrant
visitor for pleasure on April 19, 1971. He is the beneficiary of an
approved third preference visa petition based on his professional
qualifications which established a priority date of June 22, 1971 in
the issuance of an immigrant visa. However, such visa numbers are
currently available to natives of the Philippines with priority dates
earlier than February 1, 1970. In accordance with Service policy,
based on the approved visa petition, Dr. Dela Rosa and his family
were granted indefinite voluntary departure from the United States.
According to the author's office, the purpose of the bill
(S. 1842) is to grant the beneficiary permanent residence which
will permit him to take the examination for licensure as a physician
in the State of Mississippi. Dr. Dela Rosa has agreed to practice
medicine in a rural community in Mississippi where doctors are
not available.
