Ford Presidential Library SECRET 1B Project MOCKINGBIRD IDENTIFICATION: Project MOCKINGBIRD, a telephone tap in 1963 of the homes and office of Iden 1 and Iden 2 syndicated news columnists whose columns appear in the Iden 3 newspaper. BACKGROUND : According to an undated and unsigned memorandum (Tab 1) in the Project MOCKINGBIRD file, routine review of the daily syndicated column of Iden 2 and Iden 1 in early 1962 developed indications that classified information, sometimes codeword material, was being utilized as the basis for a percentage of their columns, and although much of the in- formation in the columns was garbled, it was apparent that key points were frequently direct quotes from classified reports and summaries of recent vintage. (While there are no copies of the columns available in the file, there are memo- randa referring to some of the articles in question. These memoranda are attached as (Tab 2). APPROVAL (Tab 1) referred to above under Background indicates that the Director of Security received GERALD FORD a requirement from the DCI in March 1962 to attempt, through appropriate investigative activity, to determine if possible the identities of the source or sources of the classified information to the newsmen; the DCI was requested to undertake the operation by Attorney General DECLASSIFIED w/ portions exempted 07-122: *2 #2 SEC 3.3 SEC 3.3 dal NARA, Date 10/29/10 Kennedy, who was concerned by the revelations of classified information in the press. Surveillance was discounted because of the high risk factor and it was recommended to the DCI that telephone E.O. 12958 (as amended) 07-122; CIA MR 7/9/10 monitoring would be productive. According to the (Tab 1) memorandum, the DCI approved the ltr telephone monitoring of each of the newsmen's homes and the office which they shared jointly. (Knowledge of the activity, beyond a limited number of Office of Security personnel, was SECRET limited in the Agency to the DCI, DDCI, and Executive Director-Comptroller.) RESPONSIBILITY: According to (Tab 1), the Office of Security had the responsibility for carrying out the operation. While the Office of Security, through the Director of Security, received a requirement from the DCI to attempt through investigative activity to determine the identities of the source or sources of information to the two newsmen, the Office of Security recommended to the DCI and received his approval to conduct telephone monitoring of the newsmen. There is no indication in the file relative to reporting arrange- ments, however, a former Office of Security employee familiar with the project and now assigned to another Agency component (. Iden 4 ;, advised on 8 January 1975 that the project reporting and direction was carried out verbally. THE OPERATION : According to (Tab 1), the operation began in March 1962 and was discontinued in mid- June 1962 to coincide with the retirement of the D/OS. These times are at variance with logs housed in the Office of the Chief, which indicate that the opera- tion began on 12 March 1963 and ended on 17 June 1963. As previously indicated, the telephones of the homes and the joint- 1y shared office of the newsmen were tapped. There is no indication in the file or logs as to the location of the listening post and equipment. Coverage, according to the logs, was 24 hours a day. RESULTS : According to (Tab 1), Project MOCKINGBIRD was extremely productive in developing sources of data, both classified and un- classified, to the newsmen. These sources are listed in (Tab 1) and (Tab 3). It is not clear from the record whether all of 2 GERALD FORD SECRET these sources were identified through the telephone tap. A detailed analysis of the surveillance logs might, however, resolve this question. The files con- tain transcripts of the telephone taps but there is no indication of any formal reports, attributable to the transcripts, being prepared for forwarding to higher authority, with the possible exception of the attached (Tab 4) memoranda. MOCKINGBIRD was not successful in identi- fying the source or sources of the news- men in CIA, TERMINATION : According to (Tab 1), the operation was terminated to coincide with the retire- ment of the Director of Security. No final financial accounting of time and cost appears in the files. THOSE WITTING : A list of those witting of the operation is attached (Tab 5). COMMENTS : (1) According to Iden 5 , os the (Tab 1) memorandum was prepared by Iden 4 who was assigned to os at the time of the project. (2) According to Iden 5 Iden 4 stated the operation, from inception to completion, was handled verbally. (3) (Tab 6), a memorandum dated 30 March 1964 from Robert L. Bannerman, Director of Security, to the Director of Central Intelligence through the Deputy Director for Support, concerning Iden 1 , attributes certain information to a confidential source, indicating interest in Iden 1 at those levels. (4) While it is not clear whether all the contacts listed were developed vis 3 LIBRARY GERALD FORD SECRET the telephone taps, a superficial review of the transcripts does include records of conversations with senior White House and Congressional persons including Iden 6 Sample is attached (Tab 7) # FILES : Existing files are presently stored in the office of Iden 7 , C Office of Security, Headquarters building. The Director of Security received a requirement from the DCI in March 1962 to attempt through appropriate investigative activity to determine, if possible, the identities of the source or sources of classified information to the two newsmen. Surveillance was discounted because of the high risk factor, and it was recommended to the DCI that telephonic monitoring would be the most productive. In addition, certain investigation limited to discreet checks. of records sources was recommended. With approval of the DCI, around the clock telephone monitoring was conducted of telephone lines to each of the newsmen's homes and to the office which they shared jointly. The activity was continued until mid-June 1962, at which time the tele- phonic coverage was discontinued to coincide with the retirement of the Director of Security. Knowledge of the activity, beyond a limited few in the Office of Security directly involved in processing the acquired data, is indicated as being limited to the DCI, the DDCI, the Executive Director-Comptroller and the General Counsel. Subsequently the DCI advised that he had briefed the Attorney General, the Secretary of Defense and the Director of the Defense Intelligence Agency. Regular briefings of the DCI were conducted by the Director of Security throughout the tunure of the operation. Information Developed: Project Mockingbird was extremely productive in developing sources of data, both classified and unclassified, to the two newsmen, as a result of a daily telephone conversation the two men would conduct after the senior mem- ber of the team, Iden 1 2 would complete the re-write of raw data left for him in the office by Iden 2 : It became apparent that Iden 2 acquired most of the sensitive data, and that he acquired it in highly accurate form. The obvious garbling of the data occurred in the re-write by Iden 1. At first it was believed that the garbling was a by-product of Iden l's regu- lar state of intoxication; however, later it became apparent that the garbling was used to disguise the source. LIBRARY SECRET EYES ONLY -- MOCKINGBIRD EYES ONLY MOCKINGBIRD The newsmen's sources were wide-ranging, and much of the information provided to them by these sources never saw print. In a number of cases the writers specifically noted that such-and-such an item could not be used in any form because it could be directly attributed to the source. During its short tenure, MOCKINGBIRD established the identities of a significant number of sources and "cooperative" individuals. Much of this information was of a partisan political nature or was in the nature of seeking a "plug. 11 This type of information was not transcribed, but the sources were recorded for reference purposes. In those cases of direct interest to the purpose of MOCKINGBIRD, i.e. national defense information, it was possible in many cases to establish a specific iden- tity of the source providing the information. In other cases, it was pos- sible to establish only a general, non-specific, identification of source, such.as "my friends over in Navy, " "he works right in their office, " etc. Because of the frequent compromise of sources by the newsmen, either by name or essential elements which could lead to identification of an individual, it became apparent that over an extended period of time most, if not all, such sources could be identified. (As noted earlier, it was de- cided to terminate MOCKINGBIRD with the retirement of the Director of Security, rather than to continue the activity for a more desirable period of time.) Sources of information of all sorts used by Iden 1 and Iden 2can be generalized as follows: The Speaker of the House Members of the Senate and House of Representatives Congressional Staff members Members of the News Media Employees and staff members of the White House, the Department of State, the Department of Defense, the Agency for International Development, the Department of Justice, the National Aeronautics and Space Administration and the Central Intelligence Agency Staff members of the Office of the Vice President The Republican and Democratic National Committees Lobbyists Retired Federal officers and officials Miscellaneous others, ranging from a union official to a priest There appeared to be a fairly clear division of source types between Iden 1 and Iden 2 , which might be generalized as follows: Iden 1 a. appeared to have most of his contacts among former Army associates ( Iden 8 and Iden 9 , for example) and "old New Deal" personalities, ( Iden 10 , for example). SECRET b. Iden 2 by far the most active of the two men, had the remaining contacts. Monitors of MOCKINGBIRD were frequently amazed at the sheer bulk of information Iden 2would acquire in the course of a day. Most of the highly classified information mentioned as such in the conversations is directly attributable to Iden 2's sources. Iden 2 made frequent reference to his close association with 1 Iden 11 , and in one discussion with his White House source promised a "Iden 12" in exchange for a report he sub- sequently received from White House records. (Iden 2had taken a leave of absence from the column the previous year to assist in an unsuccessful political bid of Iden 13 ) MOCKINGBIRD was not successful during its three months of operation in identifying Iden l's and Iden 2's source or sources in this Agency. The prin- ciple source of concern, Mr. "X", appeared to be in the Office of National Estimates. A blind memo regarding him, including references to his written comments on certain National Estimates and statements he is supposed to have made, was shown by the Director of Security to Mr. Sherman Kent. Mr. Kent was not aware of MOCKINGBIRD as the source. Mr. Kent subsequently ad- vised the Director of Security that he was unable to identify "Mr. X" from the information provided. One significant factor developed by MOCKINGBIRD was the ability of the newsmen to obtain warnings or guidance regarding possible threats to their activities. For example: a. In mid-March 1962, Iden 2 advised Iden 1 that they were under investigation by the Air Force Office of Special Investigations as a re- sult of their accurate overflight stories. According to Iden 2, the Secretary of Defense had directed the Director of the Defense Intelligence Agency to conduct an investigation of the newsmen in an attempt to develop their sources. The Director of DIA subsequently held a meeting with OSI regarding the pro- posed conduct of the investigation. A "friend" of Iden 2's was present in a Pentagon office when a participant of the meeting was discussing it with other personnel. Because there were too many people present at the time, the "friend" was unable to obtain full details. Subsequently, the "friend" was able to obtain further details. (General Carroll had discussed such an in- vestigation with the DCI a week or SO earlier. He was not told, at the time, of MOCKINGBIRD, but it was suggested that he initiate no investigative action. When the foregoing information was obtained, he was immediately briefed on MOCKINGBIRD and shown the transcript of the pertainent conversations. General Carroll insisted that he had adhered to the DCI's instruction and that the meeting described by Iden 2 had not taken place.) b. In May 1962, Iden 1 indicated that he had recently been visited by a man from CIA, an old Army friend, "Iden 59. 11 The apparent tenor of SECRET EYES ONLY-MOCKINGBIRD EYES ONLY- MOCKINGBIR) of the meeting dealt with "pot shots" being taken at the DCI and the DCI's concern that the Administration was planning to "unload him or kick him upstairs. 11 In a subsequent conversation, Iden 2 advised Iden 1 that he (Iden a had been cautioned to be a little careful in what he said to "Iden 14". Iden 14 , he said, is very close to another per son in CIA, with loyalty like that to Mr. McCone. Iden 2indicated that his source had advised that Iden 14 had "a couple of meetings" with this other, unnamed, person "this week, " and that Iden 14's visits to Iden 1 "may be both friendly and a surveillance job. " " Iden 14 was not aware of MOCKINGBIRD, but was cooperating with the Director of Security because of the mutual, concern at Iden l's and Iden 2's classi- fied revelations. He, indeed, had met with the Director of Security both prior to and after his visit to Iden 1 ) Iden 2's source of this informa- tion was never identified. Attachment 1 is a list of contacts and sources of Iden 1 and Iden 2 Those indicated by an asterisk provided information to them, ranging from incidental political data to sensitive military information. Parenthetical numbers indicate a specific report in the attached MOCKINGBIRD notebook. Those for which no number appears are those persons identified in other conversations. These latter conversations were not transcribed because they did not deal directly with the information leakage of concern. Attachment 2 is a "Bigot List" for project MOCKINGBIRD. On 7 December 1981 Iden 22 advised that Iden 23 had called him regarding the Iden 2 article of 23 November 1961 and expressed concern over the contents of the article. Iden 23 also mentioned that Iden 2 was the type of reporter who would write anything in order to sell 20 article and added that Iden 2 was a friend of Iden 11 and an FBI man. In regard to Iden 23's reference to the FBI, Iden 22 explained that it was not clear whether or not Iden 2 had a friend in the FBI or a friend who had worked for the FBI. 2. Iden 22 continued that Iden 23 indicated he was going to discuss the article with Iden 2 3. Later on the same date Iden 22, contacted Mr. Bannerman and advised that Iden 23 had contacted Iden 2 and that Iden 2 indicated that his scurce was someone in CIA who feels that the policy of the Agency should be shifted to one which would not be harmiul to U. S. interests. Iden 2 added that be had material for three new articles, namely: a. The Agency contributed money to a U. S. political campaign to defeat a congressman. b. Iden 22's operation financed Owen Lattimors's trip to Cuter Mongolia. GERALD c. There are twelve Communists within CIA. When Iden 23 : showed Iden 2 copies of Radio Moscow's playback on his (Iden 2's) article, Iden 2 appeared shaken. Iden 26 recalled that another briefing on Agency budget matters was given the Senate Armed Services Committee on 21 August 1961. This briefing was presented by Mr. Dulles and was attended also by Idens 29-33. Committee members known to be in attendance were Senators Richard B. Russell, John Stennis, and Leverett Saltonstall. Also in attendance, but not a committee member, was Senator Mike Mansfield, Senate Majority Leader. Other members of the Senate Armed Services Committee 200 Senators Strom Thurmand, Harry F. It is believed that Copies 12 through 20 were utilized for this purpose; however, no specific record exists which would confirm this. A review of the transcript and ci the hand- out discloses that the Agency budget is referred to in numerous instances, and while the specific figure of Iden 28 is not mentioned, the ma- jority of the figures cited are in the Iden 28 series, i.e., Iden 34 and Iden 35 TERAST GERALD R. 3 PERSON SECRET Unsigned Memorandum This is a memo containing an analysis of Iden 1/Iden 2's article entitled Iden 20 which appeared in Iden 21 on 29 November 1961. It presents the article line by line, and gives the Agency's evaluation of the information contained therein. It is located under Tab 2 in the Project file. Iden 14 advised that Iden 1 at the present time is occupied on some other business and it appears that Iden 2 is doing the news column. MEMORANDUM FOR THE RECORD SUBJECT: Articles by Iden 1 and Iden 2 1. In reference to the recent articles attacking Iden 22 in the Iden 2 Column, Iden 22 related the following. Iden 23 is a personal friend of Iden 22 Iden 23 talked to Iden 2 and Iden 2 indicated that his source was internal in CIA. (When Iden 14 talked to Iden 23, it appeared that Iden 23 was under the impression that the source might be within CIA, which was not nearly as positive as the reaction received by Iden 22 ). 2. It is further stated that the individual feels that the Agency is being improperly operated, and that some of its activities are dangerous to the country. Iden 2 informed Iden 23 that he has material for three new columns as follows: (1) That the Agency contributed money to a political campaign to defeat 2, Congressman (2) That Iden 22's operation financed the trip of Owen Lattimore to Cuter Mongolia. (3) That there are twelve Communist within CIA. 3. When Iden 14talked to Iden 23, he suggested that Iden 2 come to see Iden 14and/or Mr. McCcpe, and make known the identities of the alleged twelve Communist in CIA. Iden 14doubts that this will occur. Further, when Iden 23 talked to Iden 2 regarding the re- cent article on Iden 22 ; he showed Iden 2 the copy of the article (TASS), repeatingIden 2's information to Europe where they play on the financing of the Socialist movements. Iden 23 endeavored to convey that Iden 2was doing disservice to this Government and the Intelligence Comittee Reportedly this shookIden 2 up a bit. Iden 14ras a mumber of letters addressed to Mr. McCome from the West Ccast indicating that they are accepting Iden 2's articles as the truth and are reacting to the effect that Mr. McCone is cleaning up the Agercy. The inpact of the articles is that they represent a true state of affairs. There is attached 2 thermofax of the 29 November 1961 article by Iden 1 and Iden 2 entitled ". Iden 20 ". It should be noted that there are handwritten comments beside the different paragraphs in this article which were made by Mr. McCone indicating his knowledge or state- ments concerning these items. 2. Of significance herein are the statements or reactions of Mr. McCone to programs, factors, etc. occurring within the Agency. In some instances Mr. McCone has made statements which are reflected in substance in the article. In other paragraphs there are statements which Mr. McCone labeled completely wrong or erroneous. In other instances Mr. McCone indicates that he had no knowledge of the matter and obviously could not have a reaction. 3. In paragraph (1) Mr. McCone has cautiously expressed an opinion which might be construed as the substance for this paragraph. 4. Paragraph (2) is labeled as completely wrong. 5. Paragraph (3) "expressed surprise at support of some items but not conferences -- - - 12 to 15 persons heard my (?) musings". Iden 14 will confer with Mr. McCone upon his return from the West Coast in an effort to obtain the identity of the 12 to 15 persons. 6. Paragraphs (4) and (5) are labeled erroneous. 7. Paragraphs (6), (7), and (8) labeled all new--no prior knowledge. In considering the above and the substance of previous articles by Iden 1 and Iden2it would appear that a source has been developed by Iden 2 ( Iden 43 ) which source has current and past knowledge of internal CIA events and activities. Some of the items appearing in these columns clearly show a knowledge of detailed facts not generally known. This would indicate quite possibly that Iden 2has a current source within CIA. I had requested of Iden 49 that the FBI contact Iden 2 to obtain from him the identity of his informant or the names of the persons alleged to be Communists within the CIA. Iden 49 , on 12 February 1962 advised that the Bureau will contact Iden 2 in this regard. 2. As background for the above, it was reported that Iden 2 had the names of 12 persons in CLA who are reported to be Communists. Iden 14 contacted Iden 2 and asked him for the identity of the twelve persons. Iden 2 advised that he had the names of eight such persons not twelve and that he could not release these until he checked with his informant. Later, Iden 14 called Iden 2again and Iden 2 advised that his informant did not approve the release of the rames or even one name in that he distrusted CLA. Iden 2advised that his in- formant had made known these names to both the FBI and the HCUA. A check of both the FBI and the HCUA failed to reveal that any person had come forward with information pertaining to eight Communists within CIA. In light of the negative findings, I made an official request of the FBI to interview Iden 2 to obtain these names. A confidential source has advised that during the Spring of 1963, he learned that Iden 50 , then a clerk in the White House Iden 51 1, had provided Iden 2 , one of the writers of the (title of column) , with information from White House files. 3. Source stated that as he recalls it, Iden 2was most interested in obtaining a transcript of a talk given on foreign policy at Columbia University by Theodore Sorensen. Iden 2was unsuccessful in attempts to obtain a copy from Sorensen's office and other sources. Iden 2 was aware that Sorensen planned to publish the talk in a series of syndicated articles and it wasIden 2's desire to publish the information in his column before Sorensen's articles came out. 4. AtIden 2's request, Iden 50 checked the White House files and found only one copy of the Sorensen presentation. He sub- sequently delivered the desired information to Iden 2' shome. 5. Source stated that Iden 2 and Iden 50 are close friends. Iden 50's home is Iden 52 and Iden Lives nearby. Source also indicated that Iden 50's wife had jokingly stated at one time that if Iden 50 kept all the papers he brought home from the White House, the home would look like the White House trash room. According to our source one of the items passed to Iden 2 was the text of a speech delivered by Theodore Sorenson at Columbia University. Iden 2 claimed that Sorenson planned to use the text of the speech for at least two newspaper columns to be printed in the near future by the Washington Star and other news- papers. Both Iden 2and Iden 1 planned to "scoop" Sorenson by publishing the same information in their syndicated column in advance of its public use by Sorenson. Our source advised that Iden 2' sinformant in the White House, after several attempts, was able to secure a copy of the Sorenson speech and passed it to Iden 2on the evening of 22 May 1963. Our source does not remember whether the text, in whole or in part, appeared in the Iden 1/Iden 2 column but offered the information that Iden 3 the only local paper carrying the column, often drogges time column from the issues, presumably for editorial or policy reasons. Our source could not locate any.of this information inIden Iden 2 columns but gathered from discussions between Iden 2 and Iden 1 that the information had been published and that Mr. Rostow was furious about it. According to our source, the informant in the White House was Iden 50 , who in May of 1963 was a clerk in the White House Iden 51 A credit inquiry made in 1962 was reviewed by this Agency and confirmed his employment by the White House at that time. Recent discreet inquiries reveal that he is currently employed in the Iden 60 One additional partinent bit of information provided by our source relates to a conversation he overheard between Iden 2 and Iden 61 in connection with the Sorenson text. Iden 61 toldIden 2 that she hoped her husband had not brought the text into their home and she had thrown it out. She went on to say that, "Oh, if I kept all he brought home, it would look like the trash FORD room of the White House. " NOTE: In 1968, Iden 2 and Iden 1 parted, and Iden ladded retired UPI reporter, Iden 62 to his team, producing a renamed (title of column) Iden 2launched his own column for the Iden 63 at that time. According to informant, Iden 2 told Iden 1 that he was attempting to obtain the text of a presentation delivered at Columbia University by Theodore Sorenson of the Presidential staff. Iden 2 indicated that Sorenson contemplated using the text of the presentation for at least two newspaper columns to be printed in the near future by the Washington Star and other newspapers. Iden 2indicated that he would like to put the text into the (title of column) prior to the appearance of the same information in the Sorenson columns. Iden 1 indicated he would be delighted to "jump the gun" on Sorenson, and send the column out as a'weekend special" "That would make a hell of a good story, " he told Iden 2. Iden 2 explained to Iden 1 that "this friend of mine who's right down there, " had called Sorenson's office on two occasions for a copy of the speech, but had been told that the only copies of it are at Columbia University. Iden 2 indicated that he believed this to be a'dodge, 11 because of the contemplated publication of the Sorenson speeches in newspaper form. Iden 2 indicated that his source had told Sorenson's office, and Sorenson's office agreed to send a copy to the source. Iden 2 indicated he had spoken to his source about the matter over the weekend, and that his source would check on it that day and advise Iden 2 that evening. The foregoing exchange explained a conversation previously noted by the informant on 17 May, 1963. Informant advised that on 17 May 1963, LERA GERALD FORD Iden 2 had a conversation with Iden 61 , who resided at Iden 52 Iden 2 asked Iden 61 if Iden 50 was at home, and Iden 61 responded that he was not. She indicated that Iden 50was at a Bingo session. Iden 2 told Iden 61 to tell Iden 50 that Iden 2 has "Iden 12, if he's got a Sorenson speech. " Iden 61 replied that she guessed it was worth it, and asked if Iden 2 was referring to any particular speech. Iden 2 replied that he was interested in the one at Columbia University. SECRET- EYES ONLY SECRET Iden 61 indicated she recalled the speech, noting that Iden 50 had been carrying one around in the car, on the front seat, but did not know what Iden 50 had done with it. She indicated that she hoped Iden 50 had not brought it into the house and she had accidentally thrown it out. She told Iden2, "Oh, if I kept all he brought home, it would look like the trash room of the White House. " Iden 61 agreed to look about the house for the speech, but Iden 2 indicated it would not be necessary. The conversation then changed to church activities in which they shared a common interest. As they were concluding the conversation of church matters, Iden 2 told Iden 61 to remind Iden 50 that the offer stands. " She again indicated her concern that she had accidentally thrown it out, and indicated that if such had been the case, Iden 50could get another one. She askedIden 2if he needed the speech text "tonight. 11 Iden 2replied that he didn't, and that "I've got plenty of. I was just going through my notes here, remembered that I had mentioned this here and I was " The conversation then renewed on church activities, withIden 2 explaining about his contacts with Catholic officials on Cardinal Mindzenty and the lack of a firm position and all the confusion he had encountered. Iden 2 concluded the discussion with the statement, "Well, you tell Iden 50 that, with all these errors in the church, I at least gotta keep up on Sorenson. " Iden 61 replied, "Alright, you keep him straightened out and somebody else can straighten the church out. " According to the informant, the next related conversation took place on 22 May 1963 at about 2230 hours. Iden 50 asked Iden 2 if Iden 2 was still up. When Iden 2 indicated he was, Iden 50 indicated that "I'll be LEGARY GERALD FORD over in a couple of minutes I've got that thing for you. " He then indi- cated that Iden 6lwished to talk with Iden 2 and that he would leave for Iden 2' house while Iden 2 and Iden 61 were talking. The conversation between Iden 61 and Iden 2 dealt with a Story being written by Iden2 concerning an "inside" memo about preparation of the Pope's statement on Peace. The conversation concluded with no further reference to the Sorenson speech text. The reference to "Iden 12," according to the informant, deals with Iden 2's close relationship to Iden 11 As background, the informant advised that Ider 2 had earlier used the text of another Sorenson speech in launching an attack on Sorenson. Informant indi- cated that Sorenson subsequently used the first speech in basically unedited form in a series published on foreign policy in the Washington Star. Based on word count and the number of articles published Iden 2 believed that Sorenson would use the text of the second speech in another series of forth- coming articles on U.S. foreign policy, and desired to "scoop' Sorenson with the latter's own material. Informant gained the impression that Iden 50 was SECRET- EYES ONLY SECRET also a possible source for Iden 2 of the earlier Sorenson speech and for what Iden 1 and Iden 2 referred to as the "Rostow papers. 11 Informant could not locate any published (Title of column) column dealing with this topic, but gathered from discussions between Iden 1 and Iden 2 that the information had been published and that Mr. Rostow was angered by it.7 TRRATT GERALD FORD SECRET- EYES ONLY SECRET SCORET 24 May 1963 MEMORANDUM FOR THE RECORD SUBJECT: MOCKINGBIRD 1.
