The guest list, Korff advises,\nlooks like \"Who's Who in America\". Korif suggested that\nthe President might simply extend greetings to those in\nattendance or he might choose to make the award presentation\nto Bill Simon. Strom Thurmond is presently scheduled to\npresent Simen's award.\nRabbi Korif asked me to check this invitation out'very\nquistly!' I have the distinct impression that, If the President\ncannot attend, Korff would not like it known that the invitation\nextended to him had been regretted.\n2)\nSince we were unable to deliver on the previous Sakharov\nrequest, Korff has now requested U. S. Embassy assistance\nin getting a message from Sakharov to be read at the Decem-\nber 14 dinner. After some given or eight probing questions\non my part, the basic request is as follows\nKorff wants you\nto have 8 member of the U. S. Embassy staff in Moscow contact\nSakharev and elicit a message from Sakharov to be read at the\ndinner. Korif suggested that the Embassy employee bring\nwith him a copy of the dinner invitation itself, translated into\nRussian. I attempted, without success, to get a yes or no answer\nas to whether or not Korff, in his alleged telephone conversation\nwith Sakharov, had ever discussed the question of a message from\nSakharov. It is my view that he did not, and that we would, in-\nfact, be plowing new ground. The guest list,\nKerli advises, looks like \"Whe's Who in America. It also carefully defined the limits\nof that government, setting forth its duties and pre-\nrogatives. but leaving to the people all rights not\nspecifically granted to a central authority.\nNot the President, not the Congress, and not the\nJudiciary could move beyond the strictly circum-\nscribed boundaries of Federal power. The rights of\nthe people could not be ordered or legislated away.\nThis is what the Constitution said and what the\nFounding Fathers meant when they finalized the\nBill of Rights with the Tenth Amendment. This also\nis what the Fourteenth Amendment of the Constitu-\ntion said and meant when it placed the States within\nthe same framework as the central government, re-\niterating the nature of American sovereignty.\nPeople vs. Government\nWithin the last five decades, the powers and re-\nsponsibilities of the people have been eroded as\ngovernment has arrogated to itself a dominance over\nlife, liberty, and property-the words used in the\nDeclaration of Independence until Thomas Jefferson,\ncarried away by his eloquence-changed \"property\"\nto the \"pursuit of happiness.\"\nWith every passing year, the Congress and Execu-\ntive-aided by a politicized and ideologically par-\ntisan Judiciary-have cut away at the fabric of\nAmerican representative government, abridging the\nsovereignty of the citizenry. In the name of \"de-\nmocracy\" and under the guise of regulating inter-\nstate commerce, it has substituted its own whim for\nthe will of the people in ways that have sometimes\nbordered on tyranny.\nADVES GERALD R. FORD\nIt is the aim of the United States Citizens' Congress\nto return to the great and viable traditions which\nsustained this country for its first 150 years. It is the\npurpose of the USCC to root out those tragic prac-\ntices-the \"bread and circuses\" which toppled the\nRoman Republic-which are today emasculating the\nConstitution and reducing the nation to inefficacy\nboth at home and abroad.\nThe problems which beset America's citizens are\nmany and complex. But they are not so complex\nthat they cannot be met and solved.\nThe first of these resides in the soul of the body\npolitic. Apathy and a lack of national purpose, the\nlack of a will to resist and a will to achieve are\nbringing spiritual paralysis to the nation. An easy\nexcuse is at hand-that life in this 200th year of\nour national existence has become too complicated\nto respond to the needs and hopes of the citizenry,\nthat in a highly technological society the individual\nis helpless. The \"little platoon\" of which Edmund\nBurke wrote, we are told, is an anachronism. Sheer\nshibboleth!\nMoving the Nation\nThe USCC disputes this. It has been said that two\npercent of the people, if properly motivated and\nmobilized, could be the fulcrum which moved na-\ntions. We have seen in the past decade how the\nmedia, working in tandem with a relative handful\nof academics and disaffected intellectuals, have been\nable to change the course of history and plunge the\nnation into chaos. Iskra, Vladimir Lenin's magazine,\nhad a circulation of 3,000, yet it was the center of a\nwheel which drove the Communists to power in\nRussia.\nIt is now our turn! The way to national survival\nand to the reinvigoration of American ideals is\nthrough the cohesive action of those men and women\nwho, like George Washington's troops at Valley\nForge, can face adversity and bend it to the national\npurpose. A thousand voices speaking as one can\nmake tyranny tremble.\nThe United States Citizens' Congress is that voice,\nis\nFORD\nGERALD\n#17\nand it is already being heard. Armies are made up of\nplatoons and companies-and it is at platoon level\nthat wars are won. As more and more Americans\njoin the ranks, the USCC will make its determination\ndecisively felt in the nation's power centers.\nThere is much to be done-now and for many\ntomorrows. That government, conceived by the\nFounding Fathers to guard the people's freedom and\nensure domestic tranquility, now impinges on every\nphase of our lives, tampers with our consciences,\nand cavalierly robs us of what we have labored to\nearn by the sweat of our brow. It cannot even be\nsaid that the behemoth which sits astride our lives\nis the price we must pay for the commonweal, for\nthe wars on poverty have impoverished the nation\nwithout enriching the poor. Social Security, to which\nall Americans have indentured themselves, faces\nbankruptcy and survives only by putting ever greater\nstrains on the wage earner, Economic disaster at\nevery governmental level is put off by the new addic-\ntion to printing-press money, a root cause of infla-\ntion.\nThe Drug of Permissiveness\nOur public schools, once the envy of the world,\nhave become the source of social infection. Drugs and\nvice and pre-pubescent sex are rampant. Children,\nour hostages to the future, are bundled from grade\nto grade with no thought to the discipline of edu-\ncation and enter the adult world unable to read, write\nor do simple sums-isolated from their country's his-\ntory and ignorant of their national heritage. Dedi-\ncated teachers are replaced by time-serving bureau-\ncrats.\nThough the school-age population declines each\nyear, the cost of \"education\" rises in geometric\nproportion. And the problem is aggravated by spe-\ncial interest groups and a stubbornly regressive ju-\ndiciary which compels the use of substantial funds\nnot to enhance the quality of education, now at a\nmiserably low state, but for enforced busing-which\neducators and minority groups both oppose as\ncounter-productive. Other school funds are wasted by\n\"sociologists\" who impose psychiatric treatment on\nnormal school children and by medical \"innovators\"\nwho substitute drug therapy for pedagogy.\nThe effect of permissiveness in the schools is esca-\nlated by an equally pernicious permissiveness in the\njudiciary which allows violent crime to go un-\npunished. Lawless behavior is justified and encour-\naged as \"dissent\" or excused as the response to eco-\nnomic conditions among the \"disadvantaged\" which\nwere far more onerous when the country was law-\nabiding. As educational and judicial permissiveness\ndestroys the family structure, however, the \"ad-\nvantaged\" suburbs make up a larger and larger per-\ncentage of the crime rate.\nThe Rampaging Media\nA citizenry must be aware of the magnitude of\nthese problems in order to find the solutions without\nwhich this country cannot survive. Yet it is lulled and,\ndeluded by an irresponsible and doctrinaire national\npress-both printed and electronic-which has seized\nthe executive, legislative, and judicial powers of gov-\nernment and which is free of the restraints of the\nballot-box. Ruthless and unchallenged, the media\nhave undermined the people's faith in their institu-\ntions and traditions, embarked on unprincipled politi-\ncal crusades against those who stand in the way of\nmoral anarchy, made a bludgeon of the provisions\nof the First Amendment, and imposed a double\nstandard on their readers and viewers-one for those\nwhom they support, another for those they oppose.\nIt will require forthright leadership, unaffected by\nthe blandishments of self-seeking propagandists, to\nrestore the nation to sanity. But no matter how suc-\ncessfully America's domestic problems are solved, it\nwill be meaningless if these United States stand de-\nfenseless against an enemy determined to bury us.\nYet there is an incessant clamor in the Congress and\nelsewhere to cut the muscle of our defense forces,\nat a time when the Soviet Union is building an un-\nmatched nuclear and conventional military machine\ncapable of blackmailing the free world into submis-\nsion without firing a shot. To lower America's guard\nby cutting defense spending, as some would have us\ndo, in order to embark on feckless schemes and do-\nFORD\nGERALD\nmestic economic adventures, is an invitation to\nsuicide, and this the USCC has resisted strenuously.\nWhat Must Be Done\nCognizant of America's great past, of its present\nweakened fiber, and of its future imperatives, the\nUnited States Citizens' Congress consecrates itself to\nthis program:\n1. To insist on a strong national defense and to\nresist suicidal cuts in military spending;\n2. To demand self-discipline and a rigorous code\nof ethics in the media which will protect the public\nfrom bias, misrepresentation, and the erosion of na-\ntional confidence;\n3. To combat inflation by securing reductions in\nwasteful Federal spending;\n4. To return public education to public control\nand to oppose the dangerous social experimentation\nof the educationists and the sociologists.\n5. To resist the usurpation of the people's rights\nby some elements of the Federal Judiciary;\n6. To strengthen America's moral fiber by fighting\npermissiveness in all aspects of our national life;\n7. To protect Americans in their daily lives\nthrough the swift and forceful administration of\njustice.\n8. To honor the Bicentennial year by demanding\nof government a re-dedication to the traditions and\nprinciples of our Founding Fathers which alone can\nguarantee a great and free America.\nOn a personal note.
