H.J. Res. 1008 authorizes and requests you to issue a
proclamation designating the week beginning October 3, 1976,
and ending October 9, 1976, as "National Volunteer Firemen
Week." " The proclamation would also call upon the American
people to observe the week with appropriate ceremonies and
activities.
The House Committee report indicates that "the proclamation
would seek to bring recognition to our country's one million
volunteer firefighters whose skills in applying life-support-
ing techniques and their awareness of fire safety precautions
provide lifesaving service to the people of this country."
A draft proclamation has been forwarded to the White House
for your consideration.

A PROCLAMATION
Throughout America, especially in small towns,
communities, and in rural areas, approximately one
million volunteer firefighters outnumber fulltime paid
firefighters by about four to one.
From the beginning of our Nation's history, they
have risked, and often sacrificed, their lives fighting
fires in their communities with no expectation of financial
reward. This unselfish concern for life and property is a
manifestation of the best in the American character.
In recognition of the enormous contributions made by
these volunteers, the House (September 21, 1976) and the
Senate (October 1, 1976) have requested that the President
proclaim the week of October 3, 1976, as National Volunteer
Firemen Week (H.J. Res. 1008).
NOW, THEREFORE, I, GERALD R. FORD, President of the
United States of America, do hereby designate the week
beginning October 3, 1976, and ending October 9, 1976, as
National Volunteer Firemen Week.
As requested by the Congress, I call upon the people
of the United States to observe that week with appropriate
ceremonies and activities.
IN WITNESS WHEREOF, I have hereunto set my hand this

REPORT
[To accompany H.J. Res. 1008]
The Committee on Post Office and Civil Service, to whom was re-
ferred the joint resolution (H.J. Res. 1008) authorizing the President
to proclaim the week beginning October 3, 1976, and ending October 9,
1976, as "National Volunteer Firemen Week," having considered the
same, report favorably thereon without amendment and recommend
that the joint resolution do pass.
PURPOSE
The purpose of House Joint Resolution 1008 is to authorize and to
request the President to issue a proclamation designating the week
beginning October 3, 1976, and ending October 9, 1976, as "National
Volunteer Week." The proclamation would seek to bring recognition
to our country's one million volunteer firefighters whose skills in apply-
ing life-supporting techniques and their awareness of fire safety pre-
cautions provide lifesaving service to the people of this country.
COMMITTEE ACTION
This resolution was introduced by Congressman Charles Carney
on July 1, 1976, and has been endorsed by 248 Members of the House
of Representatives.
It was ordered reported by the Committee on Post Office and Civil
Service on September 9, 1976, by a unanimous voice vote.
STATEMENT
The Committee, in recommending enactment of this resolution, notes
that there are approximately one million volunteer firefighters in the
United States today. While many municipalities now depend exclu-
sively on the use of paid firefighters, volunteers still outnumber full-
time paid firefighters by about 4 to 1. Some large cities continue to

reinforce full-time fire departments with volunteers, while many small
towns and rural areas have only volunteers.
Throughout our history, these men have risked, and often sacrificed,
their lives fighting fires in their communities with no expectation of
financial reward. Their contributions and efforts do not stop while
they are on duty. Volunteer firefighters play an important role at their
regular places of employment, especially in industrial plants, large
office buildings, hospitals, and other places where there are heavy
concentrations of people.
The Committee believes that it is most appropriate that this recog-
nition take place in coordination with a recent Presidential proclama-
tion, "Fire Prevention Week", as a reminder of our Nation that we
should give thanks to the dedicated services which volunteer fire-
fighters perform.
NO ADDITIONAL COST WILL BE INCURRED BY ADOPTION OF THIS RESOLUTION
COMPLIANCE WITH CLAUSE 2(1) (3) OF RULE XI
With respect to the requirement of clause 2 (1) (3) of rule XI of the
Rules of the House of Representatives—
(A) The Subcommittee on Census and Population is vested un-
der the Committee Rules with legislative and oversight jurisdic-
tion and responsibility over the subject matter of H.J. Res. 1008
and made no specific findings and recommendations in coneection
with its oversight responsibilities on this resolution;
(B) The measure does not provide new budget authority or
new or increased tax expenditures within the meaning of section
3 of the Congressional Budget Act of 1974, and thus a statement
required by section 308 (a) of that Act is not necessary;
(C) No estimate or comparison of costs has been received by
the Committee from the Director of the Congressional Budget
Office, pursuant to section 403 of the Congressional Budget Act
of 1974; and
(D) The Committee has received no report from the Commit-
tee on Government Operations of oversight findings and recom-
mendations arrived at pursuant to clause 2 (b) (a) of rule XI.
INFLATIONARY IMPACT STATEMENT
Pursuant to clause 2(1) (4) of rule XI of the Rules of the House
of Representatives, the Committee has concluded that since no costs
will be incurred under H.J. Res. 1008, no inflationary impact on prices
and costs in the operation of the national economy will occur.

and their awareness of fire safety precautions, volunteer firemen
play an important role at their regular places of employment,
especially in industrial plants, large office buildings, hospitals, and
other places where there are heavy concentrations of people; and
Whereas volunteer firemen provide a lifesaving service to the com-
munities in which they live: Now, therefore, be it

States of America in Congress assembled, That the President is
authorized and requested to issue a proclamation designating the week
beginning October 3, 1976, and ending October 9, 1976, as "National
Volunteer Firemen Week", and calling upon the people of the United
