Sir:
I ask the Congress to consider proposed supplemental
appropriations for the fiscal year 1975, involving
transfers of $7,400,000 from other appropriations,
for the Department of Labor. These requests will
not increase the 1975 budget.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of
Management and Budget, with whose comments and
observations I concur.

Sir:
I have the honor to submit for your consideration proposed
supplemental appropriations for the fiscal year 1975 for the
Department of Labor, involving authority to transfer $7,400,000
from other appropriations, as follows:
DEPARTMENT OF LABOR
EMPLOYMENT STANDARDS ADMINISTRATION
Salaries and Expenses
To provide an additional amount for "Salaries
and expenses, not to exceed $6,800,000 may be
transferred from other approoriations to the Depart-
ment of Labor, of which not to exceed $1,800,000 may
be transferred from appropriations available for
salaries and expenses and not to exceed $5,000,000
may DO transferred from appropriations available for
research.
The transfers requested would meet initial requirements for
the increased enforcement activity and studies required by the
recent amendments to the Fair Labor Standards Act; the added
responsibilities of administering the requirement in the
Rehabilitation Act of 1973 that Federal contractors take affir-
mative action to employ the handicapped; the unexpected increase
in workload under the 1973 amendments to the Longshoremen's and
Harbor Workers' Compensation Act; and the increased administra-
tive costs and studies required by the recent amendments to the
Federal Employees Compensation Act. The salaries and expense
transfers would be made from savings in the Department of Labor
resulting primarily from the recently announced Covernment-wide
employment reduction, and the research transfers from programs
of lesser priority than these Congressionally required studies.

Salaries and Expenses
For an additional amount for "Salaries and
expenses," $600,000, which shall be in addition
to the amount made available in the appropriation
under this head in the Departments of Labor, and
Hailth, Education, and Welfare Auprooriation Act,
1975, for expenses or revising the Consumer Price
Index, and which shall be transferred from other
appropriations to the Department of Labor avail-
able for research.
The request covers the additional cost to the Bureau of
Labor Statistics of designing two revised Consumer Price
Indexes, thus permitting continuation of the current index
for urban wage carners and clerical workers as well as publi-
cation of an index for all urban households when the revision
is completed in 1977.
These requests will not increase the 1975 budget totals.
I have carefully reviewed the proposal for appropriations
contained in this document and am satisfied that this request
is necessary at this time. I recommend, therefore, that this
proposal be transmitted to the Congress.
