This would qualify Doctor Rosa to take the Board of Medical Examinations to practice in a county of Mississippi in which he is urgently needed. OMB recommends approval (Tab A) and indicates that because the medical examinations which Doctor Rosa must take will be given on June 10 and will not be given again for six months, it is important that S. 1842 be signed no later than June 9 if it is to serve the urgent purpose for which it was enacted. Max Friedersdorf recommends approval of the enrolled bill and has advised that Congressman Montgomery has contacted him urging your approval. Phil Buchen (Lazarus) and I also recommend approval. This examination is to be given on June 10, and will not be given again for six months. Doctor Dela Rosa is to become a staff doctor at the Kemper County Hospital, in my home county. Without his services the hospital will not have a single doctor within a short time. Consequently this is a matter of great importance and urgency to me. Interposes no objection to approval of the bill Sincerely, Everymant CO Form 18 (REV. 1-17-72) MEMORANDUM OF INFORMATION FROM IMMIGRATION AND NATURALIZATION SERVICE FILES RE S. 1842 The beneficiary, Dr. Arturo Bomolan Dela Rosa, a native and citizen of the Philippines, was born June 4, 1934. The beneficiary is a medical doctor and resides in Meridian, Mississippi with his wife, Nora, and four children, all of whom are natives and citizens of the Philippines. Dr. Dela Rosa was admitted to the United States as a nonimmigrant visitor for pleasure on April 19, 1971. He is the beneficiary of an approved third preference visa petition based on his professional qualifications which established a priority date of June 22, 1971 in the issuance of an immigrant visa. However, such visa numbers are currently available to natives of the Philippines with priority dates earlier than February 1, 1970. In accordance with Service policy, based on the approved visa petition, Dr. Dela Rosa and his family were granted indefinite voluntary departure from the United States. According to the author's office, the purpose of the bill (S. 1842) is to grant the beneficiary permanent residence which will permit him to take the examination for licensure as a physician in the State of Mississippi. Dr. Dela Rosa has agreed to practice medicine in a rural community in Mississippi where doctors are not available.
