SUBJECT: Request for Presidential Greeting for
"Horizons on Display" program site managers
On Friday, January 30, 1976 at 10:00a.m. in the Senate Caucus Room,
Secretary Carla Hills of HUD and John W. Warner, Administrator of
the ARBA, will jointly announce the National Bicentennial Program
entitled "Horizons on Display". Participating in this press
announcement will be the 200 managers of the 200 Horizons on Display
sites.
A VIP tour of the White House has been arranged for the 200 managers
on Thursday, January 29, 1976 at 2:00p.m. It is respectfully
requested that at the conclusion of the tour, or at an appropriate
and available time in the President's schedule, the site managers
would be gathered in one room for a greeting by the President.
Following a brief Presidential statement, it is requested that a
photographer be on hand for a group photo opportunity. The picture
of the President with the site managers will be sent with appropriate
captions to major daily and weekly newspapers in the participants
hometown.
The Horizons on Display program will be a major Bicentennial activity
and should receive a considerable amount of publicity, both at the
national level and more particularly at the local level. The 200
Horizons on Display site managers will be representing all 50 states
as well as a broad range of constituencies. Enclosed is a brochure
describing the Horizons on Display program and the 200 project sites.
I appreciate your pursuing this with the appropriate White House staff.

Mr. David 0. Meeker, Jr., Assistant Secretary for Community Planning and
Development in the Department of Housing and Urban Development, has re-
quested that I write you concerning the President's participation in
Horizons on Display.
The national Bicentennial has been organized around three themes --
Heritage '76, Festival USA, and Horizons '76. The major program of
Horizons '76, Horizons on Display, will bring national attention to in-
dividual projects, ideas and actions which reflect America's continuing
capacity to solve contemporary problems.
Horizons on Display honors the role of individual and community achieve-
ment in the building of the nation and cites 200 examples of effective
responses to community needs. Representatives of these Horizons on
Display projects, from each of the 50 states, the District of Columbia
and Puerto Rico are coming to Washington for the program's official
announcement.
A V.I.P. tour of the White House has been arranged for 2:00 p.m.,
Thursday, January 29. A request has been made that the President
greet the 200 site representatives at the conclusion of the tour or
during the tour at an appropriate time in his schedule. A photographer
will be present for a group photo opportunity. The picture of the
President and site representatives with appropriate caption will be
sent to the local media in their respective states and cities.

Russ, the attached letter from John Warner explains,
in part, the HUD Bicentennial program. "Horizons on
Display," is one which will cover the nation. The
200 site managers for the program are to be in the
White House from 2:00-3:00 PM on Thursday, January 29,
1976 for a VIP tour. Also attached is the Schedule
Proposal in which we suggest the President meet with
this group for a few minutes sometime during that
tour period. They could be brought to the East Room
whenever the President was ready.
I really believe we can achieve good mileage from this
and that those in attendance will be in contact with their
local media.

BACKGROUND:
Across the country, States and localities, citizen
organizations, and individuals are developing answers
for many of the problems that affect the quality of
life for every American.

The Bicentennial offers these communities a vehicle
for sharing their achievements. Horizons on Display,
a program jointly sponsored by the Department of
Housing and Urban Development (HUD) and the American
Revolution Bicentennial Administration (ARBA), will
spotlight these achievements in an attempt to stimulate
national dialogue on community development.
This program will identify 200 innovative responses
to broad areas of community development: citizen
participation, transportation, environmental quality,
health, recreation and leisure, economic development,
racial and ethnic cooperation, communications, housing,
urban renewal, new towns, planning and urban design,
land use, and historic/neighborhnood preservation.
The goal of the program is to encourage information
exchange among communities and to inspire local action
on contemporary problems.
The selected 200 Site Managers for this program will
be in Washington, D. C. for discussions and briefings
on January 29-30, 1976.
A special White House tour has been arranged for them
for the afternoon of January 29th starting at 2:00 PM.
Because of the significance of the program and the wide
expanse of the nation to be included in its activities,
it would be most appropriate for the President to meet
with these Site Managers sometime during their White
House tour in order to express encouragement and to
pose for photographs.
It is suggested Presidential participation take place
in the East Room sometime between 2:00 and 3:00 PM,
at the President's convenience.

The Bicentennial has produced an avalanche of
projects throughout the country. It has been
most gratifying to watch program after program
emerge in what has become an exciting mosaic of
Bicentennial commemoration nationwide.

solving capacity which exists in American commu-
nities will serve as a prototype for others to
use in order to further extend the values you will

Jim, HUD is sponsoring a nationwide Bicentennial program
called "Horizons on Display". The activity is taking
place in 200 communities and is primarily involved with
longterm solutions to community problems.
Earlier this year, the site managers of the communities
were in Washington for a meeting and a visit to the
White House. Although we did try, we could not work
out a visit with the President for the group.
Ralph Meeker of HUD has now asked for a special letter
from the President to each of the site managers. He has
indicated a precedent, the some 1,300 letters which were
sent to communities which received block grants last
year.
In view of this, I have asked Roland Elliott to draft a
possible letter which is attached.
If you agree that this has merit, Roland will arrange
for the letter to be printed. I have offered little
hope to Ralph Meeker but did tell him the suggestion
would receive appropriate consideration.
