Re the Felt Forum, recommends no message
be sent. The President never sends
messages in Spanish, particularly since
it is a language he does not speak.
Message seems inappropriate, and apt to
"fall flat" with Mrs. Carter actually
participating. It would seem more
appropria te to have WH Staff representa-
tion there.

Garden, Monday, 10-18 at 7:30P will
be held a symposium of 5,000 Hispanic
Catholics. Mrs. Rosalynd Carter will
attend for the other party. Mrs. Gladys
Rivera has been accepted as the Republican
representative, upon condition she deliver
a message from President Ford, hopefully
on his own stationery. Please help ASAP.
Message should be in Spanish.
