Attached is a summary of the most recent assessment of the
damage caused by typhoon "Pamela" and the ongoing Federal
relief effort. Given the rapidly changing nature of the
ongoing damage assessment, I have asked the Federal Disaster
Assistance Administration (FDAA) to prepare a full briefing
book to be ready for Seidman's use by COB Monday. This
paper will contain a comprehensive assessment of the economic
implications of the Federal relief effort.
Tom Dunne, Administrator of the FDAA is planning a trip to
Guam next week to observe the Federal assistance effort
there. I think it would be a good idea for Tom to accompany
Bill to Guam, providing him invaluable advice on the technical
aspects of disaster relief.
I have also attached a draft Presidential letter to Speaker
Ada as you requested. I am concerned, however, that a
Presidential letter to the Speaker, rather than the Governor,
for whatever purpose, may cause undesirable repercussions.

DISASTER SUMMARY GUAM (TYPHOON PAMELA)
Preliminary estimates of damage and loss in the public and private sectors,
excluding that to military installations and equipment, approach $121 million.
The Government of Guam, the Guam Power Authority and the Guam Telephone
Authority suffered about $50 million in losses. Individual, business and
agricultural losses total $70 million. Almost all Government facilities and
systems were affected to some degree. An actual count of dwelling losses
revealed that 9,274 family units were either destroyed or damaged. Of these
3,090 were destroyed, 2,721 suffered major damage and 3,463 received minor
damage.
It is estimated that 3,500 families will require temporary housing. Two
thousand vacant housing units are immediately available to meet temporary
housing needs and the minimal repair program should satisfy the remaining
requirement. Temporary housing costs are estimated at $12.2 million.
Five Disaster Assistance Centers have been operating on a seven day work
schedule to meet the immediate assistance needs of individuals -- particularly
for temporary housing, individual and family grants, food stamps and processing
applications for disaster unemployment benefits. At least 67 Federal agency
personnel are now on the Island participating in disaster relief and assistance
operations.
At this time Federal assistance program costs are expected to total about
$107 million. This includes $74 million from the President's disaster fund
and $33 million against other Federal programs.
All emergency repair programs such as restoration of electric power, water,
sewer and communication facilities are proceeding satisfactorily. Debris
clearance throughout all civilian communities is being managed by the U.S. Navy
utilizing civilian hires obtained through local employment offices.
Mr. Stevens, the Federal Coordinating Officer, reports that as of this time all
programs are moving along reasonably well with all major problems identified
and under his control.

Guam is very upsetting. When I received Governor Bordallo's
request for disaster assistance last week, I immediately
gave approval for a Federal disaster declaration. I have
also asked my staff to keep me briefed on the unfolding
assessment of the damage and the Federal disaster relief effort.
I want you and the people of Guam to know that you are
all in the thoughts and prayers of Mrs. Ford and myself
in your time of trouble. I trust that the combined efforts
of the Federal agencies and the Government of Guam will
speedily effect the recovery of your island from the ravages
of the typhoon.

Presidential Message to Guam
Attached are two draft letters, one to Speaker Ada and one
to Governor Bordallo. Steve McConahey and the Federal
Disaster Assistance Administration strongly recommend a
letter to the Governor as well as Ada - because the Governor
is the executor of the territory's diaster relief efforts.
Accordingly I have drafted a somewhat formal letter to
Bordallo and a more friendly greeting to Ada. If that is
unsatisfactory, I recommend that the formal version go to
each.
I have included a reference to Tom Dunne's presence in the
letter to the Governor to protect Seidman from being beleaguered
by special interest groups while he is in Guam and to
maintain the integrity of the FDAA as the official Federal
coordinator of disaster assistance. I don't think that it
is advisable to give any ammunition to the opposition that
the Administration is playing politics with diaster relief.
Seidman's visit as an expression of Presidential concern is
a major plus, but failure to observe protocol vis-a-vis the
Governor or ignoring the FDAA's role could rebound against
us.
