THE PRESIDENT HAS SEEN
TALKING POINTS: OPENING OF PRESS
CONFERENCE
I have two announcements to make this afternoon before
responding to your questions:
-- First, I will be sending a special message to the Congress
later this week setting forth my major legislative priorities for the
remainder of the year. There are many different areas -- taxes, energy,
crime, general revenue sharing, and others -- where vigorous Con-
gressional action is needed before adjournment if the Congress is to honor
its commitments to the American people.
-- Second, I am sending to the Congress today a proposal that
would further advance our efforts to restore public trust in the integrity
of all three branches of the Federal Government -- Executive,
Congressional and Legislative. I am determined, as I am sure that
the Congress is, to ensure that those who have the privilege of serving
in public office are fully accountable to the public for their behavior
in that office.

I understand that you already have a copy of my letter to the
President of the Senate on this matter.
