Dear Mr. President:
Since early 1969, I have had the honor of serving my country as
Deputy Under Secretary of Health, Education, and Welfare; Special
Assistant to the President for Personnel; Deputy Director of the Presi-
dential campaign; and most recently as Deputy Director of the Office of
Management and Budget. These opportunities have clearly been the
most challenging and rewarding experiences of my life. No man could
have asked for more.
As I mentioned to President Nixon last Spring and to you last
week, the time was approaching for me to return to private life. In
this regard a uniquely exciting opportunity has been presented to me
by Mr. D. K. Ludwig to assist him in directing his worldwide operations.
Therefore, I submit my resignation as Deputy Director of the Office of
Management and Budget to become effective at your convenience.
I am immensely proud of having played a part in President
Nixon's great accomplishments for our country. The country can be
thankful it has a man such as you to carry forward with many of these
initiatives and to provide it with leadership during this challenging
period.
It is difficult to leave the stimulating life of the Executive Office,
but I depart with the knowledge that our country has many fine men
and women currently in its service to assist you with your Presidency.
As you assume this responsibility, my family joins all Americans in
praying for your success.
If at any time there is any way I can be of further service to you
in my private capacity, I would be pleased to do so.
