You, Mrs. Ford and Susan will depart the South Lawn at 9:55 a. m. via
helicopter for Andrews Air Force Base and the 1 hour, 5-minute flight
aboard Air Force One to Grenier Field, Manchester, New Hampshire.
Air Force One will arrive Grenier Field at 11:15 a.m. where you will
be met by State Representative Richard Hanson (R), Mayor Charles
Puksta (R) Claremont, N. H., Mr. Ralph Southwick, Rockingham County
Commissioner, and Mr. Paul Ryan, Danbury Selectman. The arrival
will be open to the public in order to afford the people of New Hampshire
an opportunity to greet you. Although no remarks are planned, it is
suggested that you greet the crowd and chat briefly with the local media.

Following the greeting, Mrs. Ford will proceed independently to Old
Town Hall, Salen Center, New Hampshire to view a Senior Citizens'
Program and Childrens' Recreation Program, then on to Nashua where
she will visit the President Ford Committee Headquarters to observe
a phone center operation. From there, she will go to the Thurber
Residence to await your arrival later on in the afternoon. Mike and
Gayle will also be there when you arrive.

Susan will go by motorcade to Mt. Cranmore, North Conway, New
Hampshire (approximately 3 hours, 20 minutes' driving time) to
present awards to winners of the Men's and Women's Slalom com-
petition. She will overnight at Mt. Cranmore and join you and
Mrs. Ford at Rundlett Junior High School in Concord, at 12:40 p.m.
on Sunday.
BUDGET BRIEFING/RECEPTION, CONCORD, NEW HAMPSHIRE
The drive from Grenier Field To Rundlett Junior High School in Concord
requires 35 minutes. Representative Cleveland and Former Governor
Walter Peterson will accompany you.
You will make brief opening remarks and then be questioned by
members of the audience for approximately 75 minutes. You will have
a General Revenue Sharing chart, the Health Services "before" chart
and the Education Programs "after" chart available to assist in your
briefing. Following the briefing, you will spend twenty minutes
informally greeting the guests at a reception. The audience of
250 will be composed of selectmen, mayors, members of the State
House of Representatives and Senate, country commissioners and
city councilmen.
PFC DELEGATE RECEPTION
At 2:30 p.m. you proceed to Room 400, Rundlett Junior High School,
where you will greet and mingle informally with 40 PFC Delegates
for 30 minutes.
At the conclusion of the PFC Delegate Reception, you depart Rundlett
Junior High School via motorcade for the 1-hour drive to the Thurber
Residence in Nashua, New Hampshire, arriving there at 3:35 p.m.
Dick Cheney will ride with you for staff work. The Thurber Residence
is a typical New England house whose owner died in December and it
has been vacant since then. Her son, Davis S. Thurber, lives about a
block away. He and his wife, Mr. Fred Cox, and residents of the
neighborhood will be on hand to greet you upon arrival.

for the 10-minute drive to the Nashua Senior High School to attend
the 50th Annual Reception/Dinner of the Nashua Chamber of Commerce.
Upon arrival, you proceed to a Reception Room and informally greet
Head Table Guests and Dinner Committee Members (approximately 60)
prior to being announced to the dinner which is expected to be attended
by some 1200 persons, largely from the Nashua-Southern New Hampshire
region including representatives of nearly 200 firms.
Former speakers include Presidential Candidate Richard Nixon,
Governor Nelson Rockefeller, Senator Barry Goldwater, Governor
John Volpe, and Paul Harvey. This event, which is "non-political"
will be the first major civic event to take place in the new Nashua
senior high school.
A highlight of this evening's program will be the presentation of a
"Citizen of the Year Award". The recipient is chosen by an anonymous
committee and his identify is considered one of the best kept secrets
in New Hampshire.

independent activities on Saturday, February 7th, 1976.

BACKGROUND
In addition to the arrival activity at Grenier Field in Manchester,
New Hampshire, Mrs. Ford will join the President at the Nashua
Chamber of Commerce Dinner on Saturday evening, a church service
in Bedford, and a supporters' reception in Concord, both on Sunday.
Independently, Mrs. Ford will visit Salem, New Hampshire and the
President Ford Committee Telephone Center on Saturday. It is
recommended that she also join the President for his address at the
University of New Hampshire on Sunday. This will depend on the
choice of the following options:
OPTION #1: Travel with the President to the University of New
Hampshire and take personal time until the speech. Following the
speech, Mrs. Ford would return to Washington with the President.

OPTION #2: Travel with the President to the University of
New Hampshire, attend the speech and depart independently for
Ipswich, Massachusetts for an overnight with Mike and Gayle.
OPTION #3: Depart independently from Concord, New Hampshire
en route Ipswich, Massachusetts for an overnight with Mike and Gayle.
NOTE: If this option is chosen, it is recommended that Mrs. Ford
undertake an independent activity en route.

MRS. GERALD R. FORD
Birthdate: April 8, 1918
Mrs. Betty Ford came' to the White House determined to make the
mansion as warm, friendly, and open as the Ford family homes
have always been. Her own lively interests in the arts, handi-
capped children and women's rights have been combined with a focus
on home and family life.
Mrs. Ford was born Elizabeth Anne Bloomer in Chicago, Illinois.
Her family moved to Grand Rapids, Michigan, when she was three
and she began her study of dance there when she was eight. After
graduating from high school in 1936, Mrs. Ford attended two summer
sessions of the Bennington School of Dance, where she first met
Martha Graham. Her dance career continued in New York City, where
she joined one of Miss Graham's troups and modeled with the John
Powers Agency.
She returned to Grand Rapids in 1941 and became fashion coordinator
for a local department store. She also formed her own dance group
and taught dance to handicapped children.
Only weeks after their 1948 marriage, Gerald and Betty Ford moved
to Washington, where he began his political career as representative
from Michigan's 5th District and she began hers as a wife and mother.
Within seven years, the four children were born.
During the 1950's and 1960's, Betty Ford's world centered on her
active family of three sons and one daughter. Her outside activities
primarily involved the Episcopal Church and the Republican Party.
Three years ago with the two younger children almost out of high
school, Mrs. Ford thought of going back to work outside the home.
But before she found such a job, her husband became Vice-President
and in August, 1974, President. Those jobs gave her new responsi-
bilities which used her experience in entertaining, meeting people,
and keeping a busy schedule.
In White House entertaining, Mrs. Ford has relaxed the official
style to make it more people-oriented. The decorations often are
American handicrafts, and the guest lists reflect the diverse
interests of the entire Ford family.
Mrs. Ford's lifelong enthusiasm for the arts has shown up in decora-
tions, White House guests, and, most especially, in her own involve-
ment in artistic events. Her schedule shows an active interest in
handicapped children and her statements a firm commitment to women's
rights.
Today, the Ford home has a very special address, and as President
and First Lady, Gerald and Betty Ford have unique responsibilities.
But the Fords and their four children, Mike, 25, Jack, 23, Steve, 19,
and Susan, 18, continue to be a close-knit family despite geographical
separations.

SALEM WORKSHOP IS A SHELTERED WORKSHOP FOR HANDICAPPED INDIVIDUALS
SIXTEEN YEARS OF AGE AND OLDER
It's aim is to assist the handicapped, whether it be retardation or

other physical or emotional limitations, to progress toward normal
living and a productive vocational status.
While controlled individual training in work habits and attitudes
is the primary purpose, emphašis is placed on Independent Living
Skills and Social Adjustment. Job placement services are provided
when client is ready.
Contract work is obtained from industries to be completed by the
clients. Clients are paid piecework according to the job that they
are working on.
WHERE WE ARE NOW!
Salem Workshop is a Satelite program of the Wm. J. Moore Center in
Manchester. We have 11 clients, 7 full-time, 4 part-time.
The part-time clients are participating in a special program at
the high school. They, according to their individual abilities,
attend some classes at the high school.
The full-time clients receive their workshop training in Salem.
They are transported to Manchester 2 or 3 days a week for classes
and specialized programs.
As the clients usually need more than work training, they are
attending classes at the Moore Center. According to their
particular needs they attend:
Basic Ed: telling time, identifying coins and making change, measur-
ing, reading and math skills according to their ability, etc.
Independent Living Skills: Cooking, cleaning, telephone usage, use
of appliances, hygiene, ironing, etc.
Prevocational: Care and use of tools, discrimination, concepts, etc.
Social and Personal Adjustment: To reach an acceptable social aware-
ness, appropriate interpersonal relationships, to be able to adjust
to every day situations.
SPECIALIZED PROGRAMS AVAILABLE AT THE MOORE CENTER ARE:
Food Service: Complete training in every phase of Food Service.
Preparationand serving of food on a cafeteria level. Operation
of dishwasher and other related tasks. Canteen: connter work,
serving customers, sashiering, ordering and receiving of supplies.
Janitorial Program: Complete training using industrial equipment
in maintainence of a facility.
SOCIAL SERVICE: Another important service. Social workers who
maintain contact with the families of clients. To inform them of
client's goals and objectives to work in cooperation with the

training center. With reinforcement at home the client will develop
potential much sooner and more fully.

WHERE ARE WE GOING?
We are now housed in a classroom at the Lancaster School. As
we realize now fortunate we are to have the cooperation of the
school department, a classroom is for from an ideal setting.
It should be a realistic job setting, not an elementary school.
We are limited in the number of clients we can service,
We are limited in the type of contract we can accept because of
size and facilities.
We are limited in providing the types of programs and services
to meet the needs of each client.
We now operate on a school calendar year. We would be unable to
procure contracts from industry independently on this basis.
It is next to impossible to have clients think of the workshop as
anything but school on this present basis.
IF THE SAL EM WORKSHOP COULD OBTAIN A NEW FACILITY! IT WOULD HAVE
THE POTENTIAL FOR GROWTH AND DEVELOPMENT TOWARD INDEP ENDENCE.
We would be open to more diversified contracts from industries.
We could provide programs and services now provided by the Moore
Center. This would not only relieve many transportation problems,
but be able to involve clients in areas amore often to meet their
individual needs. It would also leave openings at the Moore
Center for clients from that area.
We would be able to service other handicapped individuals who are
now unable to attend any training center because of lack of space
and availability.
We would be able to develop a specialized training program other
t an provided by the Moore Center and make it a cooperative venture
to meet the needs of diversified vocational training.
We hope to hire and train personnel to eventually work for SARC
INDICATED by the Salem Wordshop growth pattern. They would receive
their training at t e Moore Center to benefit from their experience.
We hope to cooperate with Salem Schools and Community Social Agencies,
informing them of the availability of this program to benefit all
handicapped inviduals.

Per your letter of October 17th, I am forwarding
the information requested. For convenience, I have
numbered them as they appear on your letter.
1. Has the contract for the building construction
already been given out?
No, it has not.
2. What if you fall short of the $75,000 goal?
a. Will you still build?

If we fall far short of our goal we will
have to modify the proposed program and building.
C. How will it affect your plans?
It will limit the number of clients to be
serviced in the community.
3. How long will the campaign run?
We are aware that the major fund raising activities
will be accomplished by December first. Remaining
follow through needed to conclude outstanding pledges
and miscellaneous sponsored fund raising activities
will be completed by April first.
4. At what point will you begin construction?
When the fund drive reaches $35,000 the building
committee will solicity bids for construction.
5. How will you operate workshop after first year?
Affiliation with the Moore Center is planned to continue
for three years. An immediate need is for an Executive
Director whose tasks will include exploring available
Federal and State grants.
6. What communities will be serviced?

Will they contribute to the maintenance?
Contracts are being established in each community for
the various fund raising activities.
Tuitions will be received from eachcommunity enrolling
clients. Additional clients increase the eligibility
for Federal funding.
8. How is the need to be provided for the workshop?
handled now?
It is presently housed in an elementary shhool classroom
which has been donated temporarily by the Salem
School District.
9. What portion of the $75,000 is the minimum needed
for contruction of a building?
$45,000.
10. What is the breaklown of retarded citizens in Salem
today by age groupings:
0-6 - Pre-shhoolers, Four.
6-15- Self contained Special Education Class, Eight.
16 and older-Clients in the Salem Workshop, Twelve.
We are aware of seven other eligible adults. No formal
census is available but we get calls everyday.
11. Will the building, once constructed, be available for
use of other organizations (who may have contributed)
for meetings, etc. during off-duty hours?
No, the Plann8ng Board has restricted utilizing the
building in this manner.
12. How many staff members will there be at the beginning?
Two, an Executive Director and a Supervisor of the Workshop.
The maintenance will be under the supervision of the
SARC Board.
13. How long does an average retarded younster stay at
the workshop?
The program attempts to meet the varying needs of
clents encluding Transitional Activities which might
be completed in one year and result in Job planement
to Extended Activities involving sheltered workshop.

14. What specific acctivities will be taught, conducted
in the workshop?
Where, using short term goals, we will attempt to
improve on each clients' work skills and attituded.
Another important aspect of wokkshop training is
the personal and interpersonal adjustments that is
neededin working in any atmosphere. Learning to
relate appropriately with each other and their
supervisor is a must, not only in a work situation
but, in all areas of personal contact.
Basic Education-Improving and maintaining on
basic reading and math skills, measuring, telling
time, telephone usage, etc.
Living Skille-One of the objectives of a workshop
is to assist the handicapped to progress to a normal
living status as well as work training. With special
training they can assume many of the responsibilities
for themselves that they would otherwise be dependent
on others for, ie: Self care cleaning, cooking, hygiene,
use and care of kitchen appliances, etc.
Counseling: We hope to offer clients professional
counseling to aid the clients to adjust to the problems
of everyday living and cope with any special problems
that may arise. Not only clients, but their families,
who seek assistance and advice on certain occasions.
Specialized Training: Some time in the future it is
our aim to have specialized training programs in certain
fields, such as the MOore Center in Manchester now
provides. This concentrated program will focus in on
a specialized field where a particular client may
experience success. Possibly, Food service or Jani-
torial Training.
15. What are some that are currently being done?
Nearly all of the above are being done utilizing a
schedule between the Moore Center, Salem Workshop
and the Salem Schools.
16/ What specific federal/state programs are available
that might be available for building/maintenance?
Our building fund federal grant application was not funded.
The building must be constructed before we can apply for
funding to maintain programs, thru the Developmental
Disabilities Council, theUnited Way, theVocational
Rehabilitation Center and the State Average Tuition
from the School Districts.

her first visit was extremely well received, and she is highly
thought of by the people in the State.
We will be glad to arrange her schedule in whatever way she
wants to include hospital visits, nursing home stops, etc.,
but we cannot over-emphasize the importance of her going
back. The additional news coverage which she can generate
on her own will be invaluable during these final days of
the campaign.
Most importantly, our people very much want her and consider
her one of the most valuable assets for building momentum in
the campaign.

airs every Friday. I recognize that Friday is not on the

have processed her request.
The other request is something that could con-
ceivably be handled. Mr. Jeff Howlett, of Radio Station

has requested a three to five minute telephone interview,
